Inland. Vigor City doesn't have an army, navy, air force, or merchant marine, but is relatively self-sufficient save for food imports that it probably obtains from neighboring powers.

Do note that all I require is a simple star to denote the position of my nation. I'm running a "bastion state" (a fictional title of my own engineering that details a city state of gargantuan size that is globally known for its secondary role as a dedicated military installation) that is home to 20,000,000 souls. Vigor City is its name.

The rest of the land that Vigor City resides within can be left unclaimed.
I mean, at the end of the day, a 75mm flak shell (or a dozen flak shells per aircraft kill) costs far less than a heavy bomber or a fighter plane. It's not a question of whether or not spamming planes into Eisenkreis airspace is a possibility, but whether or not such a tactical move is even worth it.

EDIT: You might want to ditch the WWII-era technology limit. With that I'm seeing in the CT, we're at the Korean War/Vietnam War stage of military technology.

RCS hardpoints—supplemented by reaction wheels for heightened precision---engaged in work, the two apparatuses operated in near-tandem to redefine the Watchman's Eye's spacial position to where the exhaust nozzle of its burly reaction engine pointed away from Enned's foregone surface.

She uttered not a word--not even after the Eye's sensors detected the Federation opening fire upon her vessel--with this informal declaration of war only succeeding in strengthening Jia-Jio's distaste for sapient extraterrestrials by an exponential factor. Of course, fleeing the scene wasn't especially challenging, for the Watchman's FTL drive had already completed its spooling cycle long ago.

In a blinding flash of volatile radiation (and with a deafening roar from an enraged star lord), Enned's feline visitors were gone.
