That's a matter of legal interpretation. Includes, but it does not say that other regions may not be considered northern European. Belgium is more northern than France.

Regardless of if it falls in their 'sphere' the fact that this was all agreed upon in the first place is going to be looked upon as an abomination by the rest of Europe. Prussia probably still will come out looking better than the others for at least admitting to it.

The Lowlands are directly in between Prussia and the British Isles, and are not mentioned anywhere specifically in the Treaty. If it were well-worded, which it has proved countless times not to be, it would have specifically mentioned the Lowlands.

Not that it matters. The ToC is forfeit from the Netherlands' perspective at this point.

Also, pretty glad you didn't touch South America but I'm pretty sure Byrd will be pretty pissed about the blantant interventionism in the US without telling them.
