I'll take you up for Client state.And Sini and I were working up a deal where Holtland is a former colony; the refugees of a Sturvian invasion of Bachenburg, the original country the Holtish fled from. So they were probably working for your guys during the last war as well. It is up to you which parties in the parliament the Resian government currently supports and wishes to encourage. Most notably, military leadership is corrupt, and therefore easily influenced by outside groups. How you wish to play that is fundamentally up to you.

(Far from populated areas, as evidently Resian sailors love to carouse on liberty.)Klassen Rock/Mesaflores is the oldest settlement in Holtland, and probably makes for the best possible place to stick a naval base in Holtland. It also happens to be the most vital arts and bar scene in the country anyway, as the place gets a lot more rednecky as one moves into the interior. On the downside, it's got a lot of Vatalans living there, potential guerrillas, though they don't mess with Klassen Rock too much because it's a good place to deal with foreign agents. So the place ought to be swimming in agents.

@HeySeuss I do believe Senor Herp has been pretty intent on playing such a state, if his OOC posts are any evidence.Sounds good then. We essentially need to work out a world history that makes sense, probably among Senor Herp and the superpowers, and then the rest can sort of add themselves into that narrative or figure out what they were doing during the war.
