As I read it, your character honestly sounds more like a anime shoenon protagonist than a stealth guy and so perfect for JL America, especially with how he gets more powerful based on the power level of whoever the strongest guy in the room currently is. If anything, Rival would be great for crowd control while Lady Stephanie does plant tie ups and emergency healing, Zen takes potshots from above, then the two close combat guys focus on the main objective.

So really, if you want to alter your guy, maybe just have him lean more into that Goku/Natsu type energy.

If your guys are stealthy and/or combat experts and enhanced humans, you'd likely be in the JL Task Force under the leadership of Martian Manhunter, or you would have been involved with the JL International under the leadership of my Capt. Atom as he worked in affiliation with world governments. The JLA is for the more flashy superpowered folk.

Should I change Jane over to one of the other teams then? I was imagining Task Force since she's British, not American, and Martian Manhunter seems like the best match for her mentor/team leader wise. He's able to see past her exterior more, has a calmer demeanor that she'd appreciate working under and start willingly opening up to, and I could see how her strengths and weaknesses could work for more stealth/infiltration type missions. At the very least, he'd have more patience with figuring out the best ways she could help.

Zatanna's magic isn't really what Jane does. Batman might appreciate her being more professional than most, but also have to worry about Poison Ivy flashbacks anytime he fights with her. Then she's basically the opposite of Wonder Woman and so the two would clash, though if JL Europe would make the most sense for her, that could make an interesting past dynamic. Maybe she was on JL Europe for a time before getting transferred to the Task Force? Though if JL International would be doing most of the disaster relief type assignments, that seems like it would be her most natural fit.

Weaknesses: Is no good at hand-to-hand combat/physically weak, needs time, concentration, and energy for her powers to work, needs living plants to be around to be manipulated.

Appearance: A Victorian-esque Sleeping Beauty; tall with an angular face, shoulder-length golden blonde hair, green eyes, and white skin; costume is a rose pink dress in an Aurorean style with white lace and gold trim, wears a string of pearls. Has white flat shoes.
Potential Storylines: A bit of a defrosting the ice queen/earning the trust of her teammates arc. She's someone that's hard to get to know and I'd imagine that would make her especially suspected of being an Durian. If a reluctant teammate to friends to lover arc could also exist, she's definitely the type who would like to gain a superhero boyfriend/eventual husband.
BRIEF Bio: Jane is a British general doctor. Her parents died during a break-in, leaving her alone with the family cottage. While gardening her roses, she discovered her powers. Initially, she tried to suppress them, not wanting to deal with any more changes in her life. However, when she found herself caught at the scene of a supervillain attack, she tried to heal some civilians caught in the crossfire and failed. After that, she decided to fully embrace her powers and become a heroine, taking the name based off a Victorian romance character she liked. From there, she ended up joining the JL Taskforce until it was disbarred and covertly continued herowork until answering the call to join JL Unlimited.
Notes: Definitely an original character.

The Leader

With his last man down, the Leader looked around and noticed that he was alone. Surrounded by four, perhaps five, key fighters. He gripped the axe tighter, then swiped with it on Arthur.

Attack Roll, Fail

Roll = 1d20 + 1 = 3, Failure

Only for Arthur to manage to duck down. Then he lunged over the table Lapis was hidden under.

Flight Roll, Critical Success

Roll = 1d20 = 20, Critical Success

And slid across it, ducked past Dalious, and bolted his way towards the tavern entrance.

Literate: Can read common and some ancient dialects
Knowledge of Religion: Knows his own religion as well as others around the world.
Knowledge of History: Knows various aspects of history, especially as it applies to his homeland of Alvion
Combat Training: Can use different weapons, but is most proficient with swords and/or shields
First Aid Training: Can use first aid alongside his healing powers.
Basic Survival Training: Knows the basics of how to survive on his own and so is able to do basic cooking, mending, washing, weapon care, fire-making, fishing, gathering, and hunting.
Divine Magic: Has some access to magic due to his novice vows. Can gain some more mastery in them over time, but needs to join the order fully to truly grow.
Healing: Allows him to heal a target. The more energy he applies to the wound, the more he can heal at the cost of having less to spare until the next time he can rest.
Purify: Can cleanse food and drink of poison and decay (rot, mold, etc.).
Protection: When given time to prepare, he can give a person a forcefield that will protect them from three hits.

Bio: Born to a lesser known noble family of Alvion, Arthur grew up desiring to serve God and to be a knight. His time as a page aided him along the journey to knighthood, but he found himself called elsewhere. He found himself drawn more and more to the Order of the Templers, a religious order of knightly monks who vowed to serve God, their country, and their fellow man while also taking the vows of poverty, chastity, and obedience. At the age of sixteen then, he started as a novice, spending the last years continuing to learn from the older brethren and to discern fully if this is the right path for him before he becomes a full-fledged member of the order. So far though, his resolution to take his final vows has never wavered. And so he comes upon his last test, undergoing a quest that will test him against the outside world. It is for this quest that he ended up in Roh and meeting Lapis, and it is in this quest that he means to never falter.
