Yes, I control all successionist/anti-government movements (except the CSA) and all NPC nations. However, they will only launch attacks that occurred in the OTL, and sometimes not even then if it doesn't fit/make sense,

Changed Mosquera's escape to Antioquia, which ended in him being captured, to him going to Santander. If you don't mind, that is.

@Byrd; yes, three war orders. Use them wisely.

@Giant; thats fine. You get four normal orders. If you recognise the opposition as being a war, you also get three war orders, but it could give your enemy some legitimacy and other nations might recognise them as the rightful government. Plus, your people (and people in every country, in fact) don't like being in a war, so watch out for that.

Not to mention that Brazil hasn't exactly done away with slavery themselves at this time. It wasn't fully abolished OTL until 1888 with the passing of the Golden Law.
