It's pretty good at establishing stuff, so i'd say it's good. You did good at making your budew seem super adorable.

Budew levels up through high friendship, there is no set level so I guess if you have a pokemon like that you need to get it group approved before you can evolve it?

well, if theirs enough setting up of the Pokemon, through posting, and its shown to be very very happy before it evolves. thats what i think would constitute to allowing a friendship evolution. (their are downsides say if their was some sort of event that made it depressed or not happy, that could affect the speed it takes for it to evolve XD) - just my 2 pence
