Kentucky is neutral, and I'll abide by that. Just remember neutral means it's on neither side. Kentucky broke its neutrality and became pro-Union during the war because the CSA kept raiding the state. And the diplomats are just me following history's lead on that one for now. Lincoln only negotiated with the South at the very end when the war was all but over with, and that was over matters like amnesty for the South and the CSA states adopting the 13th Amendment. For the duration of the war it was either unconditional surrender and admission back into the Union or nothing.
