Death and the World
One hundred and ten.
That’s the average number of people who die in the span of a minute, killed by anything. Three of these one hundred and ten will be killed by the unknown, things the coroner can never quite identify - a mauled body turns up in a back alley, like a bear upped and ripped him to pieces in the middle of a city; a man is exsanguinated in a motel room, with no sign of mechanical instruments being used and near to no mess; the person who looks like they were quite literally scared to death. Things like that, which go recorded but never figured out by the world at large.
Every now and then, in this batch of dead souls per minute, one will be selected to experience something most would only dream of: Resurrection. As their soul leaves their body, the supernal realm, the place just behind our own reality, twists and bends around the individual. The supernal is untapped power and mystery, the source of all magical phenomena in the world, and through it the impossible can be made possible. As the supernal bends, the material realm ripples. The corpse now breathes, any signs of death are but close memories and faint scars now. They are called back from death just after stepping through the door, beckoned by a greater power.
They do not return alone. Death is supposed to be final, and that goes for these individuals as well. When they reawaken, they are faced with something that resonates to their very core, disturbingly morbid to only themselves. It is their death embodied, a symbol to remind them that they had died and can die again as well as the source of their power. It is their Momento Mori.
Egregoroi, the Watchers, Little Reapers, Ferry men and women. Their goal is carved into their undead soul: to hunt that which must die, that which should be dead, that which cannot die. They are the dead who keep the order.
Do not let that dissuade you, undeath is not as bad as it’s made out to be.
The City
Hida-shima City.
Japan’s a wonderful place to go if you want to get away from the majority of the magical community, a relatively looked over land in comparison to say - Europe or the Middle-East, allowing you to practice your craft in peace. There is a skeleton crew of representatives to the Moonlit World’s factions and powers, but only enough to notice things on the large scale.
If it's an island city that’s part of Japan? Double secure. It’s bad enough that the eyes of magical law barely look towards the mainland, but Hida-shima City is a no-mans land. There is a small handful of representatives and adherents there, but for every by-the-book mage, how many predatory supernatural creatures are there? How many rogue magi take up residence in Hida-shima? Hard to say. No one keeps a census.
To the Immortal seeking a place to hide and fortify, this is the place to be. Although disregarded, Hida-shima is a large city boasting a population of two-hundred million, undergoing a relative boom in the islands young demographic. A big crowd to hide your face in.
The city has a largely finance-based economy, having a regional sub-headquarters for many investment banks and insurance companies, as well as being a massive business and conference center. It’s a good place to be if you’re looking to work your way up the ranks of a national or international business.
In short, this is the ideal city hidden away from prying eyes, with an active nightlife that only serves to aid some creatures in their hunts.
Even though many of the newly born Egregoroi are not natives to this place, getting there appears to be...easy. Things work out their way so long as they're trying to get to this city in Japan. Cheap deals on travel, even some free seats and good directions. It all seems to fall in place, like something is working the background. Upon arriving in a foreign country, the language barrier is no issue for the Egregoroi. It all falls apart before their Mori, both translating and allowing their partner to speak in whatever language is needed - death is omni lingual, after all.
