The powers are supernatural, as such they can be limited. Whether the powers are genetically inherited, gained through study, or imbued by contract makes no difference, as limiters are designed to affect supernatural powers. Or would you state that the power of Choice is a purely physical phenomenon, and not at all supernatural?
