@yoshua171 if you choose to make use of something of that sort, it will probably only really affect NPCs. Mind reading, however, I am still dubious about. I've had bad experiences with it before. It can get complicated.
It is nothing so brute force as mind reading really. It's more like he can intentionly emit emotions or impressions that people pick up on. These things are subtle and they are typically easy to ignore or be unaffected by with one exception (and that exception is harmless and doesn't really compromise someone's free will).
He could emit the impression of calm and caution or unease and with continued exposure someone might begin to feel uneasy. It takes several minutes and anyone of strong will can easily resist it and overcome it. I am typing this from my phone so I apologize for not going into all the details.
This ties into his "mind reading," which is really him detecting snd interpreting the emotional energies that people give off. It's a form of empathy. He could see someone's intentions (vaguely. So positive, harmful, neutral) and emotional state.
It'd be the same as a character having a very good understanding of body language and psychology. This is there because it makes sense and because the physical world is exceptionally blurry to him. People and objects are fuzzy and indistinct.
