Luke's cool and all but I have some doubts regarding on the concept of his powers and I'd like to point out some known issues so that he'll be on the right track.
First and foremost, characters who will be ORB prisoners should at least be 20 and above because the government stated that they will, by no means, house any Superhuman criminals who are younger than that age. If it happens that Superhumans under the age of 19/20 possess juvenile records, they are dispatched at a mental institution so that their powers can be contained and handled properly. If not still and they've already reached the age of 20 while remaining at the mental institution, they're automatically sent to the ORB. I've read in some parts of his history that he was placed on a juvenile detention facility and was later transferred to a much bigger prison.(ORB) If so, I assume you may have forgotten to change his age. But anyway since it's still a work in progress, I can understand.
Now onto his powers. My biggest doubts is that he is able to attain such demonstration of dark magic (able to summon demons and the like) at a very young age. While we all understand we're under fiction, I just like to emphasize some aspects of reality to make things logical and have more sense. In my opinion towards this case, if Luke possesses such power at an age of 16, I'm quite certain that he will be overwhelmed by it. One notable reason is the presence of demons alone. I don't have any definite repugnance towards them, (heck, even I find myself fascinated with the ability) but I feel like it's a little bit off. Luke can be terrified with that power, the very existence of these creatures can give him horrific nightmares from their appearances and growing up will have him develop a really unsettling behviour just from reflecting through what he's capable of. Personally, I think this whole concept of demon summoning is fit for a fantasy setting - which isn't a theme this RP tackles and that's what my opinion holds.
So here, I have an idea I can suggest to Luke so that he can fit in the RP as a well-rounded character. Since you're approaching a power with demonic themes, why not have him possess demon physiology? Like he's able to transform into a demonic creature on certain conditions. He can also possess some physical features as that of the creature within his human form. Let's say for example, he has small horns growing out of his head, reptilian eyes, a tail, perhaps a set of heightened senses or etc. while in human form. The second part of his powers isn't that bad at all and you can actually use that approach.
However, if you want to scratch off the idea of this power, I can help you find a suitable and more comfortable one to your liking as I have a variety of superpower concepts at my disposal.
I hope this isn't too much. I just want to help players with their character creation using any plausible and enjoyable means of concept building.
