It's fine if you don't like other division members, no one is perfect after all, but right now they're both suppose to be protecting an important artifact, not bickering like children. It's not quite insubordination (though it could easily be spun that way), it's certainly unprofessional.
Technically they don't, in the same way the CIA aren't authorized to make military action. But everyone has a loophole. The intelligence division. Not only catalogs and track information and history, they protect it. Someone's got to watch over the archives after all. And sure, the Midgard Division could protect the Nifilhim Division, but they have their own problems to deal with at times. Thus the Nifilhim need to at least be able to protect their own assets during situations.
