Ryker's is fine for the most part. The method in which is powers emerged are a flavor of freak accident that don't really make sense to me. I can buy chemicals making someone permanently invisible (with the Awakening's help) but Hot Rod's case smacks of much too handwaving for my taste. Just tweak him to be an Awakened Metahuman and it should be fine. And to balance out the fact that he can imitate a fighter jet, I'd like the physical costs for channeling the fastest vehicles to be pretty massive to balance gameplay. You can still get a lot of traction from channeling a high-performance sports car for most situations and reserving the fastest speeds for special situations. Also I wouldn't claim him to be the fastest man alive, because there will doubtless be other speedsters both PC and NPC some of whom who will be as fast if not faster. Also it's very unlikely for any Middle Eastern Terrorists to shoot down a fighter jet as pre-awakening Terror groups wouldn't have that kind of capability. Something else would have to worked out. Other than that the sheet is fine.
I thought we could play around with ideas because this wasn't exactly like the real world, so I have to change the post traumatic stress part of his history? that takes away the depth of his character and I don't think there are any war zones in today's world where planes are being shot down, so I don't know if there is a solution to that part of his history without erasing it all together.
Also about the powers, I already mentioned in his weaknesses that the faster he goes the more energy his uses and it can have bad side effects if he pushes himself too far. also he has no superhuman strength or magic spells so his speed is his only method of attack besides the sonic boom which won't do too much damage, he needs to be fast otherwise he is useless.
