Reject Modernity, Return to Tribal

Humanity was not meant to survive the apocalypse. The apocalypse was a wake-up to return back to our anarcho-primitivism routes. In combat against individuals wielding any technologically advanced piece of equipment equivalent to that of a laser rifle, you add 3 points to any skill check you make related to combat. Additionally, you add a +4 to your INT checks during any conversation with an NPC from a tribal faction. Your tribistic tendencies make civilised wastelanders more wary of you during conversation and thus, your chance of critical fails during conversations with them is doubled.

I encourage everyone to move their sheets to the Characters tab ASAP. I’m keeping submissions open until the 6th and I am looking to start officially on the 11th when I’m done with IRL work.

Chowder Time

You have a dog, one of the many enterprising furry companions for any wasteland wanderer. Your dog is an NPC and can earn XP and attack enemies, albeit at a diminished rate compared to you. Once per scene, your dog can reduce the DC of any skill check you are doing by providing moral and emotional support in the form of cuddles.

You are skilled in the art of disguise and acting. You may reroll any Char+Speech skill check once when bullshitting and convincing someone while you are undercover. Additionally, impersonating someone while wearing the regalia of their faction will add one point to any skill and attribute check whilst performing any action under the watch of a member of that faction.

@Eviledd1984 Everything is generally fine but I have several issues with the backstory of Aaron. His father’s status as an NCR soldier doesn’t make sense and if he was killed in the battle for Caesar’s Legion, does this mean his father migrated to Hawaii and then, all the way back to California? People just don’t do large migratory treks ala Oregon Trail in Fallout, especially to unknown lands like the Aloha Isles. It also doesn’t specify how your character managed to end up on the Green Horizon. Did they travel to the states to continue their dream of being a scavenger/part-time singer? The internal motivations in his backstory seem frankly sporadic as well. Putting aside the fact that juvenile detention in Fallout for most factions would equate exile, death or forced conscription; I find it hard to believe that a I get that you’re going for the archetype of a swashbuckling rogue but how does your OC decide to switch from a thief to a bard and then, to a scavenger? There needs to be a more consistent throughline and justification other than ‘just because’. This sheet remains unapproved for now.

@Letter Bee No problem with anything other than the fact I’m probably gonna use your takes on how FO4 and FONV ended in broad strokes for the timeline of Aloha. A New Vegas independence/Mr House ending would make sense for how I envision the NCR and the Institute are a bunch of silly nincompoops.

Personality: Aaron is a very theatrical person. When on a mission, he loves to make a big entrance and present himself for all to see, ensuring he is always the centre of attention. Aaron is not one to back down from a fight, Especially when it is against someone he dislikes.
He doesn’t mind breaking the rules and lying to get what he wants. Aaron is usually a happy-go-lucky person, disliking negative people and people who put him down. Aaron is friendly towards everyone and quite extroverted towards other people. He is loyal to those he considers friends but can hold grudges against those he hates.

Background: Aaron was born in Honolulu and lived with his uncle and aunt. His father was an NCR soldier who was killed in a huge battle with the Casear Legion. His mother was a musician who died of stomach cancer. His father was white, and his mother was a native of Hawaii. Before his mother’s death, she and his uncle taught him how to play guitar and sing. After his mother’s death, he lived with his aunt and uncle, working at their farm and practicing his musical skills during his time off. During his youth, he would join a gang of other kids and start stealing from other people. Going to juvie and jail for stealing, and ironically learning a lot of criminal skills there. After he got out, he started travelling to the Hawaiian island, singing and trying to become a famous singer. However, he could not help himself but take what wasn’t his. This time he would scavenge from pre-world buildings. Selling what he finds and to the highest bidder.

Factions

New Hawaii Chiefdom

The New Hawaii Chiefdom, in their own words, is the sovereign ruler and protector of the Aloha Isles and all surrounding principalities. The Chiefdom can trace its origins back to pre-war civil movements in 2055 protesting increasing militirization of the Aloha Isles. When the Great War struck the Aloha Isles, these accused seditionists were ironically protected in underground internment camps on Hawaii Island as the first radiation storms and tsunamis turned the island surface into chaos. The remainders of the military garrison stationed on the island no longer saw their oaths to the United States as necessary anymore and released the prisoners out of pity.

Allying with their former wardens, the first few decades were harsh as Hawaii was embroiled in all-out chaos as raiders, pirates and survivors waged with each other for resources and control of the remaining military installations on Hawaii. The prisoners initially sought to only survive but it was only when a lone hermit proclaiming themselves as Kamehameha took action. He roused the group to action, claiming that the apocalypse was an opportunity to build a better Hawaii, free from the yoke of the old world and embracing the island’s past as a sovereign kingdom.

In forty years, Kamehameha led a crusade to the other island. Unlike most conquerors in the wasteland, Kamehameha was first and foremost a proponent of soft diplomacy rather than wanton slaughter. However, under his pretense of honor, he was known for resorting to less than savory means of sabotage and subterfuge to force his enemies into becoming the allies. Many of his actions include supporting the formation of the Islander Voyager Association to explore the surrounding islands across the Pacific Cauldron, brokering a peace with Bastion Base at Pearl Harbor, stopping the eruption of Kiluea and beginning the construction of the New Hawaii Fleet. Upon his death in 2150, the New Hawaii Chiefdom was born from a union of 9 tribes across each of the 4 islands. The next century was rife with both periods of prosperity and war as the NHC faced numerous attacks from pirates and other island empires. In response, the NHC blockaded much of the coastline, forming a barricade and adopting a policy of isolationism that would last for nearly half a century.

This would not last. The new generations of islanders heard from captured prisoners the rise of other powers in the West and knew that their policy of isolationism would lead to inevitable conflict unless they were to open up. It has been 50 years since the New Hawaii Alaka Council formed a split decision on lifting the blockade and already, the New Hawaii Chiefdom is currently facing an identity crisis. Whilst most islanders are curious about the influx of new ‘tourists’ and experiencing the culture of foreign wastelanders, many of the old generation are fearful about removal of their much-prided sovereignty.

The society of the New Hawaii Chiefdom is composed of a federal monarchy ruled by a single chief. The chief of the New Hawaii Chiefdom is Queen Lióhala traces their lineage back to the first king of the Aloha Isles, Kamehameha. The territories of the Hawaii Chiefdom are divided and ruled by each of the 8 tribes that King Kamehameha originally allied with during his conquest of the islands. The islands of Hawaii, Maui and Molokai remain under their control whereas the New Hawaii Chiefdom ironically shares territorial control of the main island with Bastion Base. The islanders of New Hawaii remain culturally diverse, retaining and reshaping practices from their pre-war ancestors. The hula dance remains one of New Hawaii’s cultural touchstones and is used as a means of passing cultural knowledge and storytelling. The New Hawaii Chiefdom, however, is extremely xenophobic and many of its inhabitants are recalcitrant towards outsiders, deeming them as ‘tourists’.

Bastion Base

In their own words, Bastion Base is the ‘rightful ruler of the former state of Hawaii as decreed by the United States Government’.

The exact origins of Bastion Base remain shrouded in secrecy and is subject to much rumor-mongering. Are they vault dwellers? Are they really the pre-war government? Are they just skin-suited aliens from Area 51? Regardless, first sightings of them by were reported by islander natives in 2122 as naval warships from the Atlantic were spotted docking at Pearl Harbor. By the time the New Hawaii Chiefdom set their sites on conquering Oahu, they were horrified to discover that Oahu was occupied by Bastion. A short scuffle broke out between the developing New Hawaii Chiefdom and Bastion Base. Whilst the islanders outnumbered Bastion Base 5 to 1, Bastion Base possessed a fleet of aerial vertibirds combined with power armor and superior pre-war military technology to fend off any possible attack. Eventually, as both sides took heavy losses, Kamehameha negotiated a treaty with Governor Dolle that seceded control of Oahu to Bastion Base in exchange for peace with the New Hawaii Chiefdom.

The detente between the two island nations continues to this day. Tensions further skyrocketed as Bastion Base intervened in the rescue of Enclave refugees who fled the Poseidon Oil Rig when it blew up at the hands of the Chosen One.

Bastion Base styles itself after the pre-war government as a federal republic. Multiple political parties exist on Bastion Base, contending with each other for control of the government every 4 years when election day comes around. The three most dominant parties in Bastion Base are the Commonwealth Party, the Enclave Party and the New Frontier Party. A citizen of Bastion Base can be expected to live a life that resembles much of the white-picketed idyllic suburbia that populated America before the bombs dropped. That is if you ignore the neverending military exercises of power-armored troops, naval patrols and political elections. Trade still exists between Bastion Base and the New Hawaii Chiefdom on a limited scale thanks to the treaty. Bastion Base is also shielded by a pre-war experimental forcefield fence known as the Curtain that protects its citizens from any preemptive hostile attack.

Gold Galleon Incorporated

Gold Galleon Incorporated initially begun as Gold Grave Wagons, a caravan company operating out of the Boneyard that specialized in scavenging ruins and fencing salvage orders to interested parties. However, as the Crimson Caravan Company and Gun Runners began to force their competitors out of the West Coast, the Gold Grave Caravan was forced to flee into the oceans. It was then their founder, Harland Teach, had an idea. If the caravans dominated land trade, then, why not trade by water?

After one hundred years, Gold Galleon Incorporated is the dominant naval trading company in the west. They primarily broker trade between major factions on the West Coast such as the NCR with the Mexico Federation, the Canadian Rockies and even all the way to South America. Their success is primarily due to securing multiple maritime gas and oil refineries as fueling outposts known as shipyards across the Atlantic and Pacific. This has granted them logistical supremacy in terms of maintaining shipping lines across the Pacific.

The current CEO of Gold Galleon Incorporated is Jeffrey Smith Teach, the great-grandson of Harland Teach. Gold Galleon Incorporated retains the hierarchy of a pre-war corporation with a board of 12 members overseeing all decisions made by the CEO alongside managers and employees. GGI maintains multiple shipping deals with water barons, brahmin ranchers and arms dealers to ship their products overseas in exchange for hefty fees. However, as profits continue to soar, many wonder if GGI’s newest focus on the Aloha Isles is unsustainable as they venture into a new business of doing tourism for those on the west coast of the wasteland.

Leviathan

Leviathan. Every pirate out in the Aloha Isles claims to be Leviathan, yet they are not the true Leviathan at the same time. Leviathan is not a organization, a place nor a name. It is an ideal to strive towards. At least, that’s what they’ll say to you in a frothing rant of saliva and spit before you chop their head off.

Leviathan refers to a loose conglomerate of pirates, raiders, slavers and warlords residing out in the pacific ocean. Interrogations and information shared between the New Hawaii Chiefdom and Bastion army officers reveal that these groups are highly multi-ethnic and trace their ancestry from pre-war survivors from multiple countries such as Europe, Malaysia, Australia and Japan. Leviathan shares no capital, no main headquarters or a base of operations. Instead, individuals form ‘pods’: independent colonies of pirates and raiders which may link up or divide with other pods as they see fit. Pirates or raiders in Leviathan are permanently sea-borne living on floating hulks of debris and flotsam.

There is no leadership amongst Leviathan but once every decade or so, a crusade is declared by a High Prophet: a individual who successfully ventures into the toxic radiation storms of the Pacific Cauldron and emerges on the other side unscathed. The various pods of Leviathan by unknown means unite together to attack, raid and pillage any settlement in their vicinity. The New Hawaii Chiefdom have faced a total of 6 attacks from Leviathan, each more brutal than the last.

In spite of their brutality, life as a pirate of Leviathan is relatively free of the corruption and crime in the wasteland. The phrase ‘might makes right’ is of high regard in Leviathan as a lowly waster can elevate themselves into a captain by performing feats of bravery. Slaves in Leviathan are also given better rights and treatment than most other wastelanders with many ascending into highly respected positions at the cost of their personhood. Life in Leviathan is indeed a lawless place but what good have laws done for the wasteland anyway?

Minor Factions

The Islander Voyager Association

The Islander Voyager Association are one of the oldest and respected polities in the Aloha Isles in spite of being the smallest. It’s origins hail back to a group of prewar sea scout survivors and camp leaders who were stationed on the Aloha Isles. As nuclear devastation struck, they decided to stick to the scout’s word and help out the inhabitants of Aloha whenever they could. They hold close ties with King Kamehameha and the New Hawaii Chiefdom who have relied on them for performing exploration and ocean cartography of the surrounding islands in Aloha.

A voyager is said to be the equivalent of a single squad of soldiers due to their rigorous training and selection process based on a highly deviant system of pre-war america’s boy scout training. The badge system is the central pillar of the organisation’s meritocratic principles. There are over 808 badges to be earned, each requiring a different trial to overcome. Some are easy, such as the “Good Hawaiian Citizen” badge which requires individuals to help over 100 islanders with day to day tasks whereas others such as the “Exotic Fauna and Flora” badge require voyagers to hunt down, kill and successfully behead every known species of mutated animal on Hawaii. The ranks of the IVA currently number 250 members. Due to the influx of tourists into the Aloha Isles, the IVA's responsibilities have shifted from scouting potential islands for colonisation to performing security duty for the New Hawaii Chiefdom.

The Brotherhood of Steel

The Aloha Chapter of the Brotherhood of Steel is more ‘young’ compared to other chapters across the west, mid-west and eastern regions of America. After the NCR-Brotherhood War, the Council of Elders decreed a small chapter go investigate rumours of pre-war military facilities still existing on the Aloha Isles. Using a miitarly submarine generously ‘loaned’ to them by the Shi, the Aloha Chapter of the Brotherhood of Steel set course towards Ohana, aiming to reclaim Pearl Harbor.

They soon found out that Bastion Base claimed it courtesy of a few warning missiles that nearly sunk their submarine. With the hull breached, the Brotherhood managed to beach the submarine on Hapuna Beach where upon they were greeted by the New Hawaii Chiefdom. Outnumbered and united by a common foe, Queen Liohala copied the actions of her great-granduncle and signed a treaty with Head Paladin Armindale to lend Hapuna Beach over to the Brotherhood of Steel in exchange for assisting the defense of the New Hawaii Chiefdom from the Bastion.

The Aloha Chapter of the Brotherhood of Steel maintains a more liberal policy than other chapters given their weak bargaining position to the New Hawaii Chiefdom. As veterans of the chapter are wary of repeating another NCR-Brotherhood war, they are generally more tolerant of the New Hawaii Chiefdom adopting advanced technology and do not resort to the practices of hoarding pre-war technology compared to their west coast counterparts. The objectives of the Aloha Chapter of the Brotherhood of Steel are currently to secure a Brotherhood outpost on Maui and continue to observe Bastion Base.

Tiki Town

Tiki Town was once a pre-war chain of hotels on the Aloha Islands that catered to the rich and wealthy. Now, it’s a beachside den of vice and sin all wrapped in a nice vacation package for the average wastelander.
