@Lucius Cypher
I was assuming Dunk Master went Outlaw because I thought Sweepers mostly hunted outlaws or anyone who was being a problem which would mostly be outlaws. It could've been that Dunk Master got an outlaw declaration a while before he got close to levelling?

Sweeper policy is difficult, not helped by the fact that there's no formal doctrine.

Generally speaking, Sweepers attacks Outlaws. If you name is red, you're an enemy, regardless of your guild affiliations, or even if you're a Sweeper yourself. That being said, the hits that Sweepers like Arms Slave is sent are typically for players who are notorious outlaws, people who have been a real nuisance and need to be brought down a peg.

Of course, it's also obvious that these same Sweepers can also serve as hitmen and assassins by the Erasers, attacking anyone they feel has slighted them in any way. Additionally, not all "Outlaws" remain outlaws in Deep Ground. As I said, those who have been pardoned or died lose their outlaw status, but that doesn't change the fact that some one found their previous activities to be annoying, and the Sweeper will continue to hunt down that outlaw until they no longer need to. Even if you or someone else kills Dunk Master, it's not over with his first death. You have to report his death of course, but the client might not be satisfied with just one death. So you need to keep killing Dunk Master, again and again, until you get orders to stop.

For Rocket Lancer he'll need to report his kills to Arms Slave, since he's the one who doles out orders on who needs to die. Arms Slave will then drop his messages off at dead drops where eventually someone would pick up the message, and then message Arms Slave for the reward for a job well done. Yes, Sweepers do get paid for their services, though some Cleaners (Which Arms Slave is) takes advantage of the self-proclaimed vigilantism of the Sweepers to reap the rewards for themselves while the street level Sweepers (Like Rocket Lancer) would just have to settle for the minor EXP reward they get from the act of killing. Arms Slave doesn't do that though, cause he's not that much of a dick and respects his subordinates.

TL;DR - Forget about Dunk Master you won't find him until later, he's an Outlaw as of right now, go play with everyone else. Being a Sweeper is more complex then I let on.

*Arms Slave bear hugs Flan, immobilizing her, fellow outlaw sniper gets a headshot. does this work?

Wait, I just realised something. Assuming Kitten uses the outlaw declaration on moon rider, can't moon rider just pardon herself?

Yeah, as long as it's not in some safe zone, like a town or something. This is a game meant for PvP, after all. Not really sure what an Outlaw declaration is even for. Does it grant bonus xp for people who use one or something?

@Scarifar Apparently, an outlaw token is for non guild war pvp

@Lord Santa the better question would be if the black king uses on herself. Using an outlaw thingy makes you an outlaw and allows pvp between you and others.

If I'm not mistaken an outlaw declaration says you can attack people who are in safe zones as well

You need the Outlaw Declaration to do damage against another player as well as affect them with non-support skills, but yes, that's possible. Arms Slave could grapple Flan if he's within arm's reach, but he won't be able to harm her, nor could he affect her with the Chain Catch unless she's his enemy. This allows for violent slapstick. Otherwise he'll need to be a bit more creative.

Sort of. This game does promote PvP, yes, but that doesn't mean it can just happen all the time. Plus this way one can worry less about friendly fire; you can send your warrior to fight against a big boss dood while your mage rains destruction, and as long as neither are outlaws the mage's magic won't harm the warrior. If one or even both are outlaws, friendly fire is active even if they are allies. Something of a "hard mode" for pro players.

The Outlaw Declaration is used mainly by players who cannot obtain any more EXP from fighting Dissolutions, so they've turned to hunting down players. Being an Outlaw also increases the EXP you drop upon death, making life as an outlaw risky but profitable in it's own way. Lone outlaws don't last too long since they'll get swarmed by mobs of non-outlaw players looking for easy EXP, but gangs of outlaws are harder to tackle without dying from their own numbers and abilities.

Yes, technically a guild master can grant herself her own Pardon. It's good to be king.

Yes, this allows you to attack players even in cities (Where dissolutions usually can't go through either due to NPC guards or players), but not in Sanctuaries (Where you respawn). Of course scummy Outlaws spawn camp, so take that into consideration too.

Alright, time to get my nerd on.

It would be reasonable to assume that at least gun physics work very similarly to real life, as deep ground is pretty central to real life and having knowledge in real life can give you an edge in Deep Ground. That would mean that, depending on the rifle, the range varies. Some snipers would go one kilometre, others less.

I'm pretty sure you can trust me on this, because I have a bit of experience with how Windel and Lucius work. Confirmation might be nice, but it should be fine.

The other alternative is to find the RL addresses of the non-posters, kill them all, and voila, suddenly, you would have received every living player's votes!
