FYI, I'm a supporting GM for Hillan. So don't think I'm just here to fuck with you. :p

Weakness: It costs virtually no chakra to use, but as a result it's strength and damage are entirely dependent on the user's own Taijutsu mastery, so the strength of the technique can fluctuate between users and different degrees of stamina and fatigue.

This is a rather silly weakness since your character is a taijutsu expert. Naturally this means that for him this technique is strong. We're looking for stuff like:

A) how dodge-able is it?
B) can it be seen coming before the actual attack
C) etc.

For your last technique: it's a good weakness but I think it's still a bit weak. Maybe try to come up with something better. That aside looking like a good character.

Personality: Higashi, Reiji is a quiet but intelligent teenager. He's not anti-social or anything like that, he just doesn't feel the need to speak just to hear himself talk. Reiji doesn't flaunt his intellect and let's people believe he isn't very smart. He does this because all people see him as is the son of his parents. Rei also doesn't rub the fact that he is royalty into people's faces. He isn't conceited or self absorbed. Reiji is actually quite kind and believes that compassion is the way to friendship. Although obtaining friends can be a challenge for him, because most people confuse silence for dislike. Rei is quite determined when it comes to finding his path as a ninja. He won't let anyone stray from his path or deter him from his training. Reiji has a little mysterious vibe coming from him, like he knows more than you think he does. That's probably just because he is so smart but doesn't show it. His academy scores set him right in the middle, although he probably could have been the smartest in the class if he wanted to. The only people who know of his true intelligence are his parents.

History: Higashi, Reiji was raised under the highest nobles of the Higashi clan. His father Daisuke, and his mother, Ayame, treated him with kindness and love. Knowing their son would be the heir of the clan, they didn’t pamper him and instead prepared him. At age eight his father began to train him to be a shinobi. The early training gave him an edge during his academy days. Paired with his high intelligence, he excelled easily. Well, he could have excelled easily, because he never let anyone see how smart he truly was. Reiji made himself seem like an average student, right in the middle of being intelligent and dumb. The young prince was very attached to his father, who taught him everything he needed to know. Reiji never lived selfishly or acted like a brat. Reiji learned about his kekkei genkei from his father. All the techniques he knows are weaker versions of his father’s. The training was strenuous but the results were amazing. Although his career as a ninja is off to a good start, he was not good at one thing. Making friends always seemed to be a problem for him. Most people misunderstood him and thought that he was anti-social, but really he’s not. He just chooses to not talk every five seconds, but if he does talk then it’s probably straight to the point. Reiji hopes that one day he will take his father place and become the leader of his clan, and a strong ninja. He will let nothing and no one stop him.

Clan: Higashi Clan: The Higashi is a well respected and feared clan. They are well known for their Kekkei Genkei, Beast Release. They train their clan members the second they are able to, and the training is hard. They focus on their Kekkei Genkei in training, and let the Academy do regular training. Most Higashi's have large chakara pools, and adequate chakara control. Reiji's parents are the high nobles of the clan, he is a prince of sorts.

Dreams and aspirations: Reiji wants to become a strong ninja and the leader of his clan. It his heir but f anyone challenges his right to rule he has to fight them and whoever wins gets the throne.

Kekkei Genkei: Beast Release: The Higashi clan has a very unique Kekkei Genkei. Beast Release is a very diverse ability that has many techniques.

Description: Beast Release allows the user to utilize two types of Jutsu. The first kind allows the user to gain certain aspects of animals in order to enhance themselves physically (called Beast Imitation). The second and harder type to control and master allows the user to create animals out of chakara. If the user also has a chakara nature, the user can integrate the nature into the beast (Called Chakara Beast). When using Beast Imitation Jutsu's, the user uses the Serpent Hand Seal. When using Chakara Beast Jutsu's the user uses the Dog Hand Seal.

Description: Reiji activates the Jutsu and his speed and agility becomes enhanced. The more chakara he puts into it the faster he gets. Reiji uses this technique to buff his taijutsu, and it works splendidly.

Weakness: Because of how simple this technique is, there isn't really weakness. At the moment he can use the technique for a full minute, then he must wait until he has enough chakara to perform it again.

Description: This is Reiji's trump card, his father taught him the weaker version of it. Reiji's skin turns into red scales and his pupils then into slits and his irises turn green. This enhances his strength and endurance.

Weakness: Obviously the most prominent weakness is the large amount of chakara this takes to perform. Even with his large chakara pool Reiji can only use this technique once during a fight. The second limit is that he can only use the technique for 30 seconds. The final weakness is the chinks in his scales. While in this form, Reiji has a few chinks in his armor, and if something stabs through a chink, the whole Jutsu is cancelled. The chinks move every time he takes on this form.

Kind Of Jutsu: ninjutsu

Description: Reiji performs the hand seal and thrusts his hands towards his opponent. An eagle made of chakara shoots out and hurdles towards his opponent. He can control it because it is made of chakara. He can use it in one big hit, or he can split it into tinier birds and pepper his opponent with blows.

Weakness: This technique is very hard to use, and it's major flaw is that it can be dodged.

Known history and secrets:

Personality: Kariru is very loyal to her country and to those she respects and loves. However, she fails to love herself. She is a very self-destructive woman and fails to respect herself on many occasions. This is what began her alcoholism and this only brought on worse traits. She became very irritable and also began suffering from some severe anxiety relating to social situations, so she focuses on just completing missions and bettering her skills, this has been positive for her skill for a ninja but detrimental to her social life, which is practically non-existent now.

In battle Kariru is ruthless and technical. Being a medical ninja she knows the fastest way from point a to b when it comes to taking down her opponent. She tends to systematically cripple targets or go for a quick death.

History: Kariru was not born into any clan and as such her parents were not sure they wanted her to become a Kunoichi at all. It was actually Kariru herself that pushed herself to begin training in the yard for the entrance exam to the academy. While her mother supported her decision to train as a Kunoichi for Iwa, her father detested the idea of her putting her life on the line for the thankless masses. He refused her begging to join the academy, until one fateful day when Kariru was studying the art of Ninjutsu in the family room when an intruder broke into the house, threatening to kill her. Kariru took advantage of the fact that he did not think she could fight and broke his leg and then once he was on the ground gouging his eyes out. So for her seventh birthday, she was allowed to join the academy.

Kariru had graduated by the age of eight; flying through every curriculum piece, save for Genjutsu, which she had no talent for. She took the exam and passed, not quite with flying colors, but she had a sound grasp on most of the concepts, good enough for a Genin. She was assigned a team and like just about every other Genin they soon set out on their first few missions together. The team was solid; they weren’t incredibly talented any of them, but there wasn’t anyone not pulling their own weight. They got their missions done on time and kept their noses to the grind stone, they were good ninja.

Eventually, the annual Chunin exams rolled around, Kariru was only nine years old and her team leader hesitated a great deal before allowing her access to the challenge. Her proctor was a man by the name of Sebaru Markor, who would go on to become the Tsuchikage. That year the exam was held in Iwagakure, and as such, Kariru and other natives to the land had a home field advantage. They progressed well enough until it was decided too many Shinobi had reached the final round, thusly preliminaries were held. Both of Kariru’s teammates were knocked out of the competition, leaving only Kariru remaining in the exam.

At the time of the preliminaries, Kariru only possessed a weak form of the powerful chakra enhanced strength technique and the chakra scalpel technique, which she could only use in a medical context.. She fought against an Aburame from the Leaf. She barely managed to overwhelm him enough to get a knockout through a sucker punch, barley making it past the preliminaries. In the one month gap that the exams allow between the second last and final rounds, Kariru’s team leader taught her how to use her elemental chakra. Learning in the process that she possessed a latent affinity for Yin and Yang release Jutsu, but still too inexperienced to make any use of them. She was, instead, taught how to use the chakra scalpel technique offensively. This in combination with her enhanced strength allowed her to come out successful in her match, effectively dismantling her opponent one muscle at a time.

Kariru was a Chunin until the age of seventeen, when she was asked to become a Jounin for the first time, she however denied the request instead remaining a Chunin helping with proctoring. While she was on a mission with one of her old teammates and leader in the land of waves, they were kidnapped. They were tortured for what felt like a week or so, Kariru was not allowed to see the others, kept in isolation for a week, not allowed much sleep at all, but she was determined not to break. This was until she was forced to drink excessively in an attempt to make her talk. They forced her to drink mass amounts of alcohol daily, starting her addiction to the drink. By the time a rescue team found them, her teammate had succumbed to injuries from the torture and Kariru would never be the same.

She became a Jounin at the age of twenty-two, quitting drinking around the same time. She had her first squad, hadn’t had a drop in quite some time and was feeling good about it, mentally at least. Physically the withdrawal was affecting her. She was slower, more irritable and callous towards her team. Her fighting, getting sloppier each day. Eventually on another mission, this time in the Land of Iron, one of her Genin was killed by a stray kunai, took it to the throat, from that point on she kept drinking, to avoid the symptoms of withdrawal.

Clan: None

Dreams and aspirations: Kariru hopes to one day reconcile her alcoholism and grow to become a better person, she also dreams of traveling the world with no ulterior motives one day.

General strengths:

Once Kariru gets going, it can be very difficult to stop her.

Kariru is nearly impervious to Genjutsu do to her rigorous training against it.

@Double: I think your character is now well balanced enough with the changes. Count him in.
@Drummer: I know he's WIP, so just a few tips for now:

Animal Connection: Reiji has an uncanny way with animals, never once has one acted aggressive or hostile towards him and they all seem to act like they respect him for some reason.

Seems like a cool gimmick, if you excuse the fact that we won't see a lot of enemies that are animals. Summons would.. somewhat count, but I feel like since they're a summon, and contracted to the summoner, they'd attack regardless of their feelings to the genin.

Weakness: He can only use the Jutsu for 5 seconds.

is not really a weakness. This is a limit.. say the difference between a limit and a weakness is that the limit is something saying something about the timespan of a jutsu.

A weakness would be something that can effectively counter or nullify a technique, or slow it down or make it less effective.

This is a valid weakness. I'd like to note that up until now practically everyone has 'genjutsu' listed in their weaknesses. This is starting to be somewhat of a trend. Keep in mind that bad-guy characters will be thought up by Hilland and possibly me and Res. If we opt to go for a genjutsu specialist at one point -- everyone is boned. I'm not telling you to change it, but every character has no clue about genjutsu. So, every character will be easily defeated when someone uses it on them. Just think about that.

That's about it -- get a history and personality and you're good to go, but do improve on the rest as you see fit.

Are you planning on having her drink systematically? I can easily see you doing that because it's part of the gimmick of your character. If you do, it makes this rather obsolete as she'd be drinking all the time anyway.

And keep an eye on the small pool of chakra -- it's easy to say that you have a small pool but pull jutsu out of your ass as if you were Naruto himself. We've all done that, and it's easy to say when I'm the one looking from the sideline, but try and keep it in mind when you enter combat.

I appreciate the feedback, it's more on longer missions if she runs out of alcohol that the weakness will come into play. However, the weakness I believe you may have misread as it is: a small pool of Jutsu. Considering she has fewer than ten I believe at the rank of Jounin. Regardless, I do appreciate the feedback.
