Has any progress on this been made at all, out of curiosity? It doesn’t seem very organized or far along, which I’m slightly lost to be honest.

Anyway, addressing the issues I see in this thread (if there’s any others, or you’ve gotten more developed than I thought, feel free to update me on
this thread) are listed below.

Even if there's a small group interested, you actually start to flesh some of the key worlds and the mechanics of how this all works.
A few questions that came to mind are these:
How does the multiverse work?Outside what you already wrote up, this ranges from how PCs are able to intertwine and reach each other to how a world becomes entangled with the current war, and what happens when that occurs.
Does the warring groups still play by Ao’s rules to the letter, or are there smaller scaled ops shenanigans happening in the background such as assassination attempts on key VIPs, interference over supply, covert missions, etc to gain the gate rights? Any these can easily start off as a non conflict then swirl into a brief or big mini war should something go wrong.
Other things to consider is if there’s going to be a single, interaction purely thread(s)? One where roleplaying, storyline, and more happens and when a fight scene happens, there’s an intro to the fight that includes a link to the arena fight? Is each world going to have it’s own thread, making this Multiverse into a sort of a mini forum within a forum? Mainly the reason I asked the last one, is so that way individuals could create PCs, stories, and even visit other worlds created without literally having to scratch through the other stuff happening. If that’s the case or an option, consider making a world template or basic description you could fill out then insert into that OP giving the gist of the world should an Arena Player want to create a PC for it.
Is there a center place, world or something that all the worlds connect to? A place that if an individual found their gate, they could easily travel through and end up there where they became educated that by activating the gate, their world is now free game.

hahahah. Maybe its because it seems structured around a war, if I'm not mistaken. Or rather built off one, similar to an RP, so people may think they are stuck in that sort of structure.
I think the MV would work better with a little less structure. Couple places like the HQ, to build character interactions, and let the fights settle it and build from there. Keeps it simple, and let's people build outside of constraints of trying to tie things all into the given story.
Less structure isn’t always a good thing because you lose the continuum and end up with more problems when you try to piece together the history. Not saying it’s not possible, but rather difficult, especially when or if newbies who want to do their own thing come in. It also makes it harder on those in charge to order things and make them run smoothly unless you’re wanting everyone to run their own stuff all the time. Again, problems with that too. That can also be rather messy as well when people vanish, became too busy, and worse lose interest, you have massive worlds that really have little to no info on them outside IC because some people don’t type their info down. You would be forcing newbies to have read the IC in order to understand a world they want to be apart, a negative on the free form front, and prolong their PC creation as well as risk interest loss. Especially when there’s several pages to that thread in particular and even less fun when you have to go on a search and find for that storyline in a thread that holds all the stories.
As for the war bit, since Ao, from what I read, condensed the war efforts into smaller battles than the war’s influence is much smaller because you don’t have armies trampling around your world until you’ve actually lost. So the aftermath, in a way, is still pretty limited save for those that have been engaged in it for a while now. Which can be a fun aspect to explore with both your PC, as well as others, when it came to resisting the invading force. Mainly if the world has resources all three opposing sides need or want.
Also, on a last note, slightly interested in this but let's see how you answer those bolded questions first.
