Seeing as this is really an exercise in world building and ideally will end up being a multi-instanced rp advancing over time. People are more than welcome to have multiple characters. Ideally I'd like some people to step up for part time roles within the council (once I've fleshed it out) which would only really be characters used here and there to advance worldwide plot events and the like.

Not completely, no. But it does mean not everything is going to happen all at the same place so if characters are to meet up it'd have to be by chance or previous engagement

You can start in any neutral territory (as long as it makes sense for you to be there), and bump in to each other.
