I'm actually a bit confused by one thing: I noticed that there are non-Industrious nations that have 15 labor and no buildings or tech that boosts it. Is this due to planet types? (I'm assuming the planet types we start with can range from "good" to "average.")

Well the Uarushi Swarm and Zellox are world eaters so there is that. The Mithran took curious, so they probably chose a tech for production. The Resomi took the industrious characteristic as well as the Killasumaq

Yeah, technologies get listed in the ledgers of each nation, note. Most nations don't start with tech, but anyone who took Curious has 3, and I have 1 as a bonus for writing my CS first.
