As you can imagine telepathy is a very worrying power, as it can be easily abused in RP’s such as this. It encourages taking control of other characters and predicting their actions effortlessly. That said, I have allowed telepaths in other RP’s of mine before. As stated you have a lot of combat capacity: psionic blasts, telekinesis, and that sort of divination you hinted at with your ESP. Even with those nerfed there would be a worrying precedent if I accepted someone who can effortlessly:

“may even simply tear apart an enemy's mind with the sheer power of his own, leaving them a drooling, mindless wreck.” and “read minds and communicate telepathically as easily as he can fly” and “can even control the mind of his enemies, turning them into his puppets” – all of which puts up the character up for extreme analysis and concern.

Well it wouldn’t be as simple as “was prisoner for a few years then became cop” – I recommend finding a story hook between where you left off with the backstory. Your character could’ve fled the planet to avoid local incarceration or circumstances led the planet being attacked (not necessarily by Freiza). If you were paramount in stopping an invasion the locals would exonerate you and perhaps the ISF might take notice of the character or alternatively your character seeing the threat of a conquest face to face believed he could help others if he joined the ISF? I don’t know, just spitballing to help you.

Unbearable suspense indeed. Anyway back to your follow-up question about the application, right. I’ve done some thinking and whilst it seems a bit out there, the height isn’t exactly obtuse (Recoome is roughly 7’5” for example) for the squadron angle that we’re going for. I’m just trying to visualize the arrests your character probably issued previously—the criminals were probably petrified out of fear. Plus I’m sure we’ll have some comedic lines shot your way.

Your backstory is fine outside of your planet’s destruction since the only reason the Saiyan’s were in that sector of galactic space were because it was conveniently on the way to Earth and that sort’ve didn’t happen in this go which we’ve already covered, lol. As for your techniques, I see no issue that I can see right now so you’re pretty much ready to go.

It is possible if alternatively instead of being branded a vigilante the ISF considered you an “informant”, thus opens up the door to directly work in the ISF. Maybe. Wouldn’t hurt if there was another small paragraph for the backstory, but given the age of your character it’s not really required.

Excellent! I'm glad to hear that his size isn't all that much of a problem. There's something really lost when a couple of feet are taken off of an over sized insect's height ya know?

Okay, I should clarify some things.

The offensive applications of Borea's telepathy are not easy to use, and cannot be used in conjunction with any of his other abilities. Reading of surface thoughts and telepathic communication are the only telepathic powers he can use while using any other power, possibly even including flight. Mind-breaking someone requires solid minutes of concentrated effort, and mind-controlling someone is a lengthy and inefficient process that is really impractical in the midst of battle.

His other abilities, similarly, require concentration that cannot usually be afforded in battle. To properly utilize any of these seemingly-overpowered abilities, he would need either near-complete protection from enemy attacks, or a highly effective diversion or suppression of some kind. In a combat role, he serves best as a "mezzer" or "debuffer," confusing and weakening enemies as his allies dish out the real damage.

I realize now how my CS reads, with that laundry list of powers, and I acknowledge that it was my failing for not emphasizing how inefficient most of the powers actually are, in terms of the effort and urgency that they require.

I'm a bit cautious, but I have no reason not to trust you regarding it. Personally, I'd prefer the mind-breaking to be significantly (or cut) nerfed, but within reason that's about it.

With this in mind the ISF officers decided to offer him a spot in their Academy. It was either that or be arrested

I'd take this out and replace it with: "Given his heroic actions the ISF offered him an official pardon and offered him the opportunity to join their ranks in the ISF Academy if he wished to join them defeating other planetary and interstellar threats like the men he had defeated." Otherwise it's pretty solid and I have no issues with it!

@Gowi: You are absolutely correct. You'll have to forgive me, as I submitted the app in quite a rush and I just wanted to put my idea down. When I wrote 'Won't break the rules' I meant 'Morally incorruptible.' He's lawfully good, he doesn't tolerate 'evil', so those who walks the gray zone is going to probably find themselves at the edge of his sword, sooner or later.

And, actually, I was thinking that the Konatsian's are connected to the spiritual world of the Kaioshin's, due to their obvious similarities in appearance. That the shin's were all from Konats, alternatively they created the Konatsians in their own image. What is the canon idea behind the Kaioshins these days? Are they gods of creation or just wankers with their own plane of existence?

Supposedly they come from a base race of "God-People" grown from magic trees and whenever one of them decides to kick the bucket (IE: Get killed, because immortality) members of the race just draw lots to determine which one of them gets to ascend to Kai-ship. Or something, it's stupid. As for whether they have their own plane of existence....maybe? I presumed "Other World" just equated to "The Kai Realm" or something, where each main Kai, aka the ones that represent the four cardinal directions/entire galaxies oversee the universe and shit while the big bad booty daddy Kai just kinda sits around on Planet Kaioshin waiting for Beerus/A God of Destruction to wake up and blow stuff up, and subsequently let Goku and Vegeta handle that problem. I'm not up to date on Dragon Ball Super, so whether each universe has their own version of Kais or they're exclusive to the "main" universe, I don't know.

Though from what I can infer (and this is purely my theory) the chain of command, so to speak, goes something like this:

Grand Supreme Kai - Universal if not Multiversal Overseer
The Supreme Kais - Universal stuff, may have powers over crap like Space-Time if video games are taken into account, typically keep the Four kais in check.
The Four Kais - Galactic Guardians, occasionally train badass mortals on how to turn red and throw giant balls at people.
Minor Deities - Planetary Guardians a la Kami who report to their local congressman. I mean Kai.
"The Help" - Popo

Mortal Champions are obviously variable, since Goku and the Super Saiyan Squad can pretty much walk up to most Kais and make them piss themselves, so, whatever.

But hey, if they made Konatsians in their own image, then some prick Kai made the Saiyans to outshine everyone else's favorite race.

I mostly figured it would make sense for Konatsians to either actually have a connection to the Kai's, or to believe they do ala religious beliefs, as they are very similar looking.
