Marauder:

A four legged artillery tank, that launches mortars at a high frequency. It also has a habit of moving around the battle to get better aim and avoid fire. It also is really hard to kill. Used by both Autobots and Decepticons.

Well, it does have a source of power, but it is not sentient like a normal Autobot or Decepticon.
(The thing is really vaguely explained. it's a tool, not a character)

That would be really bad. I mean, REALLY bad. It takes artillery or a long time of shooting with heavy weapons to take it down, Autobots and Decepticons alike hate/love them, depending on whose side they're on.

Gummi thanks for guiding me for Ruby. Last question what is a witch form and how will i describe what Ruby will look like if she submits to the pendent completly which is likely. also may add a ncp charrie to this to try and help Ruby....well see.

As for the other world sure if freaks is ok with it. I probably should utalize it for Ruby if she goes witch.....only issue would be giving her a name and yeah should move Yang because whoever watched Rwby well the yellow trailer know of her semblance ability. But i will say the moving is optional. Oped charries can stay but the power reducing rule will come into play.

I'm sorry if I'm sounding annoying, but I think you don't quite grasp the scale of Lily's power. Either that, or I have a wrong grasp of how her power works. Because as far as I understand it, she is the Core of Magic, and thus controls all magic. In a crossover. That means all magic from every character in every work of fiction ever. Just controlling all the magic of The One Above All would make her omnipotent, not to mention Featherine, Kami, Tenchi Muyo, and a variety of other omnipotent characters. She is, quite literally, infinitely powerful, and 20% of infinity is still infinity.

The only problem I have with this is the explanation. Why are their powers being reduced? I see several ways of explaining this, but it should be better than "because of plot."

I have a character called Odin that specializes in limiting, and I could quite easily have it create a sufficiently powerful Limiter throughout the dimension of the crossover. As a mechanism for this change.

Furthermore, we could have a massive battle between Darkside, Unicron, Bob and a few witches. It could then be argued that the massive amount of power spent bent the laws of physics, and caused the dimension to gain a property it heretofore did not possess.

Well, to be honest, I didn't explained quite right, so I'm sorry. She doesn't have control of that kind of magic, and she can't use other people's magic as well. Her magic involves around 5 elements: Fire, Water, Wind, Earth and Metal. It would be saying that it concentrates on the magic of nature, not on any other magic. Being a Core of Magic isn't actually something glorifying, it's actually risky. If she comes to die, all of the Elemental Magic will cease to exist. That doesn't mean that Bernkastel, Lambdadelta or any other magical character will lose their power, except if their magic is elemental.

Well, if you like, you can decide what Ruby will look like as a witch, which is most likely some old-fashioned dress. Pretty much Witches (in the Umineko series) appear to have extreme amounts of magic energy, and their magic only works if the people around them acknowledge it. The weakness of witches are "anti-magic toxin," which comes from someone who denies the witches' existence. Usually humans with a witch counterpart retain their normal personality as a witch, but due to the influences of the pendant and Bernkastel's magic, Ruby might go insane until she's forced back into her regular self.

As Bob will be limiting himself to the Godlike-place, I decided to make a few chars for interacting with mortal chars. And who better to play with the weaker cast than someone who specializes in killing what cannot be killed?

Name: Franken Stein(/Stine)
Nickname: Godkiller/OH GOD RUN!
Age: Unknown, likely in his thirties at least physically.
Gender: Male. Mostly......
Abilities: Stein has modified his own body, operating on it hundreds of times to create a progressively stronger form. He's abandoned most internal organs, keeping his body alive sheerly through the power of his Soul, and can only be killed by destroying his brain. He is incredibly strong and fast, far beyond human limits, strengthened by the power of his Soul. At max, using Godkiller Resonance, he can move faster than sound.
Stein can control his Soul up to a precise level. He's bound hundreds of souls to his own, and can adapt his Soular Wavelength to react to all of them in what he calls Godkiller Resonance, a draining and brief burst of incredible power. Stein's Soul Wavelength can be used to directly deal damage to another being's soul, the damage being reflected in one's mind and body. He can sense souls, including the personality, powers and sometimes surface thoughts of the bearer, which makes pretty much all forms of stealth useless. Soul Control can be used to bind someone's soul, influence someone's thoughts, and for a few other effects.
By devouring the soul of Asura Kishin, the Old One of Fear, Stein has gained the power of the Insanity Wavelength. Combined with his incredible soular control, he can focus and manipulate this wavelength, using the minds of others as a tool. He can create illusions, instill powerful fear, and disorient even the most steadfast mind, and if he gets his Insanity Spreaders near you, he can devour any sanity you have left, leaving you as a raving psychopath or a broken wreck.
Stein is an evil mastermind, always thinking ten steps ahead of his opponents. He's caught hundreds of beings far more powerful than himself and cut them up, experimenting on their bodies and slicing into them just to hear them scream. He's an expert hacker, science master, and knows a lot about a variety of magics and sciences. Stein turns everything into a game of wits, manipulating and controlling all who would ally themselves with 'good', seeing all other beings as tools, victims, or enemies besides his own beloved family. Furthermore, he is an expert at close combat, having artificially transplanted the memories of many master swordsman from a variety of worlds into his own mind.

Other: Stein carries around a variety of items. He has Mr Pointy, a white ghostly scalpel used to cut into souls. Mr Pointy ignores all nonmagical defense, dealing damage directly to the target's essence, and can kill without leaving a single mark on the body when used right. He carries Insanity Spreaders, small objects that contain a special mechanism that amplifies the Insanity Wavelength. They allow Stein to channel his Insanity Wavelength from worlds away, and are arguably one of his most sadistic and horrifying weapons. Stein's second scalpel is Shiva, a black scalpel engraved with runes and blessed with a curse blacker than night. Wounds inflicted by Shiva will not heal unless blessed by a being of pure good. Lastly, Stein carries around an old teleporter, taken from Odin many years ago.

Gender: Female.
Abilities: Mia Gorgon has inherited both her father's soular power, although more limited, and her mother's magic. She can attack with her Soul Wavelength, as well as using Vector Plates and snakes to attack her foes, combining both styles into a terrible combination. However, her last power is undoubtedly her most terrifying one, which is complete control of the Black Blood. Not only can Mia form weapons, guns and blades from her Black Blood, but she can create precise tools and change it to any form she wishes. Unlike Ragnarok, it has no personality, instead being a part of her own body.
Mia, like her father, is incredibly smart, although she shows less of an aptitude for tricks and manipulation. Instead, she's a genius with bio-genetics, mechanics, and a variety of sciences, easily hacking into most machinery. She uses an entire lab, and is even capable of reviving dead tissue with an artificial soul and mind using a technique she inherited from her dearest dad. These are called Assistants.

Warning: Stein and Mia are both insane. Bonkers. Batshit. They will cut open your character and devour their insides. These characters have a history of screwing over everyone and everything they meet, and do it all just to hear you scream. Anyone who wants their characters to remain unscathed should STAY AWAY. Even Gods aren't safe from Stein's evil.
