He's being paid to do the job, as he sees it, so he does it to the letter more often than not. He does make exceptions unlike other higher UPS, but that is because they do not directly oppose the rules.

@ZelosseWe don't need to stop him, we just need to get his target away long enough for everyone to wake up, then if he tries it in the real world, he'll not only be outnumbered, he'd be outranked by Evelynn. Add to the fact that there's a guy who can temporarily cancel out magic, and he'd be in trouble if he decided to do anything...well, he's already earned the ire of several people, so he'd be in trouble anyway.

But that's just one scenario.

@OtomostheCrazy alternatively, and easier, is Evelyn tells him the girl is to be given a full pardon for service and loyalty to the dawn.
After that, he will leave her alone until otherwise caught doing something that opposes the dawn covenants agenda.

He still had higher rank than most of ye' too, so best learn to jump when he says so. He doesn't take kindly to being ignored by his lessers.
