The Consortium of Ohio

Territories
The Consortium has its primary territory, located in the ruins of Cleveland, while it could be considered it’s capital but the seven dynasties, extend their area of influence and power to near the whole coastlines of Ohio in the lake of Erie, thanks in part to its decentralized nature.

History 

The Consortium of Ohio also nicknamed the Empire of Mobsters, its origins date back to the immediate aftermath of the great war thanks to the end times many criminal forces in the Rustbelt begun to come together in Cleveland where the Consortium was created to maintain order formed by former thieves turn merchants of “special goods” and then turn into “citizens” of an organization that aims to protect and create order amongst thieves.

Unfortunately in its initial decades up to centuries, the Consortium had to struggle with numerous mafia gangs and infighting making it more of an unofficial alliance for a century until the consolidation of power begun into the 7 dynasties, a century into the great war with that most of the infighting ended roughly in the year 2154 allowing for the consolidation of power into the seat of the chairman and the council of 7 formed around the 7 dynasties with the post of Chairman being one of then itself.

This consolidation allowed the Consortium into becoming a literal player on the east coast and using its military and economic power to great use thanks to its traditional criminal origins the Consortium became a producer and supplier of drugs, women, slaves, luxuries, and even guns to multiple areas allowing the Consortium and the 7 dynasties to become extremely wealthy with that many saw the necessity of the Consortium standing not due to its laws but mainly for the power it gave for the next century but also creating a cutthroat culture of power trough schemes thanks a rule allowing the head of the Consortium to gain a small tax of products doubling his dynasties gains in fortune this event was thanks to Ghoul Bernardo Goodman who raised the goodman’s into the top of in wealth.

the last true great change came with Kelvin Zimerman fifty years later who expanded the consortiums influence through the coastline of Ohio creating an economic zone for the Consortium while considered the best economic decision it also led Zimerman to give control of most of these areas to other Dynasties returning the decentralization of the organisation but also creating a massive amount of fortunes by expanding production and manpower at the cost of authority this was due to him being elected being a weak leader something that many took use but his economic ways led the Consortium to great strides of riches gaining a soft spot for many in the public thanks to investing more in the public rather than his own dynasty before being gunned down in a coup.

Following his death, many expected a return to business but instead, the Consortium grew to be less like an organization and more to be akin to a state with leaders and leadership and bureaucracy problem was it also maintained half of that and half its kleptocratic nature of being a mobster’s private kingdom consequently the consortium still has many strides to go in reform but thanks to that the powers of the consortium and its role changed to not only a business of mobsters but as a state protecting its people allowing the next rulers to rule for profit, personal glory sometimes disaster and the expansion of the Consortiums wealth while some dream bigger.

In the most recent years James Romano, the most recent head of the Consortium of the Romano’s dynasty was elected by 6 votes managed to keep the Consortium majorly stable, helping in creating newly made trade routes south and to the eastern hills, and beyond, especially making negotiations with the new arrivals of the brotherhood of steel and after a few years overseeing new ongoings in the east allowing commerce to begin arriving in New England and Washington before dying under mysterious circumstances.

Following the event, a small power struggle happened between his sons leading to a delay of the voting after the solution the council voted to elected Rosemarie Willians as the new leader of the Consortium from Willian's dynasty one of the mafia families a common practice by that point of one of themselves to the position this time being Rosemarie it has been a year since her coming to power and for now the issues that plague a region controlled by an oligarchy of kleptocrats still is present many too much to name.

pressing issues

The consortium right now and since its inception has extreme decentralization while much better compared to the past the 7 dynasties it still permeates the consortium due to the fact that its power majorly derives from the 7 dynasties giving power to it 6 if you count they elect themselves into power.
one thing that can be considered problematic is that while the Consortium is very rich through trade very bad reputation as an empire of gangsters consequently leading to more smuggling than trading and being seen negatively in the eyes of many seen mainly as thieves while the consortium wishes to present itself as merchants.
While a rich organization its investments can be said to be below average being majorly used in the primacy of a few people on top and to favor an elite and its military instead of benefiting and improving the lives of the people who they rule in some areas leading to some level of discontent but one thing that they succeed at least is maintaining security.
Overall the Consortium has a history of scheming for power due to the 7 dynasties wanting to be in charge of the place while it leads to some heated discussions the idea generally is a changing banner of power through votes bribes and negotiations something that also takes places behind doors is a story of assassination attempts extortion and threats generally leading to some bad stability only stopping when crisis generally set in.
