Anyway, decided to go with the idea that the only thing keeping Robert from going full-blown supervillain is having lady parts. Who would have guessed?

Out of curiosity, how well balanced do our villain characters need to be? Is part of the challenge properly balancing both the weapon and semblance or can we take it too extremes?

No real limitations--if you think you need to take it to extremes to make it interesting. Remember the Joker, and how good a villain he is? He has no powers or great weapons, just some twisted tech and a seriously twisted personality.

Then again, Superman is the living embodiment of OP, and he makes a fairly good villain too.

Took a bit different approach since being evil does not mean just murdering everyone on sight, only to get ninja'd by flood on the theme xD

Either use a picture or describe characteristic features of that region without actually categorizing them as from that region.

However that's not really relevant cause he didn't say Cobalt looked Japanese. He said he was of Japanese decent but (from my understanding) lacked several inherited traits allowing him to be mistaken for white which is a completely different thing from using regional stereotypes to describe someone. This seems to suggest the existence of aJapan for him to be descended from.
