Height: 152.5cms / 60.03 inches Weight: 45.8kgs / 101lbs Slightly shorter than average but at the average weight, Nemo is about as toned as a 13 year old can get without being bulky.
Name: Nemo
Age: 13
Nationality: Unknown

Noble Arms:
Noble Arm Name & Appearance: KAST
Noble Arm Rank: B+(?) [A](?)
Noble Arm Type, Element, and Range: Melee, Close-Ranged, Assassination-class Kinetic Space/Time Element. Or, "KAST," if you would. (Kinetic Assassination in Space Time)
Noble Arm Abilities:
Perceiver Pressure: Extreme kinetic vision, to the point of almost being future-sight, that activates on command or when the Arms Master is in danger. On command causes a near-rehabilitating level of mental exhaustion when exceeding either 15 seconds into the future or 5 seconds of maintaining the ability. When maintaining it, the Arms Master can only see 5 seconds ahead for 5 seconds, or up to 15 seconds ahead for 1 second. When automatic, it activates when the danger becomes initially present; the Arms Master would begin seeing the future 3 seconds ahead if a gun was pointed at them, or 15 seconds ahead if it were in the process of being fired. (The gunman's finger began moving on the trigger.) [Perceiver Pressure requires the knife to be closed to use at full capacity. If open, it will only work at 1/5 capacity.]
8 Gigahertz: When in immediate lethal danger (a gun is pointed at the Arms Master for example, and the gunman's finger begins to move) the Arms Master begins processing stimuli at 3 times the normal speed, compounded with adrenaline if relevant. (If they see the gun aimed at them and get an adrenaline boost, the processing speed becomes 9 times the norm instead of 3 times.) This causes extreme acute physical stress on the bones of the Arms Master and overwhelming physical exhaustion either when the adrenaline dies down, or 2/3s of that exhaustion 57 seconds after no longer being in danger. Repeated use of this could cause the Arms Master to break their bones and/or pass out from exhaustion if used too much in a consecutive manner. (For example, escaping danger and then getting into danger again 57 seconds later.) [8 Gigahertz works at all times, regardless of whether the KAST is open, closed, or in hyperspace. Though if in hyperspace, the stress also affects the Arms Master's muscles, not just their bones.]
Transmissive: The ability to teleport to any perceived or known location. If to a perceived location, it will cause extreme mental fatigue 60 seconds after the teleportation. If to a known location that is not within perceivable distance, it will cause intense vertigo for the Arms Master 33 seconds after teleporting. The exception to these rules is teleporting to the location of KAST, which causes a migraine for the Arms Master that lasts around 15 seconds, but is possible to work through like any other migraine. [Transmissive requires STACK to be out of hyperspace to use. KAST can be open or closed when using it.]
Boundary Bounce: Having STACK manifested outside hyperspace causes two constant effects. The first is mental exhaustion that builds up the longer KAST is in the world, leading to an eventual collapse into unconsciousness at 333 seconds of manifestation. The second applies only if KAST is not in its open state, which is partial paralysis of the Arms Master's left arm and total deadening of their chest. They would not be able to feel any sensation from above the naval to the bottom of the neck when KAST is not open, even severe damage such as a bullet wound would be unfelt. This causes the same issue as anyone who cannot feel pain; if they don't notice it, they'll not take steps to alleviate the damage or possibly even notice the damage before it takes its toll on them.
OR
Noble Arm Name & Appearance:
-Vitae-
Noble Arm Rank: D+
Noble Arm Type, Element, and Range: Support, Time, Reversal. Close-range.
Noble Arm Abilities:
Vitae's abilities are based on Nemo's emotional state.
Rip (Anger): Vitae's blade begins vibrating at an intense speed, making it able to cut through most things that aren't Noble Arms themselves, and making it near impossible to block even with one. This, combined with Vitae being much too big for its Arms Master, makes wielding it a challenge.
Tear (Sadness): Vitae becomes inert, making it able to deflect attacks in a unique way as nothing other than its Arms Master can cause it to move. [Think Immovable Rod from DND or something]
Shred (Happiness): Vitae shrinks to a third of its size, making wielding it much easier as it now fits Nemo's body like a weapon should.
Reverse (Determination): Vitae stops being able to cut things, instead being in contact with its blade causes things to revert to a previous point in time, in terms of its existence. Wounds heal as if they were never there, but there's little to no offensive use of Reverse.
Inverse (Agony): Any damage that Nemo is dealing with, physical, mental, emotional, etc. becomes transferable via Vitae's blade. A small cut from it will mirror the wounds Nemo has unto the target.
Misc Abilities:
Physical Fitness: Nemo is extremely agile and strong for his age. His only lacking physical attribute is durability.
Mental Acuity: Nemo is not necessarily brilliant, as he is uneducated, but is a good problem solver and quick learner.
Voice: Nemo's voice is naturally very calming and he is capable of mimicking other voices quite well.
Personality:
*Likes: Survival. Helping. Praise.
*Dislikes: Dying. Being useless. Killing.
Fears: Death. Torture. Heights.
Bio: Nemo is an unknown element up until he turned 11 years old, at which point his Noble Arms manifested. Since then he has been kept in a facility where he was experimented on, trained, and used in order to become a useful soldier for the U.S. His existence is top-secret, and is kept to only the highest members of the military, or more specifically the faction he belongs to. Which faction? If we knew, we'd be dead.
Before his abduction, he was an orphan. That's all he remembers from that time, due to the "treatments" he has had administered over time. That's all that exists in records, either.
He's been put through daily training in how to fight, especially in how to use his Noble Arms, but tactics escape him beyond the scope of himself. He will never be a military leader, and couldn't be due to this fact, which is only worsened by the induced amnesia he is put through weekly as part of his training. The only things he retains for sure are muscle memory usage of weapons, his Noble Arms, and his need to be praised. (Usually for following orders.) He once even forgot how to eat and had to be fed intravenously for a few days until he relearned how to swallow food correctly, and how much to chew it.
His early training was mostly obedience training, shock collar and all, but when it was decided to begin inducing amnesia, that training was deemed a failure. However, it seems like it stuck with him somehow, due to how desperate he is to do well for others.
*Current Goal: Survive and do what he has to in order to do so.
I'll use Vitae then. And I tried to make it super "not really the whole government" but I can scrap the whole thing if I need to.
Edit: actually, I don't know. I'll still go with whatever but I really like the parallels to a certain character in the option a combo. Again, I'll leave it up to you but it'd be interesting to have a time limit in my mind.

All right; I can have it "not really the whole government".
Noble Arm Rank: A (does not take up one of the available slots for A-Rank characters).
Noble Arm Type, Element, and Range: Melee/Ranged, close-to-mid range, and based upon the Moon and its qualities of changability, magic, and madness.
Noble Arm Abilities:
La Luna's Miraculous Evasion - Noel's speed and reflexes are enhanced to levels which would surprise even an Arms Master, while fate itself contrives to partner with that speed and reflexes to make sure that Noel can dodge bullets, grenades, and even the occassional rocket, allowing him to get into melee even when under enemy fire.
La Luna's Veil of Night - Noel can cloak himself in magic which conceals his movements, and which cannot be pierced by most forms of mundane and mystic surveillance; it requires a dedicated B+rank power to reveal him (with exceptions below). This Veil, however, loses its potency at 11 AM to 1 PM, when the Sun is at the highest in the sky. Sun-themed Noble Arms, even C or D-Ranked ones, can also detect Noel's Veil and remove it.
La Luna's Madness Inducement - When the New Moon has risen in the sky, Noel can raise up his scythe and pronounce a curse on an enemy force within sight of his natural eyes (no telescopes or digital enhancement). This curse spreads a plague of madness which causes everyone not a B-Rank Arms Master (or an OC/PC) to turn violent and attack their fellows, thinking that they are enemy monsters. The more blood is shed, the more the curse spreads from fellow to fellow, ending only when either the whole enemy army is dead or the New Moon sets.
And yes, this can affect an entire city, while Sun-themed NA Powers can also dispel it.
Misc Abilities: Well-read, a good dancer, knows how to arrange flowers and to cook and even to sew.
Personality: Noel wants to be a good person at heart, to fight for a cause worth believing in, and also to rescue his country from the clutches of China, whom he views as a plague to its own citizens. He believes that the divisions between Arms Masters and mundane folk have allowed society and the world to degrade, and is glad that they are on the verge of obolescence due to 'The Big Three', although he does believe too that the 'Paragons of Science' are courting hubris and also hoarding power which could be used to advance Humanity for themselves...
*Likes: Sweets, Dancing, Romance (both BL and Straight).
*Dislikes: People who are too gloomy (despite his own costume and Noble Arm), War Crimes.
Fears: Being captured by the enemy, of course!
Bio: Noel was born to a family which was catapulted from obscurity in the past few decades, when they began manifesting Noble Arms with increasing regularity. A natural prodigy, the boy manifested his Noble Arm at the age of twelve, and proved himself an able fighter against Muslim Terrorists in Mindanao just two years later, which was also when the old divisions were beginning to fade due to the apperance of the 'Big Three'. When the next President was elected, then it was revealed that he was planning to traffic his own voters and their children to China, Noel helped in the coup which installed the 'Government of National Salvation'.
Nevertheless, despite being a child soldier, Noel had privileges that other children lacked, such as regular psychological counseling and money and access to friends his own age. If he was the Philippine Government's 'Guard Dog', he was a well-pampered one, and for all its worth, he genuinely loves his country and its people. He also wants to find a decent boy or girl to settle down with, and is glad that his current handlers are accepting of his' being bisexual...
Age: ?? (Appears to be somewhere in his Mid-to-Late 20's, unconfirmed)
Nationality: ?? (His accent suggests he is from Western Europe, perhaps Spain or Portugal, but this has not been confirmed)
Crissaegrim. Also called Valmanway in other languages, but both mean the same thing: Blessed Wind
Noble Arm Rank: B+
Noble Arm Type, Element, and Range: Melee. Close/Mid Range. Wind.
~Noble Arm Abilities~
Wind Step: Easily the bread and butter of the Crissaegrim, enhancing its wielder's attack and movement speed to beyond superhuman levels. The resulting fighting style is one centered around speed, movement, and evasion over defense or raw power. The method of defense is simply using the wielder's superior agility to evade incoming attacks rather than risk trying to block them. The method of attack is to use superior speed to inflict death by a thousand small cuts rather than singular massive blows. The ability gets its name from the windy afterimages left behind in the wielder's wake as they bolt at top speed.
Wind's Edge: An appropriately named ability that comes from swinging the sword with enough speed to produce razor sharp gusts of wind that can blast at a target from mid-range, allowing the sword to potentially cut down an opponent without even needing to touch them. Thick walls or armor can stop the attack, but even the sturdiest walls can eventually crumble if attacked enough times in rapid succession.
Savage Storm: A movement technique in which the Arms Master dashes in a closed circle, their raw speed kicking up a dust tornado that can reduce visibility and slow enemy movement. It's particularly effective as a means of creating openings for the Arms Master to further capitalize on.
God of the Wind: Probably the Crissaegrim's most powerful ability. Temporarily further enhances the Arms Master's speed from Wind Step - just enough for four incredible strikes so fast they appear to happen simultaneously. The reportedly godlike speed of the attacks give the appearance of the Arms Master seemingly splitting into four doppelgangers to launch an attack from four separate angles. The sheer speed and mechanics of the attack make it incredibly difficult to defend against, even for seasoned Arms Masters. But no power is without cost, the sheer overexertion of using the ability renders the user drained and exhausted afterward, often resulting in them collapsing on the spot. It's not an ability to be used lightly.
Misc Abilities: Heavy drinking has begun to make him rather tolerant to alcohol. His pseudo chivalry has a certain charm to it that can attract the ladies to a certain extent. Years of wielding the Crissaegrim and using its Wind Step has given him remarkable reflexes, but not to any superhuman extent. Also has an impeccable poker face, so long as he's sober anyway.
Personality: Despite acting jaded or even outright cynical at times, Alain still has an occasional chivalry streak in spite of himself. He shrugs it off simply as an hold habit that refuses to die, yet he still manages to let it shine through on rare occasions. Beyond that he primarily carries himself as a professional sellsword, owing his allegiance to no one and claiming to only be in this for the money despite his actions saying otherwise.
*Likes: Drinking (alcohol), Drinking (non-alcohol), and Women. Did I mention the drinking?
*Dislikes: Tyrants, Dictators, false kindness, and assholes who hit women. Oh, and pineapple pizza. He absolutely DESPISES pineapple on pizza.
Fears: That everything he's ever done or fought for will have been for nothing.
Bio: While his actual country of origin is unknown, the known parts of Alain's background start in Austria many years ago. As a young pre-teen, an orphaned Alain had been living on the streets, hitchhiking his way from city to city. That all stopped when he was found by The Seven Virtues. Apparently he was exactly the kind of demographic the Virtues were always in need of: the forgotten and forsaken dregs of society, whom nobody noticed or acknowledged. Sure, they preached about giving up wealth and other worldly possessions, but in their stated quest to "elevate" humanity, they also sought out the down trodden in order to offer them a way out of their lot in life.
Alain was given the Noble Arm of a previous Master, though he was never told who exactly they were. He learned early on that the Crissaegrim was a rather difficult power to master, movement at that speed was difficult to do without tripping up and hurting oneself. It took him several months of practice and rigorous training before he finally was able to feasibly use the Wind Step. The rest came a bit easier after that. Well, all except for God of the Wind, that is. He was advised early on to not attempt that ability under any circumstance, out of concern that the overexertion would kill him. Alain never confirmed it but he always suspected that the God of the Wind ability may have been what killed the Crissaegrim's former owner.
While under the banner of the Seven Virtues, Alain honestly believed he was fighting as a sort of knight or hero. It made sense to him at the time, as he couldn't think of a nobler ambition than saving humanity. Of course, he was also young and frankly stupid at the time. The older that Alain got, the more confused he was by The Virtues' goal. Why give up absolutely everything? Couldn't that wealth and power be used to ascend humanity further? It was when he was striking down one of the Seven Virtue's enemies that it dawned on him. Or rather, that enemy's dying words were what got to him: "How could you give up who you are in the name of a collective?" Is that what happened? Had Alain actually given up his individuality in the name of humanity as a collective? The Seven Virtues offered no real answers, other than assertions than what they were doing was right and needed not to be questioned.
The lack of any real direction is what made Alain make his decision. He left the Seven Virtues, severed his ties with them and went rogue. The only thing Alain kept was the Crissaegrim, mostly due to it being magically bonded to him so getting rid of it wasn't an option. The Seven Virtues were none too happy, branding the runaway as a traitor giving a standing order to their forces to kill him on sight so that his Noble Arm could be reclaimed. Alain had to practically become a nomad, always on the move so as not to fall into the hands of his former masters. He took to working as a sellsword, a mercenary using his Noble Arm to fight for whoever would pay his fee. Not the most glamorous life, but at least Alain could feel like like he knew who he was.
*Current Goal: Money, kind of. Deep down what he really wants is Freedom.
@Letter Bee I'm not up on this setting's alt-history, but I have a character concept: a sort of Soviet style socialist Arms master, who has been given an Artificial Noble Arm by the Paragons of Science because they found themselves in ideological alignment.
Since they're constructing Arms, would it be possible for them to resemble weapons that are more "modern" than normal Arms? My first concept is for an Arm themed after nuclear weapons? Not out of a desire to nuke anyone, but as part of a Cold War/Red Scare kind of theme. I'm thinking, again, it wouldn't literally be a nuke, but maybe some kind of heat/light/radiation cannon. I'm strongly tempted to give it nebulous 50s-themed powers, like making insects gigantic or something.

Yes, actually (although the players may not like it). Note that History is closer to IRL than anything 'fancy', so the Soviet Union fell and became Russia. Most of history after that is as IRL except for some riots in Shanghai when the Chinese Government tried to enforce its 'Zero Covid' policy.
