Kami frowned. Even in his power high, he could see that the villain wasn't the one causing the explosions. They could be pretimed bombs with a prerecorded message, modified to change the voice, but even Kami could see this was a stretch. He hesitated. He could blast the villain right here and now. He was quite confident that he would win in a fight. He was the main character, after all. However, it might take some time, allowing the other villain to escape. Kami didn't know if he had enough time to go after both of them, so he'd have to straighten out his priorities. Either go after the villain in front of him, or wipe out the explosives user.
"I am Kami." He said, as he powered down again. He hated relinquishing the feeling of power he'd gotten, but whoever this villain was, he appeared to be small game. He wasn't really doing any damage, and didn't look like he had some evil scheme to take over the world. If he became a problem later, Kami could always defeat him then. In the meantime, he'd have to destroy whoever was planting those bombs. Hopefully, they'd provide a challenge. He'd been looking forward to a good fight since the day he gained these powers, and as of yet this fight had evaded him.
Without another word, Kami zapped away, appearing at the scene of the crime. He floated above the destruction. Obviously an act of villainy. Looking at the crumbling remains of the building, Kami smiled, thinking of how heroic the hero would be that defeated the villain who caused this. This would be a good fight. He opened his senses once more, projecting his electronic field over the area. Once more, he could feel the movements of those around him, his senses spreading, as he gathered power to him. He monitored every being near his position, feeling their movements, monitoring their every move. He ignored the citizens, who were obviously panicking, trapped or fleeing from the flames. They didn't interest him. Instead, he focussed on the electric signals through their hearts. Most of them were beating like drums, and he filtered those out. It was only a matter of time before he found the one person that would be calm in all this chaos: The perpetrator.
