Let's compare the two scenarios side by side:

A gun is drawn. -> The gun is aimed. -> The gun is fired. -> The bullet travels at its stated feet per second, giving you no reaction time.

A sword is drawn. -> The sword is aimed. -> The sword-wielder moves to melee range. -> The sword wielder attacks.

Do you understand the disparity?

Except it isn't. Your concept does not translate adequately into this scenario.

In order for your stated scenario to work, you would have to immediately move at 250 feet per second in a direction that you are swinging the sword.
Human-level restrictions on neural processing are something you have not taken into account. In order to react to something, you will require approximately 0.33 seconds to process any sufficiently complex reaction (i.e. one that utilises the CNS over simple motor neurons).

Given the nerf, this is still not enough time to adequately react to a bullet being fired at you. You will be hit before you can react to it. Complex reactions - such as processing someone firing a gun at you - may take more time. Even if you have "advanced senses", your body still has an inherent lag that cannot be bypassed due to the process of using neurotransmitters and the nerve impulses themselves requiring this baseline of time to complete.

If you think that guns are remotely balanced without restricted projectile speeds in combat, you have not been fighting properly for the past <insert time you have been fighting here>. You have been writing prose.

@Leonstar0: I'll answer what I can, but it'd be best to seek clarification from @Innue on a couple of these things:

Crystals act as catalysts - their have an inherent energy pool that individuals can use to bolster their own spellcasting to create new/more powerful effects. They are not common, and as stipulated in the intro, they are largely kept under wraps by the government. Public use would be almost unheard of due to the government controlling the crystals very closely.

That weapon would be fine. Imagine it like this: Humans have mana, but not enough to inherently cast a lot of the available spells. The crystals provide that mana, not the spells. Crystals do drain over time, as their pools are not infinite, but they recharge. Your character must be able to inherently cast in order to utilise a lot of this power.

The inscriptions serve as primers for specific spells. Mana will flow through the inscription and cause a given effect based on the inscription. (Side note: This is the process that Glyph is able to force onto a crystal.) So, no, the inscribed items are not inherently magical.

I am not sure on the state of Fey etc. That is a question best answered by Innue.

And demons are not inherently "evil", no. Most are simply mindless, and their instincts are malevolent. The more intelligent demons may not be evil, but as a general rule, a lot of them are. I believe there could be neutral demons, but specific examples are better answered by Innue.
