Your argument presupposes three things:With regards to the first two points, the OP says that the GM is still undecided on those two points, so I personally do not feel it is wise to come up with an idea that would be screwed over if they elect not to admit one or both.

Possibly interested, if I can think of an idea. Unfortunately, the only magical girl series I can think of that I've seen/read are Cardcaptor Sakura (and Sakura would probably be kind of difficult to play with monsters that actually need to be fought and killed) ...

Unless multiple people have problems with it, I don't see why they shouldn't be allowed. If you want to RP a Magical Boy, or an OC, or maybe even both, then go right ahead!

It's not just that she hasn't fought enemies like normal magical girl teams, the one time at the point I'm up to in the manga that she fought something that wasn't a Clow Card, she wasn't even willing to use an offensive card against it. And um, I had a friend try to write her in a crossover RP before. They ended up having to come up with excuses for her to not be around whenever an action scene showed up because it was out of character for her to fight with the intention of killing something.While it certainly puts her out of her element, I don't think it'd really do it in a good way. If that makes any sense.
