She stood from her seat, rising to her full height.
Her breath caught when she felt the cold metal of a pistol against her temple.
"Put the heart down, and back the hell up if you want your friend to live," the guard said to Ellie in a rumbling baritone, digging the gun into Dream's head.
Dream squinted at Ellie, vision blurred as she tried to breathe. The heart, glinting in Ellie's hands.
The doctor, his face turning white every time she asked what would happen if they failed. Above all else, he said, they had to keep the heart safe. They had to, even if it meant...
She snarled, her boot stamping down on the guard's foot, a burst of light bruising the bone. He yelped, losing his grip. That's all she needed, and she tore away. But in her haste, she saw his free arm reaching for her, and she slipped on panicked feet as he pushed her off the railing.
She held back a scream, staring straight down into the boiling pit below. The guard wrapped a tight hand around her ankle, and Ellie could see Dream's other foot flailing; she restrained herself poorly from kicking the guard, desperately hoping she wouldn't die.
As her captor supported himself against the railing, his pistol pointed at Ellie.
Deep, golden orbs stared back at her from within the cave.
God, she couldn't breathe.
He was monstrous. The ground trembled under her feet as his rippling, massive body exited the cave. Thunderous footsteps left cracks in the dirt, his breath sent waves of heat creeping over her skin. The transformation was slow, but it looked like something from a nightmare with the way his long teeth were bared.
A great and terrible roar sounded from his gaping maw.
Air whistled past Rhea’s skin as she soared over the Baybridge rooftops. Mid-leap as she was with the sprawl of concrete and alleys below her. The afternoon sun shone bright, and the air was crisp. Rhea adjusted her feet as she landed on the next rooftop, barely throwing off her stride as she continued to freerun. Her body glimmered with small bolts of light that left a faint trail in her wake.
It was rare to find someone watching the rooftops here, but Rhea kept her eyes open. There, on Jenny’s Jewellers, a lady with a set of binoculars scanned the buildings. Rhea changed course and fire-poled down an emergency ladder, navigating around the jewellers from the street. In the eyes of bustling people, Rhea dropped the electrical lights on her body and blended in with ease.
Several blocks down, Rhea returned to the roof and checked her watch. Ah, right on time. The nightclub she had a delivery for was roughly five blocks away. She could make it there in a minute and a half. Adjusting her ballcap, Rhea broke into an empowered sprint. Her gloved hands caught the cusp of the next ledge, and she launched herself over.
“Aegis, what’s your status?” Her earpiece buzzed.
She slowed down, pressing a button. “I’m on schedule.”
“Great. There're no more jobs due, so when this is delivered you’re home free.”
“Affirmative, Hallmark. See you tomorrow.”
Rhea smiled. Going home early was a rare occasion. It couldn’t have better timing since the Harvest Festival was tonight. Having only heard the stories, Rhea wanted nothing more than to experience it herself. She would, of course, need to stop by the public gym to borrow their showers.
The nightclub’s parking lot was devoid of any visitor cars, or people, for that matter. Nighttime was many hours off; their busy streak. That made things less complicated for Rhea. She hung on the wall before landing on a crate in the business’s alley. The back door leading to the parking lot appeared a little worse for wear. Rhea gave the dented door a grimace, knocking out a precise rhythm on the metal.
Rhea has easy-maintenance hair. A mop crop, messy with many layers and tapered to end at the jaw-line. It’s parted to the side with light bangs curling across the forehead. Her face is symmetrical and smooth with high cheekbones and bright, curious eyes. She deceivingly appears to be around 18 years old, given her youthful look. Not a single scar or wrinkle can be seen on her skin. Sure, she has a few freckles here and there, but she is mainly blemish-free. Her build has the look of someone who runs quite a bit. Her muscles are moderately defined (as in she has the muscle to do small bicep flexes). Her frame is slender and hardly an hour-glass. There's no extra fat anywhere on her body, which has caused Rhea to consider drowning in ice cream to gain some weighty breasts.

Since Rhea doesn't have her own shower, her hair is typically hidden under a dark gray ballcap with gold accents. She wears dark-coloured, breathable track clothes with running shoes. It's more of a decoration piece, but Rhea does have a neck scarf on her in the off-chance she needs extra anonymity. Scuffed, leather fingerless gloves protect her hands from grabbing sharp concrete. A shoulder bag slung across her chest holds many batteries, a baton and a cell phone.

Sitting down at a cafe for a coffee isn't Rhea's style; she becomes easily bored. It would be far more in her interest to peruse places she’s not allowed to be. Not that she would intentionally break or steal anything, but she’s curious about the going-ons. It baffles her how many loose mouths are out there to eavesdrop on.
Rhea will use whatever means she can to remove herself from a fight when it’s just her in trouble, as her Empowerment makes for a damn good chase. Her powers are non-violent, and so too are her preferences. Having said that, it’s against her nature to leave someone in danger, or turn a blind eye to suffering, and so in these instances, she will fight something fierce.

Black manipulation or powers of a natural darkness can be tangibly harmed with White, and vis versa.

It also lessens her need for sleep and slows the ageing process. Rhea’s empowerment could be compared to a speed moderately faster than an Olympic runner, taking greater jumps, packing more of a punch, and able to keep up the pace for hours. Empowerment’s appearance is like taking a wool sweater off in the dark — fine, white static ripples across the body.
By giving the body a small jolt, electrons stimulate the cells to replicate and repair at incredible speeds. This can heal broken bones, deep tears in the skin, and brain damage. I understand the concerns. It's just that for me, the ability that makes me only resistant to one thing at a time and completely nonresistant to all others kinda defeats the purpose of this power. I'd like to argue to at least get a set of slowly improving resistances against all that I encounter and adapt to rather than ability to no-sell any single thing and be vulnerable against everything else.

He's a member of the Power Ideology, and he's supposed to be the "destined" one that takes all the power from all the Metahumans, and go super saiyan.
Unfortunately no one metahuman takes in all the stolen power, it's stored in a machine that acts as the weapon of mass destruction. This way everyone's fighting over who has control of the machine, or who's powers are going into it. However, you can have the Blessing of potentially being the one to guard and unleash the machine. I'll have someone knock on your door.
Power replication offers a nice variety. As long as it doesn't enhance the copied power's base stats, I'd love to see it in action.

Being naturally lazy, Valerie tends to take shortcuts and doesn’t enjoy hard work. Having expectations to do something by someone is a situation she avoids with great care. She is aimless and has no concrete plans for her life, however, she does enjoy armchair philosophy. She has varying degrees of gullibility.

Valerie is able to create a mental link with objects, allowing her to give them energy and a program to follow. She requires a visual contact first prior to linking up. Inanimate objects can be imbued with a variety of programs to follow, but are limited in how much they can move. Cloth is a bendable, fluidic material and can be animated with ease. A thick, wooden wall is difficult to animate. The best Valerie can do is shatter pieces of it with effort.
She can animate several small objects at a time. Rocks can be animated to throw themselves in any direction, but cannot hover on the spot. Their trajectory can change, but if they stop their momentum, they fall. Valerie can puppet them to ‘jump’ back up, but no animation can defy the laws of gravity.
Valerie can open any lock with ease, provided she can see it. TVs turn on and window panes move to the side without her physically doing so. A plastic Barbie doll can walk all natural-like on a table (which is surreal to watch). Valerie can make the flame of a candle grow and have it shoot off in a direction until it eventually sputters out (as anything attached to its source would). Valerie can hit a bullseye with a dart every single time with Animation.
Ability Drawbacks:
Anything organic or with a form of awareness, like humans, animals and plants, cannot be animated. Large objects, or rigid materials like steel, require lots of energy to puppet. Like trying to lift a 250 lbs weight, sometimes the animation is too difficult to follow through.
BACKGROUND
History: Valerie grew up in a broken family. Her superpower manifested in her teens, adding tension to her social circles. It was terrible; she moved away at the age of 17. On her own in Chicago, she took a part-time job while she finished school. There were demands on her from friends, teachers and her boss. She felt she had to comply in order to fit in (being the only ‘metahuman’ around *sneer*), and never said no. Valerie hardly had a moment to herself before someone expected something of her. Months passed by, and eventually she shut down. She quit her job, shut out her friends, and did extra schooling on the side so she could graduate early.
This was around the time she figured out how easy it was to steal what she needed with Animation. At first it was dinner, snacks for the week, maybe a new toothbrush. But soon she found herself taking clothes, carts of food and luxury items. She would never need a J-O-B ever again with this new form of ‘income’, and she happily furnished her apartment with the spoils of her labour.
To not go stir-crazy, Valerie got into the habit of touring Chicago at the break of day, and late into the night. Her confidence of the streets grew, and any unwanted attention gained was thrown back in the alley-dwellers’ faces. There were a couple times she ran into the law while pocketing fine wares after closing hours, leaving community hours and fines on her record.
Currently, Valerie takes life day by day.
Other: Always has a bag of gadgets on her that are easy to animate. Lives in a spacious apartment in Near South Side. She takes great pleasure in her thievery game. However, this has made the cops moderately familiar with her.

I think you saw this coming. If I say, engulf Better in fire, he'll soon come to resist it. If I throw electricity into the mix, he'll permanently resist both. What if I tossed in anti-matter? Nuclear bombs? There is no end for your adaptive regeneration, and that makes you a god.
I believe a fair compromise would be to allow you one resist that changes depending on the damage you take. If I throw fire at you, you'll slowly become impervious. But if I change to electricity, as you adapt to resist it, you will lose your immunity to fire. Keep the overall physical strength, though.
So you can also spit acid, have a powerful tail, you see in the dark, shrug off a flashbang, and view in 360 degrees. They aren't resistances, more like body augmentations. Keep the tail and 'quick recovery after being disabled', but I'm going to ask you to either drop 'see in the dark and view in 360 degrees' or 'spit acid'. Try to keep bonuses like this infrequent throughout the story. Or you'll become OP again. ;)
Needing food and being ugly aren't true weaknesses. Dig deeper for some more. If I cut off Better's hand, how long does it take to grow back? How much adaptation takes place? Does this cause great fatigue?
You need a specific weakness that makes you permanently vulnerable to a certain type of attack. You can choose what this will be, but cerebral attacks would be a recommendation.

1) How long ago did Metahumans first manifested in the world? 2) Is nature of their powers understood or at least actively researched? 3) Are there major worldwide organizations concerned with metahuman affairs? 4) What is the situation with the Human-Anlite relationship?
1) 7 years ago, metahumans were publicly acknowledged, however there have been accounts of powers seen in previous years. Science is under the impression it's just a mutation in the DNA — a very intense mutation. If we consider my philosophy that the Earth has awareness, it would feel some form of destruction (Anlite) headed its way and create some way to defend itself, through superhumans.
2) The delay in the new law and legislation has been due to the extensive research done on metahumans. Governments have been absolutely gun-ho on creating anti-metahuman weapons to 'protect the people'. And yes, these have been secret experiments/research that hasn't been entirely ethical. This will be brought to light later.
3) Governments are on the cusp of it. It's going to be mentioned in the first IC post. These organisations will be using all this brand-new anti-metahuman gear. Metahumans do not have an official group that exerts force on other metahumans. It has to be government-approved to have any standing. However, I'm sure there's some group out there puppeting from the shadows. There are also human secret societies getting rid of any great metahuman threats discreetly. That kind of stuff can't be public knowledge, though.
4) Anlite can see regular humans, but because they lack the genetic mutation that metahumans have, Anlite don't see them as intelligent. It's like they lack an extra sense, or second brain, that all metahumans have -- making metahumans more evolved. It's like the difference between a mouse and a monkey. Mice communicate, have social structures and a way of life. But it's the monkeys who use tools, display complex emotion, have fore-thought and planning, and so on.
Anlite went through an evolution period where they developed paranormal abilities, and that marked a time of growth, prosperity, and true intelligence for them. So they may be biassed in that regard, in that all life without that particular evolution is retarded.
The Anlite are also selfish, meticulous and enjoy power. So they won't deviate from their course, and won't feel bad about squishing several billion 'ants' under their figurative boot.

She held back a scream, staring straight down into the boiling pit below. The guard wrapped a tight hand around her ankle, and Ellie could see Dream's other foot flailing; she restrained herself poorly from kicking the guard, desperately hoping she wouldn't die.
As her captor supported himself against the railing, his pistol pointed at Ellie.
