This is a reboot of a reboot. I spent the last 10-15 minutes trying to find the old thread using the wayback machine, but I can't find it. Maybe people reading this knows of the original/subsequent remakes and how to get a copy of the OP. Oh well. I think there were even mentions of districts and what not. Anyways, more to the point:

Essentially it's a gritty realistic world, like a metropolis plagued by crime and corruption. The protagonists were vigilantes comprised of a diverse range of folks, from average joe's with ski masks and revolvers to socialites with resources and a moral conscious; however, they weren't laser-beam shooting humanoid aliens sporting neon tights (though your costume is really just personal taste), these were regular people living in a dark uncompromising city that decided to take the law into their own hands. Bullets kill, not all "bad guys" are "bad" guys so to speak, and choices were morally questionable. I think there were about an even number of people playing villains and vigilantes.

Keep in mind that you don't have to have a character with a gun, and you don't have to have a character with a clear goal or "side." There is no black and white in Carcer City, just lots and lots of grey. You can be a good cop, bad cop, a rising star or corrupt official, private detective, crime boss or trusted triggerman, a vengeful postal worker or a bored billionaire. They just need to be presented within the context of an unflinchingly brutal world. The more diversity in our characters the better; I'd like to see a violent love triangle between cops, criminals, and vigilantes.

While we can certainly push the boundaries for the sake of intrigue and some stylistic approaches, I wouldn't want to be toning people down from an alien-cyborg escaped from Area-51 to a dude with a cyborg arm. A cyborg arm is already extraordinary, albeit I wouldn't mind it if one initially approached the character with a convincingly grounded concept, but if I had to strip it down to a roboarm from a non-human, I'd be a little skeptical as to your responsibility with that kind of a stretch. What I'm trying to say is: keep it based.

Remember this is supposed to be a dark and gritty world, so it'll be much easier to kill than pull a Batman/Superman no-kill policy. On top of that, killing would have an emotional effect on your character too and they aren't immortal in the physical sense either. If you get cornered by 20 guys with guns and you've got nothing on you, please don't beat them all hand-to-hand without breaking a sweat or a single one getting a single shot off without bad-guy aim. If you get shot in the arm, please don't be arm wrestling Russian muscle next Tuesday (unless you have roboarm). I'm not gonna say you can't fight 20 guys on your own because you may very well write it in a perfectly plausible way, I'm just saying... keep it based.

I'd like the story to go beyond crime-fighting action towards a layered story about people and how twisted their lives become as they descend deeper into the criminal underworld of Carcer City. Maybe your character becomes haunted by their well-intended deeds and slowly spiral into a homicidal psychosis, maybe they regret their life choices during a midlife crisis and attempt to subversively disrupt crime rings from within. Either way, I'd like there to be a healthy balance between action and character development.

As a GM, I'm a pretty chill guy, and I'd be open on people taking high positions, controlling important NPCs, having multiple characters, and even post limits. I'm not gonna be a stickler if you're struggling to get more than a paragraph or two out in a string of action-oriented posts, especially if it means moving the plot or scene along when other PCs are involved. As long as it's well written (to advance standards) and appropriate for the situation; however, dialogues with other PCs might be better planned in PMs for convenience and post consistency.

So yeah. Anyone interested?

I'd format a formal OP for the official thread. Also, bear with me because I haven't used the forums since before the restart, I'm just learning the new features.

Glad to see some interest. And yeah, we've just stolen the name. It doesn't really have anything to do with Manhunt/GTA.

Not at all. I was using it as an example of pushing the boundaries. I was basically trying to say doing something like classic comic book superhero would not work for this kind of a setting. If you could write a convincing explanation for why a character might have such a high-tech prosthetic on the other hand (as compared to being completely cyborg), it might be more reasonable but even that is a stretch and, again, it would have to be very convincing. A prosthetic robotic arm would definitely be pushing the boundaries and unless we're talking about ion cannons popping out of your forearm, it is technically a real modern-day technology.

I'm really not expecting to have more than one person who has some strangely extraordinary advantage like that. This is definitely a modern day setting, and the most high tech weaponry available to folks wouldn't be anything higher than military grade equipment. I always keep an open mind though, as some people may be able to skillfully approach that realm of extraordinary circumstances.

But soooooo... like questions then: what do the vigilantes know of each other personal lives? And what kinda 'underground subversive system' are they using to keep in touch and gather goods and message each other in underground subversive system secrets shhh? And is this... "contained?" Like for story sake, we dun have to worry about anything that happens in the rest of the world, right? LIke within reason, right?

Sorry, I completely missed your question before. The vigilantes aren't organized, there's no official league. If you want to form something like that within the RP, it's a good plot point to move towards. You can certainly collaborate with other RPers on meeting up and that sort of thing, but unless your characters come from the same occupation/background, have very public/infamous positions, or you've worked something out beforehand, no one in the RP will automatically know each other; and your characters would have to develop those secret communication methods themselves.

Contained is within reason, yes, I'd say that's an accurate description. If, for example, someone kidnaps a diplomat or VIP, the FBI will most certainly be involved. Of course the FBI can be bribed, however, player characters may not always be so easy.

People can mention tidbits about politics or things going on in the world if they want, but generally they won't have any substantial effect on Carcer unless we agree upon something maybe in a timeskip or some such thing. If, for example, a villain tried to acquire a nuclear weapon, well... first of all that would be a stretch, but secondly it would definitely warrant intervention by the cavalry and I don't think any amount of bribery could influence that level of security.

So unless you specifically want to bring something in for sake of story from outside of Carcer (cartels, supply lines, backup characters, other resources, etc), generally speaking there will be little effect.

I'm interested, but my RP schedule already has a lot of "superheroism" so I guess the question to ask is what makes this one stand out, how strict are you on CS's, and what are you looking for beyond citizens in the city (anything specific, etc).

Well I would firstly say that it's not a superhero RP at all. It's a much grittier, realistic take on the vigilante theme. There are no super powers, it's a world in which you'd be lucky to dodge a bullet. I should also mention it's definitely a mature RP, there are no limits to how dark you can get (within the site rules).

On the CS: If they're reasonable and well written, I usually don't care if they're not filled out to the tee (feel free to be as creative with the format or include things I didn't ask for). I'll probably only pull the GM strings if you're going over-the-top with your character (e.g. the oft cited cyborg). I'm a pretty lax guy so I'm open to a lot of different ideas. People can take powerful positions or start as nobodies, it's up to you guys really, as long as you write it well and with the intent of making a good story, not just as an e-prick measuring contest.

I mention a couple things in the OP like the fact that you can really play anyone you want, and I encourage you to do so. I'd honestly like to see a variety of characters beyond vigilantes and criminals, cops were mentioned, as were officials. It might be interesting to see journalists, private citizens or other characters from the private/public sector who could weave themselves into the plot somehow, and I'm always excited to see someone interested in unique roles like that, but they're not vital to the essence of the RP so I'm not gonna put a quota on that.

I'm using the term very loosely here, since "mystery men" is dated as hell and "vigilante" is too vague. I understand you are going for a "realistic" and "cynical" approach. ;)

But anyway, I'll see where my mind takes me. I have a few old vigilantes, criminals, and civilians I haven't gotten around to using.
