Kentucky is neutral, and I'll abide by that. Just remember neutral means it's on neither side. Kentucky broke its neutrality and became pro-Union during the war because the CSA kept raiding the state. And the diplomats are just me following history's lead on that one for now. Lincoln only negotiated with the South at the very end when the war was all but over with, and that was over matters like amnesty for the South and the CSA states adopting the 13th Amendment. For the duration of the war it was either unconditional surrender and admission back into the Union or nothing.

Besides, a diplomatic envoy pretty much means that the Union sees the CSA as a legitimate body.

And it made the Western Theatre a nightmare for the CSA. I know to keep Kentucky neutral. And fair enough on the negotiations...

Can I post about the Golden Law early? Because, the law was made in 1899/98 and I want to push it early.

Eh, Dom Pedro II doesn't hold the legislative power within Brazil. However, it's up to Outcast if he allows you to make the parliament pass a law, given that Brazil is taking a stance of relative neutrality. However, the political frictions that weren't present at the time of the passing of the Lei Áurea, in which the abolitionist movement had gained more power, may not be present at this time and may even spark conflict within Brazil.

Anyone else realize that romania is a currently PC nation but wasn't formed until 1881 closest thing I guess is the United principalities of Romania circa1859 but they were just a vassal of the Ottomans

I think he's doing a War Update right now (at least, I hope he is), but I don't see why your emperor couldn't come out in support of the Golden Law...
