Physical appearance Julius is the result of a series of extremely painful experiments to his genetic structure, formerly a super human capable of controlling vast bodies of water, he is now sentient water. His conciousness, his organs, his brain, all of it has become liquid that is freely formed by his will. Truly he is a man who has transcended the limits.

Personality Julius is man of little patience and few words, quick to the point without any needless blather. Many people whisper he is insane but the Warden is not to hear you say that out loud. This is a man who suffered agony beyond comprehension and brought himself to new heights of power and glory within a system that had been designed to suppress or destroy people like him. He is tolerant of those who do as told but demands obediance, those who disobey are demoted, detained, or destroyed. All with the governments seal of approval.

Biography/Background history Julius was a soldier with a dream just like every other person to step foot on a military base, thinking himself a wolf when he was just a cub. Years of brutal military drilling pushed him beyond his own limits and resulted in an impressively decorated captain. Extremely lethal at a distance or up close, brilliant tactician with proven results and impressive discipline, a natural born leader. Julius excelled in situations that others deemed impossible, his unit was almost one living being that acted with barely a word as it quickly analyzed every conceivable option in moments and reacted accordingly with precision.
Julius rose through the ranks until he was put in with the superhuman extermination. An impressive list of captures with minimal losses painted him like a god. It was only when he revealed that he too was a superhuman that the military wanted him dead or detained along with the others he had captured, but through his skill at negotiation and manipulative schemes he was elevated by a branch of government that superceded any direct laws or regulations to his being.
Julius became not only the head of the prison facility that housed any and all captured beings but became a legend in his own right, allowed free reign of any and all resources deemed necessary to his job. A rebellion only fueled his rise to the top with more and more gifted being brought to his facility. Terrible experiments were conducted in the ORB facility, designed to enhance or destroy a gifted power in a human body. While few of the tests bore fruit, one did. Julius had the ability to control bodies of water at whim but he wanted more. Voluntarily he participated in one such experiment and transcended his own mortality, becoming a sentient being comprised entirely of water that could be moved or shaped or frozen with a thought. His being defies everything his superiors know of what a super being is capable of, making them an even bigger threat to their safety.

Powers Julius is capable of freely controlling massive amounts of water at a time, along with reshaping his body freely. His powers manifest as a glowing radiance that erupts from his 'main body' but can usually be described as a trick to appear more sinister.
In combat, he is capable of expanding his limbs out and freezing them to create weaponry, claws, armor, or disperse into flowing torrents to surround and drown an enemy. He is extremely dangerous near any and all forms of water. (even carbonated soda can be manipulated to deadly effect)
His 'body' is comprised entirely of water but his essence, as it is referred to, is capable of speech. He can freely alter his appearance and even the color of the water with a thought. Powerful at surprise attacks at almost any time.

Weaknesses Extreme cold is one of the few ways of stopping the Warden from his work, along with anything that scatters him. Though he has ways to prevent such problems he is still unwilling to allow himself to be defeated.
