The life of Nadia Sokolova is one of many facets. Believed to have been born in the Soviet Union in the late 60s or early 70s, Sokolova was trained from an early age to be a ballet dancer and was believed to have appeared in several productions in Moscow, but following her 18th birthday the facts become unclear. All that is known is that she resurfaced as an operative for the KGB in the late 80s, and had several run-ins with the Promenade squad from that time period. Sokolova was an incredibly gifted spy, skilled at disguise and seduction, and was also extremely proficient in martial arts and firearms. Sokolova is believed to have five black belts in several forms, including a 6th-degree black belt in tae kwon do.
After the fall of the USSR, Sokolova vanished once again, but it is believed that the new Russian government ousted her from her position and forced her on the run. She resurfaced in the United States in the early 2000s, and upon the retirement of the previous director of the organization, was offered a spot as the new Director, Despite the past acrimony between the organization and her, Sokolova was highly skilled, and the organization decided to take a chance with her. They were not wrong. Sokolova's experience made her the perfect choice for the role, and surprisingly, she is quite good with kids. Well, at least compared to some of the other prospective directors.
Sokolova has been the Director since 2005, and has also served as a dance teacher and cheer coach for the Fillmore Colts. At first, she took these job positions solely for her cover identity, but she has gotten increasingly invested in the opportunity, and the Colts' competitive cheerleading squad took home a state title in 2017 and 2018.
Cool, collected, and occasionally blunt, Sokolova can sometimes be difficult to get along with. She is a harsh, no-nonsense instructor, no matter who she is working with. That being said, she is very good at what she does and knows what she's talking about. She's also been growing more and more attached to her job, which she only took at first to get off the FSB's radar and pick up a paycheck.

Tom Bates was a former graduate of Millard Fillmore High School and Promenade agent. He was part of the first team of agents since Promenade relocated from the James K. Polk Academy in Tampa Bay to Texas. After engaging in a number of foreign operations and completing a successful spy career, Bates attended Oxford University before working with the DIA for a number of years, while still keeping in touch with Promenade and working with them periodically. After many years at the DIA, Bates was invited to return to Promenade as a handler, and eagerly took the opportunity.
Bates is often the "good cop" to Sokolova's "bad cop." He's in general much more happy and goofy than Sokolova is. His work as a handler, however, means that he's oftentimes busy gathering information and preparing supplementary files for the kids, and doesn't regularly take a leadership position within the team. Bates also took a position teaching AP European History at Millard Fillmore and became the team's football coach, both positions that he takes with joy. He's not particularly good at either role, but he does try very hard.
Bates is married and has two children in middle school.
𝙲𝚊𝚕𝚟𝚒𝚗 𝙳𝚊𝚛𝚛𝚊𝚐𝚑 𝙼𝚊𝚌𝙼𝚊𝚑𝚘𝚗
𝙷𝚎𝚊𝚍 𝚘𝚏 𝚁𝚎𝚜𝚎𝚊𝚛𝚌𝚑 𝚊𝚗𝚍 𝙳𝚎𝚟𝚎𝚕𝚘𝚙𝚖𝚎𝚗𝚝, 𝙿𝚛𝚘𝚖𝚎𝚗𝚊𝚍𝚎 (𝟷𝟿𝟽𝟿-𝙿𝚛𝚎𝚜𝚎𝚗𝚝)
Professor MacMahon is a 75-year old scientist and head of Promenade's RND for over 40 years. An incredibly gifted scientist and inventor, MacMahon was in his 30s when he was tapped by Promenade to work for their Research and Development, having been recognized for his gifts in inventing. MacMahon agreed, and has been employed by the organization ever since. Eccentric, curious, and full of energy, Mr. MacMahon has stated repeatedly that he has no intention of retiring anytime soon, and that he's still as young as he was many years ago. Though still a certifiable genius, MacMahon's recollection of names is incredibly poor, and with the yearly coming-and-going of so many agents, he gets many of their names confused at times.
Foxtrot and Tango are two of Promenade's finest agents and not only agency assets, but also the (unofficial) mascots of the organization. Domesticated Belyaev foxes obtained by Director Sokolova some point after joining Promenade as Director, Foxtrot and Tango are both very well-trained and are excellent trackers. Foxtrot and Tango are both 4 years old and reside in the M.O. normally, though they are occasionally taken on missions.

Principal Burk has been the head of MFHS for years now, and he could perhaps take home an award for "worst principal of all time." Extremely disorganized, scatter-brained, and unpredictable, Burk couldn't manage a hot dog stand, let alone a high school. This incompetence, while likely bad for the school on a whole, is perfect for Promenade, allowing their agents to slip out right under his nose. As far as Burk knows, the agents of Promenade are just a bunch of incredibly mischievous hooligans that spend a lot of time in detention.
"𝙷𝚢𝚞𝚝 𝚂𝚎𝚗𝚐 𝙻𝚞𝚗𝚐"
The Hyut Seng Lung (血腥龙) is a rising Chinese triad based in Hong Kong and Macau. The Hyut Seng Lung was founded as early as the 1940s as an anti-Communist resistance group in Guangdong, but were driven out by Mao and relocated to Hong Kong. For the longest time, they remained fairly low-key, running a few small-time rackets in gambling and union fees. They managed to accumulate a significant amount of wealth through these small criminal enterprises, but they didn't take off until the late 80s, with the ascension of a new Dragon Head, the fierce, uncompromising, and ruthless Corporal Kwan Fu Gong, known by his English name Frankie Kwan. Under his leadership, the Hyut Seng Lung expanded their operations into all sorts of drugs- cocaine, heroin, crack, psychedelics, anything that made mony. The Hyut Seng Lung also expanded into the casino business, purchasing a casino in Macau with drug money and turning it into a front for their prosperous illicit dealings. The Hyut Seng Lung are driven only by profit and care little to nothing about human lives.

"𝙳𝚛𝚊𝚐𝚘𝚗 𝙷𝚎𝚊𝚍," 𝙷𝚢𝚞𝚝 𝚂𝚎𝚗𝚐 𝙻𝚞𝚗𝚐
Frankie Kwan, the Eye of the Dragon. A highly decorated police corporal that turned to crime after realizing there was much great opportunity for profit on the other side of the law, Kwan is a man who knows how to get things done. Frankie's dealings through the Hyut Seng Lung are meticulous and the pinnacle of efficiency. A master at smuggling, Frankie expanded the Hyut Seng Lung from a small Hong Kong triad to a regional criminal enterprise. However, after losing an eye during an assassination attempt, the Dragon Eye has become even more unhinged and paranoid. He began funneling large amounts of money into personal security, and he began to attend fewer and fewer public events, preferring the solitude of his Macau penthouse instead.
A man that is undeniably mentally unstable, Frankie is not a man to be messed with, and the organization that he has built is highly stable. It will take a lot of work to be able to bring him down.
𝙰𝚕𝚊𝚗 𝙲𝚑𝚘𝚠
𝙷𝚎𝚊𝚍 𝙼𝚊𝚗𝚊𝚐𝚎𝚛, 𝚁𝚎𝚍 𝙳𝚛𝚊𝚐𝚘𝚗 𝙼𝚊𝚌𝚊𝚞
𝙻𝚒𝚎𝚞𝚝𝚎𝚗𝚊𝚗𝚝, 𝙷𝚢𝚞𝚝 𝚂𝚎𝚗𝚐 𝙻𝚞𝚗𝚐
Frankie's physical appearance and brutish mannerisms make him a difficult figurehead for the Hyut Seng Lung, which leads to the secondary target, Alan Chow. Chow was a professional con artist who organized a massive Ponzi scheme using his company, Chow Investment Securities. The company was later shut down by the feds, but Alan managed to wriggle his way out of jail time with some help from his lawyers and started the Red Dragon Macau. Receiving a massive cash infusion from a mysterious backer, which Promenade intel suggests is the Hyut Seng Lung, the Red Dragon began to take off, and it quickly rose to become one of the largest casinos in Macau. Chow serves on the Red Dragon's Board of Executives and is the manager of the casino.
A gregarious, persuasive swindler, Alan is a shrewd businessman and con artist, but is also cautious enough to realize that foreign agents may have interest in the Red Dragon Macau, and thus, he has worked to keep its secrets under lock and key. Only a few individuals are believed to know the floor plan, secrets, and passwords for the Dragon's classified, mysterious executive levels.
𝙾𝚕𝚒𝚟𝚒𝚊 𝙿𝚒𝚗𝚐
𝙷𝚎𝚊𝚍 𝚘𝚏 𝚂𝚎𝚌𝚞𝚛𝚒𝚝𝚢, 𝚁𝚎𝚍 𝙳𝚛𝚊𝚐𝚘𝚗 𝙼𝚊𝚌𝚊𝚞
𝚁𝚎𝚝𝚒𝚛𝚎𝚍 𝙵𝚛𝚎𝚎𝚍𝚘𝚖 𝙵𝚒𝚐𝚑𝚝𝚎𝚛/𝙼𝚎𝚛𝚌𝚎𝚗𝚊𝚛𝚢
Olivia Ping is the head of the Red Dragon Macau and a master of war. A native Hoa, Olivia's parents were South Vietnamese combatants that fled Vietnam after the fall of Saigon. Olivia was raised in a combat-heavy environment, and as such began to translate her skills in combat into the pursuit of societal justice. At the tender age of 22, Ping was working across the Pan-Asian region for any rebel cause that was willing to take her on. A tough taskmaster and skilled combatant, Olivia helped organize several small-scale uprisings in southern China and Vietnam, to little success. In particular, the disastrous Guangxi Revolution forced Olivia into hiding in Hong Kong. When CCP agents came looking for her there, she fled to Macau, where she met Frankie Kwan. Kwan offered her an opportunity; work for him and help his cause, and he would in exchange offer her a lucrative salary and protection. With few other options at her disposal, Olivia accepted.
Now the head of the Red Dragon Macau, Olivia is responsible for training and administering the Red Dragon's extensive security procedures, and the Red Dragon's reputation as a high-security place increased drastically since her appointment to the position of Head of Security. Though her work has been exceptional, Olivia fosters enmity against her two employers- Frankie for exploiting her for her talents, and Alan for what she perceives as incompetence and weakness. That being said, Olivia is also distrustful of the Americans as well- they had promised support to her causes multiple times and had failed to follow through with it each time. Recruiting her as an asset will not be simple, and it is suggested that you do not try. Olivia is a master at hand-to-hand combat and is very well-versed in strategy. The Red Dragon is a casino, but with the snap of her fingers, it can easily become a fortress.
𝙻𝚞𝚌𝚢 𝙲𝚑𝚘𝚠
𝚂𝚒𝚗𝚐𝚎𝚛, "𝙵𝚘𝚛𝚎𝚟𝟹𝚛"

Lucy Chow is the daughter of the famed con artist and businessman Alan Chow. Though unconfirmed, Promenade intel suggests her mother is Tanya Lu, a Hong Kong escort, and that the two have never met. Though Alan might be a despicable human being in most regards, it would be difficult to say he was a terrible father. In fact, he was quite generous towards his daughter, if a bit too much so. It was his money that kick-started Lucy's musical career. Lucy, along with a couple other upper-class Hong Kong girls, used Alan's money to create the Mandopop supergroup Forev3r. Forev3r is only well-known to niche audience in the Western world, but they are quite popular in the East, especially in mainland China, Taiwan, Malaysia, Singapore, and of course, Hong Kong. Known as LuLu to her fans, Lucy and Forev3r would go on to sell a number of records in an explosive debut, when Lucy was only 15. However, the past few months have not been kind to Lucy. Forev3r's other two members, who in fact despise each other, have announced a hiatus of the group after only two albums, and Lucy's well-publicized relationship with Cantopop singer Nick Tsung has recently gone up in flames after cheating allegations.
Though having forged some social media fame, Lucy has resigned herself to her father's feet again, returning to the casino frequently. Intel suggests that she does have a significant amount of power in the organization, an amount that is off-putting to the other higher-ups at the casino, especially Olivia Ping. Intel also indicates that Lucy is extremely lonely at this point in time. Perhaps a friendship, or something even more passionate, could convince the girl to give up some of her secrets.
