I suggest the GM decides when the effects of the stun weapons end, as far as context goes. Number of posts seems kind of disconnected from context to me. You should also take into consideration individual powers, i.e. people with superhuman body conditioning should recover faster, or take more tazes to drop.

Once I have an idea of how fast the RP moves I will solidify the number. You are right some will recover faster then other which is why I only posted the minimum post. Most of the teens will be wearing prison overalls. If you want your character to be wearing something else you need to explain why they have new attire.

Real name: Rose Dawrenco
Code name:Fire Fox
Age: 18-19, doesn't like to talk about her birthday, though its on file.
Skills: Flexibility, Light Pain resistance, Strong immune system.
Appearance: Note; Her jumper is made from fire resistant Material, though looks as if its been scorched. Yes she has the rose tattoo in rp also.
Power: Fire Manipulation Not to the point where she can do much with it yet. Though setting things on fire, thats what she's good at.
Bio: Rose grew up in a big city apartment complex on the wrong side of town for a young girl. gang fights where common and her fierce red hair didn't help. teasing was common allowing her imagination to create a reality that was nicer then her real life. Her Single mother wasn't always around. At 14 she learned how to cook for herself on the old gas stove. And would often just light the gas to watch the fire.

At 16 she turned arso and started lighting abondoned buildings on fire. Being the one to call the fire department anonymously under a fake name. She was caught lighting one of these fires and the type of matches she used where linked to the other serial fires in her neighbor hood. Three of those fires killing firefighters who went in unexspectidly.

Sentenced as a adult facing years in prison she chose the option of the exsperiments. At least she was allowed near fire again.

@Morric couple of questions.
1. How will they keep him in the facility?
2. Why would Vlad want someone so much more advanced then his teens? He almost doesn't need to be trained.
3. How advanced his is swordsmanship? At 19 with everything else you describer he couldn't have had that much time to train.

1. Walls reinforced with multiple types of matter. IE water, oil, gas, electric grid, metal, rubber, wood, ect. Also any amount of fail safes in the event of an unforeseen use of his phase ability including tracking tech or detonation collars. He has no real idea how to use the power at this time anyway accept on accident every once in a blue moon.
2. 221 has only been trained in combat. He spent his whole childhood under government and military watch so he was constantly subject to training and exercise whether it was for research purposes or to get him ready to be a soldier and a weapon for the government. But he's not "advanced." in anything other than his physical traits. He has the potential to be advanced due to his genetic blah blah blah but only knows what the military taught him.
3. Thinking about it, I can tone down advance swordsman to Intermediate. The idea was supposed to be he completely ignored any fire arm training but seemed to get a quick hang of a sword. So I just replaced any of the firearm training he might have had with swordsmanship.

All that said, I'm perfectly willing to change anything. :]

2. He still has training and the others wont have anything but their street smarts. I guess he could be an example of what Vlad wants the others to become. I'll have to think about that.
3. That's acceptable. I don't mind him having the skill just wondered about the level.

2. I can always throw out the training but did you consider his lack of street smarts? He doesn't really know what things like dishonesty or cunning are. For example, It could be easy for him to potentially overpower someone in a face to face fist fight but also easy for him to be outsmarted by someone with any decent wit or situational awareness. "Hey look over there!"

okay, i had been trying to think of a reason for meta to keep his jacket and face cover and i think i got an idea now
and is it okay if he's being led in by guards armed with handguns...

@Morric You can introduce him or you can wait and he can come in with Roxy and Vlad. I will introduce Vlad as soon as everyone has posted on introduction. If you want to introduce him just have the guards take him to the cafeteria where the others are.
@Zetsuko All the guards are armed with tazers and stun guns. I have no problem with a couple having hand guns.
