So I had a couple of questions was going to ask on discord but it seems like thats not an option. 1.What was the level of technological advancement and exploitation of the solar system at the time of the exodus? 2. while we cannot use STL travel to reach other colonies, can we have some presence, perhaps outposts, on starsystems closer to our system? like, less than 10 LY away. this would obviously be a challenge for the civilization to manage, but in a dense starcluster might be semi-manageable.

1: General tech level in earth isn't specified closely but cybernetics, genetic engineering, obviously the construction of the arks and gateways, etc was possible.
2: Consider the difficulty of actually sending people to those other locations. If you don't want the trip to take thousands of years, you're sending them at some significant fraction of c. I actually have a nation in the works that did this for one colony. The difference is they're not ferrying materials around. The main reason for colonizing besides the ideal of spreading humanity further to the stars is, of course, resources. The cost of sending materials back and forth at any appreciable fraction of c would completely negate the resources you'd receive. This is of course not including the extra resources required to accelerate and decelerate a larger payload due to its greater momentum.
All this is to say, yes* *you aren't gonna be taking a shuttle to alpha centauri and back on a routine basis and your communications with them are likely on a big delay.

Biotic Prodigy Shaposhnikova is a formidable human biotic. Raised in a cult environment from a young age on the basis of this knowledge, her entire life has been shaped by these abilities and their impact on her development is inseparable from her identity and life. Much of her own self image derives from these abilities. An individual of her capabilities, existing outside the bounds of Alliance jurisdiction for her entire life… her exact actions are difficult to predict. Shaposhnikova requires careful monitoring and further training to make the best of these abilities, however.
Who Even Am I? Shaposhnikova is young, and has spent only a limited amount of her life outside the complete control of the Starfall Cult. By the normal developmental timeline of humas, Shaposhnikova should be completing tertiary education and finding her way in the world. Instead, she has destroyed at least one warship, taken part in numerous violent acts as part of professional mercenary groups operating in the terminus systems, worked in search and rescue operations in remote Terminus colonies, and has engaged in yet-undetermined activities on the space station of Omega. Shaposhnikova has little to no self-image in the conventional sense, and barely has a concept of who she is and her place in the world beyond her natural abilities.
”Quirky” As a result of her unconventional upbringing and tumultuous recent life, Shaposhnikova displays numerous behavioural anomalies distinct from most potential assets. While a full, exhaustive list is not within the purview of this document, the abnormal activity in question includes but is not limited to: painting of supernatural symbols on personal armor, reclusiveness from human interaction, refusal to sleep on a bed instead sleeping semi-concealed on the floor beneath it, and regarding non-humans with what as described as ‘something akin to religious awe’. Though unconfirmed, Shaposhnikova is suspected to suffer from numerous learning disabilities, schizophrenia, and other significant side effects as a result of L2 implantation.

Failed Assassination of Accipitrana Necrasyrtis The Disciples of the Falling Star prepared Shaposhnikova for her first assignment, the assassination of a powerful Turian mercenary warlord in the region by the name of Accipitrana Necrasyrtis. This operation, naturally, went disastrously wrong. Though Shaposhnikova’s exemplary combative skills were on full display, the attack was poorly planned and executed. As a result of the dismal failure, Shaposhnikova was branded a false prophet and exiled from the Cult of the Falling Star. Shortly thereafter, Necrasyrtis launched a coordinated attack on the cult’s compound, killig or capturing most individuals within. Shaposhnikova herself was captured shortly thereafter, exhausted and injured, but alive. Though accounts are unclear as to what happened next, a basic summary can be pieced together from black box data and the accounts of surviving eyewitnesses: Shaposhnikova breached her confinement within Necrasyrtis’ personal warship, some accounts claiming her to have forced apart the steel bars of her cell. In her escape attempt, she inflicted sufficient damage to the vessel to destroy it completely. Shaposhnikova succeeded in hijacking a shuttle, and crash landed it on a populated world. Only seven survivors of the vessel itself are recorded, all of them former subordinates of Necrasyrtis.
New Jacksonville Earthquake Rescue Operations In 2181 whilst working in the Terminus Systems employed in a humanitarian aid organization, the colonial city of New Jacksonville suffered a devastating earthquake. Though rescue teams arrived swiftly to the main colony, significant casualties were sustained. An ExoGeni facility in the vicinity, located in a remote, difficult to access valley, was severely damaged in the quake, with some 213 people trapped beneath the rubble. For the first several hours the first rescuer on scene was Shaposhnikova, utilizing her abnormal mobility to bypass terrain obstacles in a manner only replicable by shuttle or other flying vehicle. Once on scene, she commenced rescue operations of ExoGeni personnel, utilizing her biotic abilities to move massive steel beams and prefabricated concrete blocks that would have ordinarily required heavy equipment to move. Thanks to her quick actions, of 197 survivors of the initial collapse, only three died of their wounds, the rest being successfully rescued by Shaposhnikova or with the aid of rescuers that arrived nearly three hours later. This was the first incident in which ExoGeni Corporation became aware of Shaposhnikova and her potential utility.
Defense of ExoGeni Employee Robert Kumar ExoGeni Employee Robert Kumar was aboard Omega Station, undertaking [REDACTED] operations. Whilst there, he attracted the hostility of local mercenaries. Though their exact affiliation is unknown, intel indicates they were likely on the payroll of competitor [REDACTED]. Kumar had sustained numerous injuries and was taking fire from three directions. He accounts his survival solely to the intervention of Shaposhnikova, who appeared with little warning amongst his enemies to his left, killing all three in quick succession. Kumar subsequently opened fire on the remaining enemies, who scattered. Kumar reports he introduced himself to Shaposhnikova, who in turn introduced herself in, quote, “a highly unorthodox manner”. When asked why she risked her own life to aid him, her reply was, quote, “Because you needed help.”
Exfiltration was not immediately possible, and the next twenty seven standard days saw a series of running gunfights and engagements about the station with the yet-unidentified mercenaries. Once Kumar was prepared for exfil, he was sufficiently impressed by her stellar performance in combat to write a glowing letter of recommendation for the Asset Procurement Division to begin the process of contacting her.

Physical Details ◢
Shaposhnikova stands at approximately 172cm, with fair skin, mismatched blue and amber eyes, and white hair. Whether this hair color is dyed, or some natural mutation, is uncertain. Out of combat, her body is visibly covered in an array of scar tissue, much of which seems to have been inflicted early in life. She has a toned, physically capable build indicative of someone trained from a young age to be physically powerful and active. In battle she wears a cheap set of light armor, decorated in numerous patterns understood only by herself.
Personal History ◢
Svetlana Petrovna Shaposhnikova was born in 2160 in Saint Petersburg, Russia. The daughter of Pyotr Eskandrovich Sadeghi and Helena Shaposhnikov, employees of a major shipbuilding firm on earth. Exposed to a massive eezo leak from damage to a starship’s drive core mid-constructing resulting in the fatal poisoning of dozens of workers, the two returned to Saint Petersburg to seek medical treatment and recuperate. Shaposhnikova was born some months after this incident. From a young age, she displayed biotic potential.
During this time, Shaposhnikova’s parents were slowly drawn into the influence of a cult-like group known as the Disciples of the Falling Star, attracting adherents from all across earth. Though now defunct, their ideology centered around a foretold apocalypse, seeing the discovery of alien life, the mass relays, and the extinct protheans as an omen of end times to come. Believing a great calamity had wiped out civilizations before them and that one would surely come again soon, the cult moved itself to a world in the Terminus Systems. Using extensive contacts within the Alliance they constructed a well fortified and supplied hidden compound.
Whilst inside this cult, Shaposhnikova’s burgeoning biotic abilities attracted the attention of its leaders, who proclaimed her a sign from the heavens of the righteousness of their action. She was declared a holy warrior, a paladin against the alien and the unknown that would seek to destroy humanity. Trained from a young age in numerous forms of martial arts, as well as sabotage and infiltration by ex-Alliance military personnel, Shaposhnikova was raised to be the greatest warrior of the cult. The numerous scars on her body are indicated to be a byproduct of this training and of brutal disciplinary action against any perceived insubordination. Once again, due to extensive contacts, Shaposhnikova was given biotic implants at a young age, the cult opting for an L2 implant despite having the connections necessary to obtain L3 in the hope of creating a more powerful biotic soldier.
At age 17, Shaposhnikova was dubbed ready. Her failed assassination of the Turian mercenary Accipitrana Necrasyrtis and the ramifications thereof is detailed elsewhere in this dossier. Following her escape from the pirate warship, Shaposhnikova was stranded in unfamiliar territory. All members of the Disciples of the Falling Star are assumed to have died either in the raid on the compound or the subsequent destruction of the pirate ship.
Shaposhnikova was initially taken to a local medical center when she entered the main settlement of the colony. The exact location of this colony has yet to be determined. Suffering from numerous injuries, Shaposhnikova remained in the area for a period of seven months during which time she made a full recovery, and began to slowly make connections with other individuals. With no anchor in the world and nowhere to go, one of the medical center’s staff took pity on her, and found her work in the area. Shaposhnikova’s biotics proved their use in manipulating heavy objects, but attracted attention of mercenary forces.
Easily manipulated, Shaposhnikova joined the mercenary group (Footnote: Blue Suns? Unknown. Conduct further investigation.), and by all accounts performed spectacularly in the role. Though specifics are difficult to determine (Footnote: The hell do they expect me to do to dig up specific information on specific ops of some russian chick in a branch of a massive mercenary company? I’m not the Shadow Broker.) Shaposhnikova is believed to have left the group at age 20.
Some months after she joined the group known as the Interstellar Aid Foundation. A human founded group with its roots in the Red Cross foundation, it serviced many smaller scale colonies in the Terminus Systems and elsewhere. Providing basic medical care and disaster relief to millions of people each year, it appealed strongly to the young Shaposhnikova. It was during her time with them that the second notable incident of her life occurred. Further details listed separately within her file. This was the first time ExoGeni became aware of her existence and potential usefulness. (Footnote: My husband was one of the people she pulled out of the rubble. If I ever meet her I owe her a beer.)
It is unknown how long Shaposhnikova remained with the IAF, however our estimates place her as having left them approximately a year after joining. Reports of her activity afterward indicate a return to mercenary work, though the specific reasoning remains uncertain, and interviews with Shaposhnikova have been largely fruitless.
Her rescue of Robert Kumar was what brought her fully into our awareness. Though doubts remain about her ultimate usefulness as an asset, Kumar’s reporting and the findings of this report indicate that she possesses the requisite baseline skills and abilities for our purposes. The rest can come later.
Combat Analysis ◢
Based on accounts from Kumar and Terminus mercenaries, Shaposhnikova displays a high level of personal initiative in combat, while retaining the willingness and ability to follow orders in a fluid combat situation unlike many mercenaries from the Terminus Systems. In combat, she employs a highly mobile, close quarters fighting style. Seeming to ‘teleport’ around the battlefield via the controlled use of Mass Effect fields, she uses her natural biotic abilities to engage the opponent up close. Given such a scenario, few enemies are prepared to respond to the sudden presence of a powerful fighter in melee range. In forty three documented incidences, Shaposhnikova engaged and terminated enemy combatants in this manner.
RECOMMENDATION: Shaposhnikova should be deployed as a front line combatant in close quarters engagements to disrupt enemy defenses and destroy high value targets. Avoid deployment in open, conventional battlefield situations.
Reason for Vacating Previous Situation ◢
Shaposhnikova readily accepted ExoGeni’s Asset Procurement Division’s offer of potential employment based on the recommendations of Robert Kumar. Offers of regular pay, sufficient food for the caloric needs of an active biotic, a secure place to sleep, and ‘lots of chocolate’ were sufficient to secure cooperation.
Footnote: I can’t believe we actually found someone like this for this cheap. We’ll need to make sure no other groups get ahold of her. She could prove to be an invaluable asset, and can be easily molded to suit ExoGeni’s agenda.
