(Joan- her office at River City Academy)

It was the start of another year at River City, and Joan Reynolds, better known to the world at large as Artemis, was watching the new heroes-in-training pass through. Last year had been pretty good, and the Academy had grown quite prestigious. There were still problems, though. Tops on her agenda was finding the location of this mysterious Blackwood Academy and shutting down the flow of new supervillains. She sighed, putting those thoughts out of her head. Today was about optimism, not dwelling on failures. She went out into the main hallway, greeting students and generally getting them used to her presence.

(Anita- River City Academy main entrance)

Anita walked into River City Academy for the first time, rather in awe. There were so many heroes here, and most of them probably had actual powers, not just a skill with devices. She looked up at the ceiling, which had been painted with a massive mural of famous heroes. The Dragon, Maelstrom, and Mr. Majestic, just to name a few. She wasn't worthy of being among them yet, but who knew, maybe someday she'd be up there. Or at least a bust in an alcove.

(Iris- Blackwood Main Entrance)

This was it. Her first day at Blackwood. Her first step on her plan for world domination. Admittedly, she wasn't sure what step two was, but one thing at a time. She looked over her fellow evildoers with a critical eye, sizing them up as best she could. It never hurt to get the measure of your rivals, and she was sure there would be very few friendships made. The very nature of the business saw to that.
@Larfleeze Sorry I missed you. Yeah, ten seconds is okay.
@Mr Allen J A few skirmishes, but nothing more.
@Nightknight Let me see what you've got, first.

@Mr Allen J A cold, calculating monster... and a Saturday morning cartoon villain. Nice balance. They're both accepted.
@Dirty Dan I can work with that
@CloseEnough Oh, boy. On the one hand, I am very leery of reality warpers for obvious reasons. On the other, you've nerfed it about as far as you can. I am going to say accepted, but I will be keeping a very close eye on her.
@BlackPanther glad we could work something out. Calvin is accepted. Oh and if you want to give him an alias, how about "Flash Lite"? We all know who he's based on, and I, at least, am a sucker for truly awful puns.
@BlackPanther About 250 mph at sprint is good. Fast enough to have a clear superpower, not fast enough to dodge bullets.

[@@BreakingMe] Nice character, and an interesting power. Accepted.
@Mr_Pink That's just what I was thinking. Charly is now accepted.

@BlackPanther Yes, the speed has to be toned down. That's the only problem, but's it's such a big one I couldn't let it slide.
@Mr_pink Will is fine as-is. Charly's life-shot seems a little strong to me though. Have it come with a drawback of weakening her some way (that life energy's gotta come from somewhere) and she'll be good too.

@BlackPanther I don't know if you saw the interest check, but I'm looking for heroes on a Spiderman sort of level. Speed of light is ridiculously OP in such a setting, and for that reason, Calvin is not accepted. I will admit that the rest of the sheet is good, however, he just needs to be toned down.

@Kingfisher: Very good for a head villain. Accepted

@Mr Allen J: Always gotta have a tank in there somewhere. Accepted

@Larfleeze: Pretty good, but I'll ask for his power to come with a cooldown time so he's not just unhittable. Other than that, it's fine.

Also, Kingfisher and I are the only two to have made villains. We need moar evil!
