Mobilization in this time period is a virtual declaration of war. If France mobilized the whole army. Prussia would be worried the French would crush it before it could mobilize, hence, Prussian mobilization.

Actually, won't this WW1 be different? The Gatling Gun advanced it first steps on the ACW and the Maxim Gun hasn't been invented yet. And let's not speak of mustard gas and such things. It may be, actually, less lethal; to a rather important degree.

Spain isn't doing anything. They didn't in the OTL, and I don't want to make my life harder, nor do I want to compromise any decisions a future player might make.

Yeah, I think the Dutch (Netherlands) would be neutral (due to Prussia) or side with Britain (because of the Anglo-Dutch Treaty of 1824).
