Impressive detail but now my question is how your character will be strong if all they can do is make inferior copies? I want to know that your character will actually go out to earn her own skills rather then just spam copies of her stronger counterparts?
Interesting character but might I suggest you take on a different skill rather then swarm tactics? Their is a similar skill you earn from wolves called pack tactics and it essentially does the same thing. From your past life you could instead gain a greed or merchant skill, at least if I'm reading your history right he seemed rather greedy for cash that feeling can transfer over to this world as well
Appearance - She has arms as many others do. She is bald, like her siblings. Her eyes are stark red, and her teeth are as sharp as her claws. She wears the same cloth as her brothers and sisters, rags used as a blanket or bed when the nights come. Her facial tattoos used to be the same color as her eyes, but she changed it to bone powder after realizing smearing blood on her face attract nothing but flies and itchiness.
Personality - Krishna is your normal goblin. Her greed is unbounded despite circumstances. She bullies the weak while hearing orders from the strong. Self-preservation is at the max level, which means she usually runs from a fight when it is at a disadvantage. Otherwise, the only noticeable thing that separates her from the rest of the green skin is her attention for flattery. She spends too much time grinding those bones for her daily tattoos.
Past Life History: When he had enough money, he will go to Dubai, he thinks as he watched a Lamborghini whisked away out of sight on a rainy night.
When he had enough money, he will spend more time with his family, he whispered to himself as he watched the last family leaving the restaurant, him cleaning the crumbs of their son's birthday cakes.
When he had enough money, he will enjoy the life he deserved, he whispered to himself before eating a subway sandwich while exiting the subway station, making his way to another job.
And he never had enough money. Or, you could say that he never feels like he had enough money. There are always things that required his salary. The students' loan. His renting. His future house. And he worked without complaining. The hope of richness carrying him over the hill of diarrhea, headache, and exhaustion, results from poor self-care. He was only 26. He still has time. He still has time to craft his resume. Time is on his side. Just not money.
And then he died. Skill: Swarm tactics: When there is a number advantage, Krishna's attack become more efficient. She knows when to attack and when to dodge, when the enemies' attentions are on her and when they don't, as long as she has the number advantage. Death by a thousand cuts is infuriating.

Hey, a character I recognise. Is it just me or did we get their gender wrong so often last time that you've changed it?

Maybe something that increases her raw stats to scale with the numbers of allies working with her might work better? Possibly limited to allies strong enough to provide her with a meaningful threat and in her immediate vicinity to cover the obvious methods of cheesing it.
Alright! So basically I switched out the charm thing for a "copy abilities/items" skill with the theme of 'recreation'.
She can make a recreation/copy of items, and also recreate/copy the capabilities (aka: skills/techniques/powers/abilities) of others, as the effect of this skill by just perceiving/seeing them. Her senses and mind record the info and analyze things passively as a mechanical means for her to be able to recreate stuff at all, and basically doing that will never be a problem.
The hard rule is, however, that these 'recreations' both object and capabilities are always inferior to the originals and lose in a straight match of power. Like if you observed the spear-fighting skills of a guy, and then he got better years later, you'd only be able to recreate 'the skills that person had at that point in time' you saw him before and would have to go observe the guy again to be able to be able to recreate his improved skills. Either way if you tried fighting him with a spear and a recreation of his own skills, you'd always lose in straight up match of just his spear skills vs your recreation of his spear skills.
Further, something like a divine blessing given to or inherited by a specific individual can't be recreated. Certain powers like 'can shoot out webs cause they killed enough spiders', techniques that can be learned such as weapon-wielding techniques, skills like sewing, etc, can be recreated though.
Likewise and more so limiting this power is also the wielder's state of evolution, or the strength of their soul, so the stronger the wielder becomes through evolution the more powerful the objects and capabilities they can actually recreate. As a base goblin, for example, you couldn't recreate the skills of a hobgoblin or an item that only something stronger than a hobgoblin could wield for one reason or another...but could do so when it comes to other goblins and the things they can utilize or own. Or if a hobgoblin wields a weapon or shield or other item they made as or could still wield as a goblin, then a base goblin with this power could recreate those objects in such a case.
As a base goblin, these objects and capabilities only last for five minutes at most (aka just five minutes outright every time and then suddenly disappear) when recreated. On the other hand, this skill can always be used to recreate stuff over and over so you can spam copies since they are already naturally inferior but good-quality copies. :P
Finally, as an aside, in the specific case of 'recreated objects' there is another catch. If you 'overload' them with magical energy, then they can very very briefly match the power of the original item they were based after. Very, very, briefly. As a result, however, they are outright and immediately destroyed in the aftermath of using them in such a manner.
***(Sorry for this being so long and detailed, but I felt it'd be good to just tack on proper limitations to balance it...all whilst leaving it rather useable in its own ways in the short and long terms :D)
If this idea doesn't work then just tell me, or perhaps help me with suggestions for skills perhaps? I based this one in particular on her cosplay antics in her prior life, basically. XD**
Reading this suddenly gave me the idea for an ability that grants you bonuses based on others perceiving you as specific characters you make, with the main caveat being you must dress up as said character and people must perceive you as such for it to have any benefit with your power directly scaling off this recognition up to the level of the character themselves.
Maybe at its most basic, it'd provide only minor passive bonuses, something like dressing up as a merchant and having people recognise you as such providing a sleight benefit to buying and selling things, but should you cultivate a specific character, say as a highly renowned and successful merchant you'd receive a far greater boost in power.
Maybe as an additional drawback, it'd be ineffective against anyone that sees through the act or otherwise disbelieves your capabilities.
@Jangel13 Well that's the thing. She can make inferior copies, but it's basically a simple support skill for making disposable tools and doing stuff on the fly. If she doesn't do things herself to go get skills and earn her own way, then she just stagnates and does nothing. So there's plenty of motivation for her to go do things, heck she'd go down some kind of badass dragon evolution line and collect cool items and such for herself if that's possible. XD
In her case the skill doesn't define what she'll become, nor is the centerpiece of her character. Her personality is more 'go collect the cool stuff for myself', like a hero who wants to get the cool stuff, and this only happens to somewhat synergize with her skill in a sense. It still has its uses, like making inferior firewood or not having to worry about making a proper sword or spear on the side or in a hurry for hunting, but growing and developing on her own isn't left to the wayside regardless. Heck, get her to learn sword skills and she could use a recreated sword to maybe out-duel someone with a better sword on the basis of skill. Making fake copies and mimicking others' skills only goes so far, like a baseboard to encourage you to push your own skills to get better. :P
Appearance: Luz has a bright green skin tone, short hair, stands at 3.9 feet tall making her quite taller than the average female Goblin.
After evolving Luz as grew in size making her taller than the average hobgoblin, her skin is still light green, her hair now slightly longer than before, also now only has evolution made her more feminine it also gave her a curvier frame and large hips(Don't look at me, Jangel was the one who decided this), arms are now more tone Despite Evolving to look more beautiful Luz hasn't gotten weaker and is now able to use her superior arm strength to make her strikes more forceful and deadly.
Personality: On one side of the coin Luz can is Brave, cheerful, and noble even in the middle of life threating combat. On the other side she sadistic and somewhat obsessed with violence, so hanging out with her is not for the faint of heart.
Past Life History: In her past life Luz was Rena Tetsuya, a Japanese female who was next in line to become the leader of a Yakuza clan. Since she was young Rena has been studying and training to claim her blood rights. During her middle and high school years Rena she participated in Kendo training which helped her practice in the ways of the sword. But sadly while her family was eating out in a restaurant when a bunch of thug from a rival clan happen to stop by just to eat, Rena clan begin harassing them, which lead to simply fist fight which then led to a shootout where a stray bullet flew into her chest, causing her to die on the way to the hospital.
Skill: Luz's training in her past life gained her the gift of better dexterity

Acquired Skills: Pinpoint Strike: Pinpoint strike allows the user to make an accurate attack on an area of their choosing this allows the user to attack the weak points of an opponent better when upgraded can target bones and muscles
Quick Strike: Luz has learned to value speed above brute force. When used can inflict a quick attack on the enemy though lacking in stopping power will get the goblin quickly to its prey. At higher levels can strike multiple targets within moments of each other.
Gravekeepers spirit: Luz is able to feel the strength of those that have long since passed. When near a dead body or a skeleton Luz is able to draw strength without the requirement of being necromancers. Even carrying a skull as an adornment allows Luz to be stronger, faster, lighter as they draw strength. However, drawing all the strength of a certain dead body or their parts will cause it to disintegrate into dust.
Devil's luck: Luz is all to be alive, and it shows in how well she take chances...
Knowledge of the three great gods:Luz can now worship the three great gods properly and create shrines in their honor.

Ok, how about this? "Dragon's greed": Krishna always feels an instinctive pull toward minerals. The greater the pull, the more abundant the material is. The drawback is that she must own the majority of said material. The shinier the material, the more she would want to have it.
@Jangel13 one last question and then I'm good to go. are we starting immediately after the hobgoblins evolved or a few days after. or are we just starting fresh...ish?
@Shovel i figured you would go with something involving a shovel lol
A few days after. The new goblins will be born on the day you evolved but just like the last rp it takes a few days before we can walk and talk. When they are able to walk and talk that's when the rp truly starts.
Question is what would you define as having the majority of? Are you trying to say that this skill would allow you to find more of a certain mineral even if the area you mined it from was nearly empty?

Nah, it just help her to find mineral, and what I mean by the majority of is that if a gold mine have a yield of 1 ton gold, she would wants the majority of that. She is greedy afterall. And if every goblin had the same item as her, the value of the material would just decrease drastically.
Alright everyone this time around I am going to use the same starting into first. However i will also post goblin grandpa explaining where they were and how they got there and give a good lead in for the hobgoblins saying that they left to get food for the babies
