I think it'd be an even battle minus the devil fruit.

Both fight based on speed and momentum, they don't have a specific fighting style they keep too.
Lobos has Observation Haki while Levitt has his right eye.

Though the devil fruit coming into play vs Levitt's intelligence would also be interesting x)

But it also isn't unheard of for Marines and Pirates to team up.....Atleast for the right reason
