Powers: Star heart wields powers based from the celestial world above them, making her a caster type of character focused on damaging whatever foes would prevent her justice from reaching her and her friends!
Celestial Hope: Emily's passive ability, Emily's abilities are more powerful at nighttime. Additionally, when using her powers any visible stars become brighter, and the sky in the city appears as it would in the countryside as its brightness dominates any light pollution from the urban center.
Path to the Heavens: Emily waves her wand in the air, forming a path of light that her and her companions can move across with increased speed, allowing her to give her teamates additional mobility or 'launch' them through a slide at their opponents.
Star Shot: Star Heart points her wand at an opponent, firing a simple star from it (like Kirby) at their opponent. Not the most powerful of attacks, but it is a simple defensive maneuver.
Starfall: Star Heart calls out to the heavens, waving her wand towards the sky. Only able to be used at nighttime, this ability causes for stars to fall on hostiles from the heavens, dazing them in a non-lethal manner so her allies can move in to finish them off.
Heaven's Shield: Able to be cast on herself or any ally, a band of stars surround the person who this power is casted on. The stars will surround them, automatically shooting off to deflect any blows/shots any attack any minor hostiles who come nearby. The stars however can be overwhelmed, and they are generally better at blocking blows of a medium size - not so large in number that there isn't a sufficient amount of stars for defense, and not so large in size that they will simply be pounded through.

History with Justice Heart: Born into the same household of a police officer as her younger sister, Lucy, Emily had a good upbringing. She wasn't rich, but her parents were at least just and fair. When she turned thirteen, she became a magical girl - at the time she'd been obsessed with astronomy and seemed to be on the path of working at NASA or a similar job. A mid-range caster, she tended to tie the area between the supports and the brawlers together and keep the team as a cohesive whole. It wasn't long before Emily introduced Lucy to their group, and soon afterwards she gained powers.
History after Justice Heart: After they defeated Dollmaster Katherine, Emily's life seemed to be going well, the girl having an incredible interest in biology and similar subjects. Three years later though (17), Emily banged one of the other magical girl's brothers in a school staircase - not only did it anger her friend, but it also resulted in her having a child (Mary) and being kicked out of the house soon afterwards. Her life decisions - especially regarding men - haven't improved since them, but now that her daughter is 16 and just starting in the world on her own and Emily just wants the best for her. She's moved up to managing a fast food joint, and although the pay isn't excellent it IS a salary. She reminisces back to her childhood and her companions, but would do ANYTHING to protect her daughter, who only is somewhat aware something odd is going on with her mother. It's for her own good.
Though no matter how much she reminences, she cringes at the old costume she used to wear.
Relationships: Generally, she is too busy taking care of her daughter to have just time to deal with the normal magical girl business - as she's getting older though, Emily finds her time freeing up just a bit more than before.
Lily (Little Sister) - Estranged from each other for a time, now her little sister moved into their small apartment in a bid for additional independence from their parents. Her daughter viewed Lily as a 'big sister' the few times they met in childhood, although has a bit of difficulty taking the 12-year old seriously.
Mary (Daughter) - Emily's precious gem, Mary is a girl turning 16 this year. She likes to do things typical teenagers enjoy - including listening to the new garbage music that has come out, talking with her friends about boys, and bemoaning how she doesn't have a car quite yet. Truly, it is her dream to be able to drive her own vehicle rather than rely on the generosity of some of her more well off friends. She hopes to become an accountant, not out of passion for the field but out of the hope of having a consistent and workable income. She dislikes her families poverty, although tries not to blame her mom too much for their financial situation.
Alice (Fellow JH Member) - When the pair was college aged they may have ... experimented, a bit. It was fun and games, but ultimately Alice was too much of a womanizer to want a relationship and Emily couldn't see herself living forever with her partner being a woman.
The thirteen year old girl spun in a circle, her skirt flickering in the wind as her teammates surrounded her, joining their powers together in a final, cataclysmic moment. Their staffs, swords, wands, and other magical implements touched together as their power cojoined - their previous conflicts forgotten as their realization that they must work together to defeat thier foes physically manifesting as a great, magical power! Spirals of green and blue circled around their foe, containing him.
It was over, but the girls looked at eachother. "Friends forever, yeah?" They all nodded and cheered eachother on, smiling. The futures for them would be bright and wonderful!
At least if Emily hadn't gotten knocked up by one of her friend's brothers at 18, if her little sister Lucy didn't remain eternally young and develop crippling alcoholism as a result. Some of them managed their teenage years well, and instead became slaves to the 9-5 work shift or wasted away their days in a lustful and unhealthy pursuit of other women. Some of their group was a bit more successful, but the reality was that most of them had grown apart from each other, as most children eventually do.
The Setting is San Fransisco, a large metropolis on the Western Coast of the United States. In this case, it is more or less acting as a placeholder for 'large generic city' that can suit our purposes as we need it to. I don't think there is much more to say here, as the focus of this roleplay is not on the city itself.
The Powers Themselves I'm not going to try and restrict too much here, but in short every aspect of the powers your magical girl have should be able to be flavored in such a manner that it could show up in a PG children's show of this genre, like Tokyo Mew Mew or Sailor Moon. When I say 'flavored', I mean that it should be able to displayed in such a manner that it would follow that rule. Justice Heart's original adventure was closer to Tokyo Mew Mew than Madoka Magica.
That doesn't mean it can't also be 'flavored' towards being a bit more serious now that the characters are older. As an example, a being who granted you powers and forced you to be eternally a child as a price may be something that could appear on a PG TV show. But in a more serious context, it has serious life-ruining social implications. Something like Airbending has the ability to easily appear on a PG TV show, but an adult could easily figure out how to force someone to choke to death with it. Something like stabbing yourself repetitively to send blood out to attack your foes would NOT be appropriate, given that there isn't really a way to display that in a PG manner.
Why doesn't anyone recognize us? The girl's identities, unless revealed, are hidden. How? Well, when a Magical Girl transforms, people's ability to link the face they see to the person behind the face is distorted - only those closest to the person might think they seem familiar, but not over television - it would have to be in person. The usual transformation process also confuses people, as the costumes (same as they had when together as Justice Heart) look drastically different than what each of them would wear day-to-day.
You can still let people know by telling them, and obviously transforming in front of them will make things apparent.
How many Magical Girls are there, and where do they come from? It is well known that Magical Girls exist - however in a single city there has never been more than one group, and they only seem to appear when a supernatural evil is about to or has arisen. Magical Girls also can introduce their friends to the group - and although the girls probably don't directly grant the powers those who do take notice and typically approach them - whether an item, a stuffed animal, or simply the force of justice itself grants the powers, being around other magical girls and knowing their true identities seems to vastly increase the chances that you'll become one too. It seems by the time they reach 20 however, most of the girls retire from questing and settle down with the supernatural evils being destroyed.
