Nay, I always have too much depth with my characters, NPCs included to explain why they aren't the center within the story or interfering for that matter. As for Darius having Kenan within his pocket, I won't say that. Namely he's more of a silent enforcer for balance within the city which was his role when he was a Casino owner, though I never got to officialize it with Slade and use it to explain his absence in that meeting with Bobby. While Darius would've had the smallest turf and lowest merit when it came to decisions for Kenan, he also had the greatest power among them and retain the balance through his own man power. A sort of double edged sword in a way though it wouldn't be focused much in the story but rather explain why Darius couldn't just interfere in Emmet's path directly. He hired not just demons, but also angels though most of his people are demons namely due to their nature. Unlike angels, who seem ideally able to keep from making a mess all the time, or humans, who are too easy to kill, demons are rather...difficult to trust completely to their own devices. For the most part, if people over looked the fact he injures Emmet, he's rather a lot like a balance keeper among his own kin. Most demons will come to him for jobs on entering Kenan though only a few come into worthy positions and work alongside him, namely the unique and highest chance to leave the city within ruins if not monitored. Most the time he's just in the background as he doesn't like the lime light.

Crow is likely similar to him in many ways. Crow however, hardly ever gets his hands dirty. If he has to go do some of the dirty work, whoever is involved should be fucking worried, and his subordinates afraid that they will get reprimanded rather.... Crow doesn't kill failures, he them, but unlike Darius, Crow is a nightwalker and nightwalkers are exceptionally good at something you might call essence torture.
Darius only kills those who challenge his role, save for Emmet, and mainly due the fact he expected the same of them. If they do, then in Darius mind they earned it and one of two things will happened: either they will be a better leader then him, and keep the balance allowing him to be free of his responsibilities and obligations or fail miserably which he'll end sewing chaos, rebellion and plot the head's future death though what he's left behind and other means. (IC will explain later should Darius die)

See, Darius has no advantage so his creativity and such has to make up for this. Including his precision tactics and knack to make it memorable for the victim. Juan is likely the one who will be doing the mind fucking since he's already...strange.
@Wind, is it alright for Hazumi (since she's the one running the Academy) to have minor dealings with Darius? I would assume she would've contacted him for any targets and threats within his territory, either to allow musicians (which he would've allowed inorder to keep a friendly working ship with the Academy as well as provide a few aid if needed to ensure the musicians came back alive or the body was returned regretfully) or allow him to deal with it. Namely because he's going to be arriving tomorrow and gain a hotel room just within Loom, namely in case his information and any possible solutions with Hazumi goes sour. Last thing he wants is to make an enemy of her if he can help it. Is that alright?
