@Bishop Damage/Offensive nullification could certainly be a thing, and they could indeed be used on the basis of keeping hostiles in check should the need arise. I would simply place them in a lower number however, since the numeric system is based off of offensive potency. As I have mentioned before somewhere, a low number does not cry weakness; for example, a Child with irreplaceable support abilities will have a lower number simply because violence isn't their thing.
