Normally I would say that some idea of how your character might be and the magic that he/she would use does help discuss if it will work. But you beat me there when you said depending on the magic, it could be abused on purpose or accident. But again, have those "weaknesses/limitations" like you said, does help us discuss about the magic that you have in mind.
By the way, there's already a wizard that uses time related magic. But I'm not particularly sure on how different it is to arc of time. @Caits uses the character so you could try asking her about the magic.

There are quite a few options you can take. Being me I made five characters because once I get an idea I can't stop. xD My first guy is a god slayer that uses two other magics to further increase his abilities. My second guy manipulates mercury and familiars. My third uses vibrations and a magic that enhances his physical capabilities. He is also an oni. My fourth guy uses Digital Make magic and my fifth guy is pretty much has a screwed up curse inflicted on him that turns him into pure calamity. So yeah, just about almost anything is on the table. xD
General Questions:
1.) A mage is allowed to have multiple magics(aside from masters)? Does this require that each magic be weaker or less versatile for balance purposes?
2.) Is there a limit on how many characters one can make?

Hmm, I see. Well I can ask her how it works and see if there enough notable differences for both to be allowed and even if there are and she isn't comfortable with that for whatever reason that's perfectly fine. She's a GM, I'm a new player, plus first come first serve I suppose so that's fine.
As to the capabilities of Arc of Time as my character, Aevus, uses it, well....
Arc of Time works by creating isolated areas wherein time moves at different speeds, or conversely influencing things the mage has contact with via time. This is its general capability as I remember/understand it.
One of the most notable things about it is its ability to interact with alternate time streams/alternate timelines.
Aevus utilizes this aspect in particular when it comes to Arc of Time. He prefers to create isolated areas, which often appear as if inside small bubbles or other geometrical/organic-looking shapes made of a film soapy or energetic substance. He will alter time streams within these "areas" to create varying effects. The only "spells" that he uses which even vaguely resemble the Contact-type capabilities of Arc of Time are as follow:
Time Lock: Aevus appears to passively utilize Arc of Time magic directly on his own person to keep his body from aging past its mid twenties. The reality is he still ages as Aevus can't actually stop time, just drastically slow it down within one of his "areas". So sure, he ages, but much slower than average.
Second Origin Release: You can read the link, or you'll just recognize this from the manga (or anime if it has gotten that far). If not though, a mage's Second Origin is more or less a second "mana pool" within their body that is almost always initially dormant. This "spell" accelerates time on a user's body and effectively forces the Second Origin to become accessible to the mage in question. This process is extremely painful.
As to constraints on Aevus' Arc of Time magic, well the ones that I already have in place are as follow:
- Aevus can only slow or speed up time in areas
- Aevus, with two exceptions, cannot utilize "contact-type" Arc of Time magic.
- Aevus can only mold time that is within the bounds of his magical energy(Aka within his "areas"). *I could set a maximum size for the areas.
I can surely add more if I'm even able to use him and if it is deemed necessary.
