Based off of the renowned DL-44 and built during the Clone Wars, the DD-89 was intended to arm insurrectionists on the colony moon of Zoska, an occupied Republic world deep in CIS space. Capable of downing a B2 in one hit, the DD-89 also had an ‘overcharge’ mode that would allow the user to defeat a Droideka with a couple of solid hits at the cost of extremely high power consumption and significant wear on the blasters internals.

Unfortunately for the Zoska Liberation Front, the weapons only managed to reach significant production at the wars end. Imperial forces took control of Zoska soon after and confiscated all stockpiled arms, but not before at least a thousand DD-89s were sold off-world.

Skills:

• Slicer – Despite a lack of formal education, Ceva has knack for playing with computers. Before circumstances required her to leave, she’d developed a quiet but well regarded reputation.
• Acrobat – Growing up on the streets of Nar’Shaddaa she quickly learned ways to evade those that were larger than her, and how to slip through tight places for her own needs.
• Gunslinger – A blaster is the only thing you can truly count on. Ceva learned this young and took it to heart. Between her own skill and her cybernetics, her blaster is almost an extension of herself in a firefight.

Abilities:
{Force Sensitive} – Though she is unaware of her connection to the Force, it none the less underscores much of her other skills and abilities. She’s always been a little bit quicker on the draw, a bit faster to notice things, stuff like that; just enough to give her an edge.
{Off Hand Targeting} – Thanks to her implants and the sight on her blaster, she doesn’t always need to be able to see her target to hit it. Very useful for firing from cover, or in poor visibility.

Weaknesses:

• Egotistical - Thanks to that edge her Force Sensitive nature give her, she has a tendency to see herself as superior to those around her
• Sociopath – Living neck deep in the violence and crime-riddled cesspit that is Nar’Shaddaa, she has little regard for those that aren’t her.
• Greedy – To be safe you must have power, to get power you need credits; words her lives by.

History:
Ceva grew up amid the decaying spires of Nar’Shaddaa, and Nar’Shaddaa is the type of place where you either grow up mean, or you don’t grow up at all. Fortunately, for Ceva at least, she was both mean and smart, so despite finding herself on her own as a child she managed to carve a living for herself out of the rubble.

From roaming with the near feral packs of orphans, urchins and other strays, she quickly found herself moving ‘up’ the criminal hierarchy of the city-moon, either as more powerful ‘bosses’ noticed her…or as she removed competition so they would.
Though she lacked any formal education a succession of bosses realized she was too sharp to be left as an illiterate hooligan, and so over the years, that defect was rectified. Though unaware of her Force Sensitive nature, it still underpinned her natural talents and made her a quick study in most anything she learned.

By her nineteenth birthday she was working for a mid-level Hutt named Rerdogis as an up and coming Lieutenant in his cartel. She ran several small but profitable smuggling operations for Rerdogis across the Outer Rim, offering her services to anyone how interested, as long as Rerdogis got his cut of the action.

That lasted for all of about eight years, before the operations, and the credits she’d personally built up from her own cut of things, all vanished during a bout of instability. During the confusion a rival of Rerdogis’ ambushed the Hutt while he was on his way to a meeting with several of his allies.

With Rerdogis dead, his rival Glordo the Hutt, began cleaning house and Ceva had to run with little more than what she had on her person. Taking passage on a freighter whose captain owed he a favour, she bounced around a bit before winding up on Maldra, once again almost completely broke. So far life on the backwater world has been rather uneventful…aside from being accosted on two separate occasions by a spiced out Twi’lek trying to serve her alimony papers of all things; she’s only been married once and that was under a fake ID…and her ‘husband’ is long dead, of that she is most certain.

CT-2323 "Syo Marrver [+]

Name: CT-2323, currently operates under the name "Dr. Syo Marrver."
Species: Human Clone, using the Fett template.
Age: 18 standard years, but is biologically 36
Appearance: Syo has the same face and body structure as all other Clones of the Fett template, though in his nearing middle age, he's been showing the signs of the biological affects of the accelerated aging. His muscles aren't as defined or strong as they once were, his skin is more rough and wrinkled than before, and his hair and beard are slowly showing more and more gray with each glance at the mirror. To establish himself as a 'new man' after his retirement from the army, Syo grew out his hair from the regulation length into a more natural medium cut, with a neatly trimmed full face beard to round things out. He wears assorted rugged clothing under a doctor's coat, and when helping out the lawmen he throws on the breastplate of a set of old Clone Trooper armor, with a customized DC-17 pistol at his hip.
Force Sensitive: No
Skills: Syo is a trained medical professional, able to operate on both humans and an assortment of alien life. Syo was a combat medic during the war, and as such has a grasp on how to fight in both ranged and physical combat, though his age has begun to cause those skills to deteriorate.
Abilities: None
Weaknesses: Due to the advanced aging process of the clones used in the war, Syo's physical and mental condition is not what it once was, and having not served in direct combat since the end of the war five years ago, Syo is rather lacking when it comes to strenuous physical activity. On the mental side of things, his medical knowledge is still mostly intact, but he increasingly finds himself double checking his memory with a datapad or other knowledge bank.
Motivation: Syo's motivation in life is doing what he was trained to do, and that's keep people healthy and safe. He's set himself up as a sort of "country doctor" to the people of Haven, and tends to pitch in with the law keepers if they need an extra blaster or set of fists on their side.
History: CT-2323 was a member of one of the first batches of Fett clones grown in 32 BBY, and as such was on the front lines of the First Battle of Geonosis in 22 BBY. Serving in the 101st battalion under Jedi General Fadri Ban, CT-2323 got to see the horrors of the war up close, something he still suffers from to this day. The 101st was a siege unit, designed to fight prolonged battles against Sepatatist-held cities, in some of the worst conditions of the war. Syo saw his squadmates and their greater unit get cut down by blaster fire, shredded by artillery shrapnel, and succumb to all manner of illnesses and wounds under his care. The only constants were General Ban, and her XO CT-4210 or Sergeant "Badger" as he was nicknamed. The three of them grew to be close comrades in arms, something that CT-2323 now dreads to remember. During the siege of Serant, the capital of Neman IV, General Ban was wounded in combat, and came under CT-2323's care. It was during his treatment of his close friend that the command for Order 66 came into effect, and CT-2323 was entirely unable to resist complying. In an act of brutal efficiency, CT-2323 drew his blaster and gunned down the wounded Jedi Knight with no hesitation, a realization that only came to the clone after he had committed the murder. With the war at a close, and the Republic now fully reorganised into the Galactic Empire, CT-2323 and the other first generation clones were steadily given honorable discharges, the Empire citing their advanced aging as a need to retire the soldiers. CT-2323 took this as an opportunity to get away from his past. Changing his Identity to that of Doctor Syo Marrver, he travelled to the Outer Rim, to get as far away as he could from the Empire, the war, and everything else that brought back the memories. Now he lives his life as a local doctor and part-time lawman for Haven, and though he believes he has left his old life behind, patients who have spent the night under his care have claimed to hear him mumbling something about "following orders" in his sleep.

  Beskar’gam: While many Mandalorians wear the armor of those that came before, part of Elias’s proving of himself was to forge a suit of beskar’gam for himself, something that was neither quick nor easy. Having been forged from scratch, the armor takes on some of Elias’s personal preferences and is much more rounded than traditional Mandalorian armor. It’s helmet is outfitted with a full 360 degree viewing camera as well as infrared and magnetic sight modes and a built in long-range communications device. The left arm bears a wrist launcher and wrist mounted flamethrower.
• JT-12 Jetpack-A compact jetpack allowing for high amounts of mobility. It also features a MM9 Rocket System, which Elias only uses in emergencies, as he’s typically paid to get the shipment to a location in one piece.
• Wrist Mounted Weapons-Elias packs a single wrist launcher on his left wrist, which is armed with a rocket launcher, flame thrower, and dart launcher. He only uses knockout darts.

  Vibrosword-Elias picked up how to fight with a vibrosword long before Clan Ordo adopted him and it’s his weapon of choice for close quarters combat, especially when faced with a lightsaber. It’s core is black when activated.
• Various Equipment-On top of his stable pieces of gear, Elias carries a variety of other odds and ends in pouches on his belt, ranging from spare power packs, of which there are about twenty, to a couple of fragmentation grenades and cryoban grenades.

  XS Light Freighter-While this particular model of ship, which is called the Nightengale Eclipse, is considered highly outdated, the previous owner, a Kel-Dor who lived far longer than he should have, kept it in tip-top shape and upgraded it as needed, making it one of the fastest ships in the galaxy. Elias has kept it in top condition as well and it even has room for extra crew should he ever want it.

Skills:
Between being on the hyperspace lanes from a young age and being adopted into Clan Ordo of the Mandalorians, Elias has picked up a wealth of skills:

• Mandalorian Training: Since joining Clan Ordo, Elias has learned numerous forms of both hand-to-hand combat and ranged combat, along with advanced training in sword combat. He was no slouch before, but now he’s a lethal weapon, armed or not.
• Charismatic: Due to the nature of his original and current profession, Elias has learned how to speak with such a silver tongue, the people listening sometimes wonder if THEY’RE the ones lying or mistaken. It’s also helped pick up beautiful women and relieve the rich ones of their credits. All the same, this man can talk himself into and out of trouble in the same breath.
• Ace Pilot: Having been in space for so long, flying a ship is something this smuggler can do with their eyes closed. He’s survived firefights with Imperial Star Destroyers and outmaneuvered entire squadrons of TIE fighters.
• Quick Reflexes: Being a smuggler, sometimes negotiations go wrong. When this happens, it pays to be able to pull your own blaster faster than the other party and be able to find cover in a short time. Elias has mastered this to the point where he could probably do it in his sleep (not really but exaggeration is a smuggler’s tool).
• Luguist: Due to the nature of smuggling, he speaks and understands a number of different languages, but is still learning how to speak Mandalorian, so he's not the most fluent at it.
• Swordsman: Elias was taught by the old Kel-Dor to fight well with a sword, just so that he wouldn't be helpless if someone kept him from drawing his blasters. He actually enjoys it, unlike most other smugglers.

Abilities: N/A
Weaknesses:

• Overconfident: Due to a number of things, namely how successful he’s been as a smuggler, Elias is overconfident and approaches every situation like he’s already won..
• Core World Accent: Despite spending years in the Mid-Rim, Outer Rim and Hutt Space, when Elias talks, it’s not hard to know where he’s from thanks to his accent.
• Distrusting: Having been a smuggler since he was young, his capability to trust anyone who he doesn't know well is basically non-existent. The numerous double crosses he's had to deal with growing up hasn't helped any to fix this either.
• Inexperienced Leader: His whole life he has operated as a loner, except in the rare cases he’s had a partner. So finding himself in the position of leader of an Enclave on a planet outside his comfort zone is a big change that he’s going to have to rise to.

Motivation: Proving himself as a proper Mandalorian and leader.
History: Elias Joranis is the son of two no-name industrial workers on the planet of Coruscant, the famous “center of the galaxy”. What the people who advertise Coruscant as this wonderful place don’t tell everyone else is that if you live anywhere but near the top levels, life is hell. His parents worked long hours to and earned crap for money while their son was forced to live as a pickpocket and con artist to pick up the slack. However, he found that swindling the rich to provide for his family was not only fun, but it felt right. All the same, at age six, he felt a strange urge to find something more to do with his life, but his parents had no desire to help, content with where they were, a sentiment he could never agree with. And so he began to search for a way off Coruscant and into the wider galaxy.

He managed to achieve this dream at age eight with the help of a smuggler, a Kel-Dor named Zorn Horu,where he learned all the tricks of the trade, and learned how to understand Wookies, Jawas, argue with astromech droids who thought they knew better, and numerous other languages so he wouldn’t have to rely on a protocol droid for translation. By the time he was 16, Zorn had all but given ownership of the old XS Light Freighter, dubbed the Nightengale Eclipse, and helped the young man hone his natural skill for blaster pistols and piloting into things that would help him survive. However, about a month after his seventeenth birthday, an unhappy client put a bounty on Zorn’s head that a Drunk Dug came to collect on, claiming to need the credit payout to feed his Gambling Problem. The Dug had brought some hired help and though the pair escaped, it was without harm to them. Zorn had taken a shot to the gut and with his last words, passed on ownership of the Freighter to Elias.

The young man, heartbroken, buried the Kel-Dor on his homeworld before hitting the hyperspace lanes again, and for two years, buried his grief in jobs of all kinds, any drink he could afford, and every human and Twi’lek woman he could get his hands on. Before Zorn’s death, Elias had been sending chunks of his share of pay to his parents to help them improve their living conditions, though he had a hard time talking to them as they were still content on Coruscant, though they did have better jobs that were less likely to kill them now. But during that two year stint of grief over the loss of a man who had been more of a father to Elias than his blood father, he didn’t sent as much and they almost lost their home because of it. The young smuggler managed to snap back to reality shortly after his nineteenth birthday and three weeks later, met Eldor Ordo, a member of the Mandalorian Clan Ordo. He spent time speaking with the man at length, learning more about the Mandalorians and, after some internal debate a couple of drinks, he asked to join the clan. Eldor took him to the Clan Leader and spent the next six months preparing to join. He succeeded and has been a member of Clan Ordo since, proudly displaying the clan emblem on the shoulder of his jacket and the chest, shoulder, and vambraces of his armor.

However, since he’s joined Clan Ordo, he’s taken many jobs that have brought a lot of unwanted Imperial attention to the clan, specifically when he launched a spiced out Twi’lek he’d never met before trying to serve him alimony papers out of his airlock. So, the elders of Clan Ordo decided to put the young man in charge of the Mandalorian Enclave on Maldra. He only hopes it’s a challenge he can rise to, even after being there two years.

So you could be in charge of the law keepers in haven. Imperials may have their hooks stuck in but the keepers aren't technically empire.

I think the idea is that, at least in Haven, when the Empire showed up, they took over everything. So the LKs likely wouldn't still be around anymore in Haven. On the rest of the planet? Oh hell yeah the LKs are still the law.
