Speaking of obscure Japanese media, how 'bout some Ultraman?
Full name: Mobius
Brief Bio: In the distant Nebula M-87, known to its inhabitants as the Land of Light, there resides an enormous structure of crystal and alien metals. This is the Ultra Garrison, an ancient and eternal citadel that serves as the base of the Ultramen, a race of aliens distantly related to the Tokustar in the same way humans are related to bears.
The Ultra Garrison is a sort of precursor to the Green Lantern Corps, serving to protect the universe from tremendous threats- be they eldritch horrors, the tremendous wildlife of M-87, Trigonic Fiends, or Galactus himself. They have stood their vigil for as long as most civilizations can remember, led by the Father and Mother of Ultra.
Mobius is a recent recruit into the Space Rangers, the Ultra Garrison's field agents. He has floundered through basic training, but managed to pass. The Father of Ultra, however, decided that he is still lacking in certain qualities that anyone bearing the title of Ultraman must possess. In order to prove himself worthy of the Ultraman title, Mobius has been assigned to shadow Earth's young heroes and learn from their example.
Abilities:
the Ultramen are a unique species, though similar to the Tokustar in many ways.
* Size- Being a young Ultra, Mobius is only about ten stories tall. However, using the Ultra Brace, he can change his size to a more average human height.
* Mobium Beam- Ultras, like the Tokustar, are capable of firing blasts of energy. The blast of an Ultra, however, throws in a sort of chemical chaff that varies in composition between individuals. Specifically, the "Mobium" in his blasts gives them a golden glow. Can also be used to form a shield.
* Hide- Ultras are from a planet with similarly sized wildlife that has sharp predatory instincts and horrific tempers. Because of this, they have developed thick, flexible hides that absorbs blows and negates a lot of damage.
* Telepathy- Ultras are natural telepaths, able to communicate with each other over interstellar distances. However, their telepathy is much less versatile on species with different neurochemistry, limiting it to creatures they know the location of.
* Atmosphere- Earth's atmosphere does not contain enough oxygen to support Ultras in their normal form. Because of this, Mobius can only stay in Ultra form on Earth for a few minutes at a time.
* Temperatures- Ultras are from a planet bombarded from all sides by light and cosmic rays, leaving it quite hot. Because of this, they are less affected by heat and fire, but sufficiently low temperatures can slow them down or send them into shock.
* Lifespan- Ultras have absurdly long lifespans, with the oldest members of their species recalling the formation of planets.
* Ultra Brace- A device given to all Space Rangers working for the Ultra Garrison, the Ultra Brace allows them to change into a member of a species suited to life on their assigned planet, as well as alter their size.
* Human Form- Mobius, through the Ultra Brace, can assume a human form. It's not based on any specific individual, but rather on a combination of facial features from humans that Ultras have dealt with over the years. Injuries sustained by one body will affect the other.
Personality: Ultras are allowed to choose their own soldier names- Mobius' friends Max and Galaxy named themselves for their potential and love of the stars respectively. Mobius chose his name because of the Mobius Strip. He's not quite sure why the strange shape appeals to him, but he finds it striking. As for behavior, Mobius is quite awkward. He's only been on Earth for a few days and is still getting the hang of the finer points of his human body's anatomy, and is honestly floored by human society and its lack of structure compared to the Ultra Garrison.
Appearance:

his human form. The jacket is from a team of operatives called "GUTS" who have taken to supporting Ultraman Tiga. It's insulated for high-atmosphere travel, but Mobius seldom takes it off- Earth is freezing cold, after all.
Galaxy and Max- Mobius's friends and comrades. Went through basic training with him.
Ultraman Taro, Commanding officer and Mentor. In charge of training most new recruits, including Max, Galaxy, and Mobius.
Ultraman Tiga, Ultra assigned to Earth, mentor. The first Ultra to come to Earth over five thousand years ago, first sighted by humans when fighting Godzilla in New York.
The Father of Ultra- head of the Space Garrison, second most powerful of the Ultras. Has fought both Trigon and Galactus previously.
The Mother of Ultra- head of the Space Garrison's Silver Cross Science Corps, Father of Ultra's wife, third most powerful Ultra, and one of the most powerful healers in the universe.
Notes: Mebius was a Japanese approximation of Moebius, so yeah, ended up changing it to Mobius here.
