Nation Name: Zeltros Commonwealth
Government Type: Federated Popular Monarchy
The Commonwealth makes use of a federal system of government that has planetary, sector, and federal levels of government. Member states of the Commonwealth retain their original governments, so long as those governmental systems are in line with Commonwealth laws and regulations, and send representatives to serve in the sector and federal assemblies. Planetary governments have a large degree of freedom to enact laws that affect their own planet and, commonly, the system their planet resides in. In most cases planetary governments retain more power than sector governments, which act more as an administrative bridge between the member states of the Commonwealth and the federal government.
Sector assemblies are legal bodies made up of senators from the sector’s numerous planets. These assemblies are responsible for resolving disputes between planets, overseeing taxation of non-planetary assets, passing sector specific economic and civil laws, and ensuring that federal laws are enforced. While in theory the sector governments should possess more power than the planetary governments in practice the reverse is true.
The federal government is ran by two important bodies, the federal assembly and the elected monarchy. The federal assembly is made up of senators from the various member state planets and sectors of the Commonwealth. The monarch is chosen by a Commonwealth wide election. All monarchs of the Commonwealth have come from Zeltros despite the fact that the law states any citizen of any member planet of the Commonwealth can be elected.
Capital: Zeltros
The cultural and economic heart of the Zeltros Commonwealth, Zeltros is famous for its never ending party. The pheromones released by the planet’s citizens, as well as the festive atmosphere, has caused numerous invasion forces to disintegrate after landing. The planet itself lacks manufacturing industries, but more than makes up for it with its abundance of pleasurable facilities as well as its proximity to several major trade routes. Zeltros has seen a rapid rise in population over the past few centuries due to an influx of wealth from trade and its colonies it has set up. This has caused it to invest in planetary shielding and further expansion efforts.
Home Sector: Airon Sector
Forming the heart of the Zeltros Commonwealth, the Airon sector is home to many of Zeltros’ important planets, including Zeltros itself. The population of the Airon Sector saw a rapid increase starting since before the fall of the Empire. Rapid expansion and colonization on Zeltros’ part ensured that Zeltrons would remain the dominant species in the sector for millennium to come. In time other species would start to migrate to the Airon Sector; humans, echani, and miralukans eventually became notable minorities. The economy of the Airon Sector experienced a growth that matched its population. Initially the economy of the Airon sector was, besides Zeltros’ tourist economy, based on procuring and exporting raw resources and agricultural goods. In time the planet Ithull, which became home to one of the largest miralukan settlements in the sector, had a shipyard constructed in orbit that produced primarily Ithull ore haulers, as well as small civilian ships and starfighters.
Holdings:
Belasco Sector
Not only is the Belasco Sector home to many of the Zeltros Commonwealth’s population and economic centers, but also many of its military star bases. Originally established as buffer zone between Zeltros and the core worlds the Belasco Sector now considered part of the core of the Commonwealth while retaining many of the military star bases and standing military forces in the region. It wouldn’t be a stretch to claim that the Belasco Sector is the Commonwealth’s most heavily defended sector.
Ghost Nebula
It wouldn’t be difficult to argue that the Commonwealth’s hold over the Ghost Nebula is tenuous. The nebula has never held much economic or strategic value for the Commonwealth. The planet Atoa is a highly dedicated member of the Commonwealth. Umbara, on the other hand, is officially recognized as a territory of the Commonwealth, but in reality the Commonwealth’s presence is little more than a few orbiting star bases and a small fleet stationed in the system.

Persons of Importance:
Admiral Garoche Tarkin
Master Kara Kasra
Military
Commonwealth Trooper
Well trained, equipped, and motivated, these loyal soldiers make up the core of the Commonwealth Army. A combination of clones bought from the GRM and volunteers from the Commonwealth are trained to fight for the Commonwealth on planets and starships. They are equipped with armor that is reminiscent of the phase II armor worn by clone troopers during the Clone Wars; however, Commonwealth trooper armor was noted for providing more protection than stormtrooper armor and came with a variety of electronics to help a soldier while out in the field. Commonly trooper armor was painted and covered in appropriately colored clothe to provide some camouflage properties for the environment the trooper was deployed to.
Krayt Commando
Named after the legendary krayt dragon for its strength and ferocity, krayt commandos served the Commonwealth in the same capacity that clone commandos served the Republic and Empire. Also commonly referred to as Commonwealth commandos, krayt commandos were elite soldiers in the Commonwealth military that were specially trained for reconnaissance, counter-insurgency, sabotage and demolition, raids, assassinations, and hostage rescue. These troops had heavier armor than the average trooper and received special training with vibroblades.
Commonwealth Ranger
An offshoot of the Antarian rangers that formed after the fall of the Empire, Commonwealth rangers dedicate themselves to supporting the Jedi who serve the Commonwealth. While they work closely with the military most of the time, Commonwealth rangers are not part of the military and does not fall under its jurisdiction, though it is technically controlled by the government and tends to respect the requests of military leaders. Commonwealth rangers are recruited from military and civilian volunteers, as well as Jedi apprentices and padawans who are unable to become full Jedi knights. Rangers assist Jedi in whatever capacity they are capable of, ranging from direct fire support in combat to intelligence gathering. They commonly train with Jedi, both to help Jedi understand how individuals not using lightsabers or the Force fight as well as to create tactics well suited to a mixed unit. Rangers are equipped with a lighter version of the armor worn by Commonwealth troopers, but commonly wear civilian clothes when discretion is needed.

Vulture MK4 Droid Starfighter
Roles: Interceptor, Walker
Length: 3.5 meters
Armaments:
4x KX9 laser cannon
2x MG7 proton torpedo launcher loaded with one proton torpedo
Crew: Integrated droid brain
Description: The Variable Geometry Self-Propelled Battle Droid Mark IV, usually referred to simply as the vulture droid or vulture MK4 starfighter, is an automated starfighter that saw widespread use throughout the Zeltros Commonwealth navy. It was based off of the Variable Geometry Self-Propelled battle Droid Mark I used by the CIS during the Clone Wars. While sentient pilots would prove to be more adaptable than droids, vulture droids benefited from quicker respond times and could perform maneuvers that would kill biological pilots. Certainly not the greatest of starfighters, vulture droids were, relatively, cheap to produce and were widely considered expendable. Having no shields, they relied heavily on their maneuverability to survive in battle. Like their Clone Wars predecessor, the vulture MK4 could transform into a walker.
Droid Tri-Fighter
Role: Space-superiority starfighter
Length: 5.4 meters
Armaments:
1x Medium laser cannon
3x Light laser cannon
2x MG7 proton torpedo launcher loaded with 3 proton torpedoes
Crew: Integrated droid brain
Description: Designed and used widely by the CIS during the Clone Wars, the droid tri-fighter used by the Zeltros Commonwealth is largely the same craft, except its armaments, engines, and power source have been upgraded in an attempt to keep it competitive with modern starfighters. Considered cheap to produce by modern standards, the droid tri-fighter lacks hyperdrives, shielding, and its outdated armor makes it overly reliant on its maneuverability in order to survive combat. Like the vulture droid, the tri-fighter benefits from quicker respond times and could perform maneuvers that would kill biological pilots, but lacks the creativity of said biological pilots.
ARC-177
Roles: Heavy starfighter, bomber, reconnaissance
Length: 14.5 meters
Armaments:
2x Forward mounted KX9 laser cannon
2x Rear mounted KX9 laser cannon
1x MG7 proton torpedo launcher loaded with 3 proton torpedoes
6x Proton bombs or proton torpedoes
Crew: 3 and 1 astromech droid
Description: Based off of the ARC-170, which had made up a significant portion of Zeltros’ starfighter force after the end of the Clone Wars, the ARC-177 was designed primarily to fill a bomber and reconnaissance role, while simultaneously retaining the capabilities of a starfighter. Outfitted with a class 0.8 hyperdrive and enough supplies to last five days, the ARC-177 would prove to be incredibly well suited to its role as a reconnaissance craft and could even act as a tactical, or even strategic, bomber. Its nose was packed with sophisticated sensors, scanners, and jammers in order to fulfill its reconnaissance role. While not quite as maneuverable as other starfighters of its relative size, the ARC-177 is noted as being especially rugged due to its shields and armor, was capable of long operations, and possessed heavy firepower.
T-65B X-wing
Role: Space-superiority/multirole starfighter
Length: 12.5 meters
Armaments:
4x KX9 laser cannon
2x MG7 proton torpedo launcher loaded with 3 proton torpedoes
Crew: 1 pilot and 1 astromech droid
Description: Designed to replace the aged droid tri-fighter as the Commonwealth’s space-superiority starfighter, the X-wing, has rapidly become the Commonwealth’s primary starfighter. While not as maneuverable as the droid tri-fighter, the X-wing is far more durable and possesses stronger weaponry; it also comes equipped with a hyperdrive. The T-65B X-wing is also noted as possessing firepower comparable to an ARC-177, which comes with the same amount of KX9 laser cannons as the X-wing but with half of them pointed towards the rear, but isn’t as durable, though it is a fair bit more maneuverable. Overall the X-wing is a great starfighter that can fill many roles with little to no modifications.
X-14 HiMAT Starfighter
Roles: Elite/Jedi Space-superiority/multirole starfighter
Length; 12.5 meters
Armaments:
4x KX9 laser cannon
1x MG7 proton torpedo launcher loaded with 3 proton torpedoes (optional)
Crew: 1 pilot and 1 astromech droid
Description: Initially designed to be a replacement for the T-65B X-wing, the X-14 HiMAT quickly proved to require a high level of skill found only in the best of pilots. Commonly referred to simply as the X-14 or HiMAT fighter, it required a pilot who possessed fast reflexes and a lot of experience to operate effectively. The design ideology behind the X-14 HiMAT was a well armed, high maneuverability fighter similar to the Delta-7 and ETA-2 Actis. Various micro-thrusters located all along the X-14's hull granted even greater manueverability than the Delta-7 or ETA-2, but placed great strain on both the fighter and pilot. Pilots operating an X-14 have commented on its "paper armor" and shielding which is slightly less than an X-wing's, but these pilots tend to be more than willing to sacrifice protection for the X-14's superior maneuverability. The X-14 HiMAT also lacks a built in hyperdrive, relying on either a carrier or a hyperdrive docking ring to reach distant battlefields.

CR90 Corvette Commonwealth Custom
Roles: Corvette, Escort carrier, Transport
Length: 150 meters
Armaments:
2x H9 turbolaser turret
4x Laser cannon
Complement:
2 Vulture MK4 Droid Starfighters
6 T-65B X-wings
Crew: 150
Passengers: Up to 600 (Assuming no starfighters are being carried)
Description: The CR90 Corvette Commonwealth Custom, commonly referred to as a Commonwealth corvette, was a highly modified Corellian corvette designed to carry starfighters. This was accomplished by removing a deck usually used for luxury purposes as well as shifting parts inside the ship to allow for more “hollow space” to store starships. Initially designed to support Special Forces operations, the Commonwealth corvette quickly caught the attention of naval officers as its complement of starfighters proved far more devastating in combat than it the normal CR90’s armaments ever could. Commonwealth corvettes are used primarily as convoy escorts and carriers for task forces operating without a full carrier. Without its starfighter complement the Commonwealth corvette is an excellent transport, capable of moving large amounts of supplies and troops.
EF76 Nebulon-B Escort Frigate
Roles: Escort
Length: 300 meters
Armaments:
12x X17 Turbolasers
12x RH8 laser cannons
2x Tractor beams
Complement:
8 T-65B X-Wings
16 Vulture MK4 Droid Starfighters
5 Troop transports
75 Troops
Crew: 920
Description: The Nebulon-B was adopted by the Commonwealth Navy to fill a need for a dedicated escort ship. The CR90 corvette was deemed too weak while star destroyers were considered too expensive to designate as dedicated escorts. Domestic production of the Nebulon-B was never close to the demand, forcing the Commonwealth to purchase them in large quantities from outside sources.
Gladiator-class Star Destroyer
Roles: Destroyer, Light Carrier
Length: 500 meters
Armaments:
6x Duel light turbolaser battery
2x Point-defense laser cannon battery
2x Torpedo launcher loaded with 150 missiles each
3x Tractor beam battery
Complement:
24 Starfighters
1,200 Troops
Crew: 1,255
Description: Built by MDY, the Gladiator-class Star Destroyer was adopted by the Commonwealth to serve as both border patrol and peacekeeping ship. Its complement of starfighters and troops proved time and again to be perfectly suited for those jobs and its own armaments and defenses meant that it could stand up to other similar sized warships. In time the Gladiator-class would prove itself to be adept at performing raids, escorting larger capital ships and transports, and hunting down pirate gangs.
Acclamator I-class assault ship
Role: Troop Transport, Light Carrier
Length: 752 meters
Armaments:
12x Quad turbolaser cannon
24x Point-defense laser cannon
4x Proton torpedo tubes loaded with 100 proton torpedoes each
Complement:
Vehicles TBD
16,000 Troops
Carrier Variant Complement: 200 Vulture MK4 Droid Starfighters
Crew: 700
Description: Built by MDY, the Acclamator I-class assault ship serves the Commonwealth as its primary troop transport, capable of carrying 16,000 troops. The Commonwealth never did buy Acclamator II-class assault ships in any large number, instead choosing to rely on other ships to punch through planetary defenses. Over the course of several decades it was theorized that the Acclamator I-class could, with very minor modifications, be used as a carrier instead of a troop transport. After several trial-and-error runs, modules were designed that, when put into a properly modified Acclamator I, would switch out most of its troop carrying capacity in exchange for the ability to carry and launch up to 200 vulture droids. Eventually this would grant the Commonwealth navy a great degree of flexibility as it could quickly change its troop transports to light carriers and vice versa. It also served to confuse enemy commanders, who could never be sure whether the Acclamators they encountered were troop transports or carriers.
Venator I T1-class Star Destroyer
Roles: Destroyer, Carrier, Command ship, Military transport
Length: 1,137 meters
Armaments:
8x Heavy duel turbolaser turrets
2x Medium duel turbolaser turrets
35x Turbolaser turrets
52x Laser cannons
6x Tractor beam projectors
4x Heavy proton torpedo launchers loaded with 16 torpedoes each
Complement:
Vehicles TBD
192 T-65B X-wings or Droid Tri-Fighters
36 ARC-177s
192 Vulture MK4 Droids
2,000 Troops
Crew: 7,400
Description: Designed and built by MDY, the Venator 1 T1-class Star Destroyer is a modernized variant of the Venator-class deployed by the Republic during the Clone War. Commonwealth commanders quickly learned to value the versatility of these warships, earning itself a position as the core component of the Commonwealth Navy. The Venator’s speed, maneuverability, and starfighter complement all helped endear it to Commonwealth commanders. Other variants, such as the Type 2 and 3, as well as original ships dating back to the Clone War, would all be acquired and used by the Commonwealth, although none in any number coming close to the T1.
Venator II-class Star Destroyer
Roles: Destroyer, Carrier, Command ship
Length: 1,137 meters
Armaments:
18x Heavy turbolaser batteries
10x Medium duel turbolaser batteries
52x Laser cannons
10x Heavy proton torpedo launchers loaded with 20 torpedoes each
6x Tractor beam projectors
Complement:
204 T-65B X-wings, ARC-177s, or Vulture MK4 droids
2,000 Troops
Crew: 8,100
Description: Designed and built by MDY, the Venator II-class was an attempt to produce a more heavily armed and armored warship that could still function as a carrier. While it could carry just short of half the Venator I’s complement, it had over double that of an Imperial-II. It was noted as being a durable, versatile ship that, while might not be suited as a replacement for the Venator I as the Navy’s core ship, was certainly a good addition to any fleet. One of its greatest downsides was its lack of availability, with MDY considering it a “secondary production vessel”.
Vindicator-class Star Destroyer
Roles: Battleship, Carrier, Command ship
Length: 2,100 meters
Armaments:
8x Octuple barbette turbolasers
50x Heavy turbolaser batteries
30x Quad turbolaser batteries
40x Laser cannons
20x Heavy ion cannons
10x Tractor beam projectors
Complement:
240 T-65B X-wings or ARC-177s
800 Vulture MK4 droids or Tri-fighter droids
9,000 Troops
20,000 Droids
Crew: 10,000 + 8,000 droids
Description: While the Venator I T1-class had served the Commonwealth well as the core of its navy, Commonwealth leaders felt there was a need to design a new warship that was specially tailored to their needs. The design philosophy of the Vindicator was a carrier based warship that could outgun anything it couldn’t outrun and outrun anything it couldn’t outgun. Its fighter complement could only be described as massive; its firepower was slightly superior to that of an Imperial II-class Star Destroyer. One especially important characteristic of the Vindicator-class was its speed, which was greater than that of the significantly smaller Imperial II-class. This all came at the price of its armor, which was considered by many military strategists to be far too thin for a ship of the Vindicator’s size. While its shields’ power was significantly raised in an attempt to remedy this fact, it was still a glaring weakness. Few Vindicators have, thus far, been put into service. The primary reason for this being that the Commonwealth has been reluctant to provide foreign ship yards the Vindicator’s blueprints in whole, thus relying on a combination of domestic shipyards and the fabrication of various parts from foreign shipyards to produce any Vindicators currently in service.
Roles: Corvette, Escort carrier, Transport
Length: 150 meters
Armaments:

After several trial-and-error runs, modules were designed that, when put into a properly modified Acclamator I, would switch out most of its troop carrying capacity in exchange for the ability to carry and launch up to 200 vulture droids. Eventually this would grant the Commonwealth navy a great degree of flexibility as it could quickly change its troop transports to light carriers and vice versa. It also served to confuse enemy commanders, who could never be sure whether the Acclamators they encountered were troop transports or carriers.

Zeltros had always enjoyed a reputation as a party world. A place where the elites of society went to blow steam and credits. Perhaps it was because of this that it had been largely ignored by the CIS and later the Empire. When, in 19 BBY, the Republic fell Zeltros was one of the few planets to somehow avoid falling under the Empire’s control. The leader of Zeltros, King Doorna, felt that an Imperial invasion was simply a matter of time and that perhaps it would be during that invasion that Zeltros’ legendary party atmosphere would finally fail its citizens, allowing a ground invasion to actually be successful. Throughout its membership as a member of the Republic, even during the Clone Wars, Zeltros had maintained a substantial defense force, but King Doorna knew that it would not be enough. Quietly he sent intelligence experts out to the neighboring sectors, offering amnesty to separatists while calling for anyone loyal to the Republic to offer Zeltros their aid.
Master Djinn Altis was one of the most important people to answer King Doorna’s call. The leader of the Altisian splinter faction, Master Altis offered to provide Zeltros with the full support of the entire Altisian Jedi still alive if the Zeltros government would hide them from Imperial eyes. King Doorna was more than happy to accept the Jedi master’s offer. Master Altis brought many Jedi with him, but more importantly he set up a system to help Jedi and their hunted allies escape to Zeltros undetected. Over the course of the next few years many of the Jedi sentinels and Antarian rangers in the surrounding sectors flocked to Zeltros. Taria Damsin aided Master Altis greatly in the creation of a new Jedi order as well as ensured the survival of Jedi shadows before her death in 10 BBY, when she succumbed to her disease.
In 18 BBY, following the successful Gentis Coup, King Doorna saw an opportunity that he simply couldn’t pass up. The Empire was weak, fractured, with planets slipping from its grasp by the day. In a highly controversial move the king of Zeltros proclaimed, over the holonet, that since Zeltros had never fallen to the Empire it was, in fact the True Republic and that all who were loyal to the Old Republic were duty-bound to support Zeltros. With the support of Jedi Master Altis, King Doorna was able to convince millions to flock to the banner of the True Republic. While the True Republic was able to incorporate a few remnants of the Old Republics fleet and army into its armed forces, the vast majority of its forces was a mix of ships and land vehicles from a variety of origins.
Not all who heard King Doorna’s call were happy about his proclamation of the True Republic. Imperial Remnants responded quickly and brutally, sending a force to invade Zeltros while simultaneously sending in members of Imperial intelligence to put an end to King Doorna and his aspirations once and for all. Victory and Venator-class star destroyers pounded each other in orbit around Zeltros while intelligence operatives made their way into the throne room. Sensing that the king was in danger, Masters Altis and Damsin rushed to his side, only to reach the scene after the intelligence operatives had completed their primary objective. News of the king’s death spread quickly; emboldened by the news Imperial tie fighters and Victory star destroyers were able to punch throw the Republic force of ARC-170s and Venator star destroyers, dispatching a ground force to bring the True Republic to an end. Ultimately what later became known as the Eleventh Battle of Zeltros ended in a Republic victory as the pheromones on the planet overwhelmed the invading force. The Imperial army was forced to retreat, leaving many behind, as the Republic navy made a desperate push against its Imperial counterpart. Many of the Imperials left behind later joined the True Republic’s military, helping to reduce the negative impact of the battle.
Immediately following the battle’s conclusion the True Republic’s government was without leadership, forcing Master Altis to position himself as the head of the government. He worked quickly, establishing contracts with KDY and MDY to produce Venator-class star destroyers to replace the ships lost in combat. Meanwhile he slowly extended the reach of Zeltros’ influence, encouraging immigrants and longtime citizens of the planet to colonize nearby worlds. Following Altis’ example many other Jedi took an active role in the True Republic’s governance, in the process they created a precedent in Jedi being involved in the government. Towards the end of Altis’ reign, in 17 BBY, he established the Temple of Remembrance on Ithull which at the time had a rapidly growing miraluka population.
Soon after the establishment of the Temple of Remembrance Lancer Tong was elected to serve as the next king of the True Republic. Tong’s first act was king of the True Republic was to officially dissolve the Republic and announce the formation of the Zeltros Commonwealth. This act was, in large part, to help pacify Imperial and Separatist remnants who had not taken too kindly to Zeltros’ claim of being the Republic of old. The Commonwealth continued to expand under King Tong’s rule, establishing itself as a regional power.
In 15 BBY the Commonwealth received a desperate plea for aid from the planet Atoa in the Ghost Nebula. Atoa had come under siege by the nearby world of Umbara and, despite the aid of an Imperial I-class star destroyer that had defected to it from the Empire, was losing the war badly. King Tong was reluctant to provide aid, fearing an attack from an Imperial warlord or the nearby Mandalorians; however, Master Altis stepped in and convinced King Tong to dispatch just one Venator and Acclamator. Personally leading a large group of Jedi, Antarian rangers, and Commonwealth soldiers Master Altis brought the conflict with Umbara to a swift end, ensuring that the Commonwealth would be the sole power in the Ghost Nebula.
By 5 BBY the Zeltros Commonwealth had expanded to the point that few could argue it was a regional power. Trade deals made with the GRM as well as many of the other nearby countries, ensured that the Commonwealth had the wealth necessary to sustain a substantial military force. The Artisian Jedi order headquartered in the Temple of Remembrance had grown to be many times larger than it had during the Old Republic, although it was nowhere near the size of the Jedi Order of the Old Republic.
