@Omega Man Tweaked the bio. It's mostly the same except that I included a bit where Cold was in Metropolis when Doomsday attacked. He helped some civilians and that finally convinced Batman of all people to give Snart a chance. Batman vouched for him to get a spot in the League, but made it clear that Snart was to be a "probationary" member until he proved himself to the others.
I'll see what I can do with it later, no time right now.
Forgive the abruptness of the above message. I preferred the idea of actually having to earn a spot in the League because being in the League right out of the starting gate just seems dull to me. Like, where do you even go from there?
Whelp, I tried. Peace out, y'all.
@Omega Man

Player Name:
Double

Primary Character:
Citizen Cold (Formerly Captain Cold)

Secret Identity:
Leonard Snart
"Old" Friends usually called him Len
"New" Friends tend to call him Leo
And a mix of both often just call him Snart

Status:
JLU. Was rejected twice before they finally let him in, and even then, Batman said he was a "Probationary" Member. It's like they don't trust him or something.

Age:
30

City:
Central City, primarily. But he roams from time to time so he might pop up in other places on occasion.

Day Job:
Unfortunately there aren't really any jobs out there for former career thieves. It's part of the reason Snart drifts around from time to time.

Powers:
None

Weaknesses:
Take away the tech and Snart's just a human being.

Skills:
What Snart lacks in powers he easily makes up for in Skills and Gadgets.

Cold Gun - A weapon of Snart's invention. It's a gun powered by cyclotron able to produce cold and ice beams of varying sizes and power. He possess two of them. With them he can fire beams that freeze targets, create cold fields that can stop people within them in their tracks, and even a more sadistic beam that freezes body but prevents it from going numb to dull the pain.
Cold Grenade - An explosive weapon, similar in function to the Cold Guns, but intended for wider areas of effect.
Thieving Skills - It's no surprise a former career criminal like Snart has practically mastered various skills related to the craft. Be it lockpicking, safecracking, even scaling walls and avoiding detection. Granted, he's no ninja, but he's not an amateur either.
Unarmed Fighting - While obviously not the same level as Batman or others, Snart is no slouch when it comes to combat either.
Tactician - While he won't be taking on Batman in a game of chess anytime soon, Snart was once the leader of The Rogues for a reason. His plans were often the best-made ones, and his tactics against superhero enemies often the most most effective.

BRIEF Bio:
To make a long story short, Leonard Snart and his sister Lisa were raised in an abusive home. Leonard at first found solace with his grandfather who owned and operated an ice truck. But when his grandfather passed, Leonard had had enough of his abusive father and ran away. This led to a life of crime and thievery, where Leonard quickly took the lead in a small five-man team of thieves. Their planned crime spree was cut a bit short due to superhero interference, but Leonard managed to escape capture. Deciding that he need to upgrade himself to keep up with the Metas, Snart stole a shipment of cyclotron and then designed his first Cold Gun. He dubbed himself Captain Cold and the rest was history, as it were.

Sometime later, Cold discovered that his estranged sister Lisa had also found a life of crime. He tried to convince her to go straight at first, but she simply retorted by pointing out that Len was also a criminal and even abandoned her to endure their father's abuses alone to boot. They parted ways again, Lisa having donned the identity of Golden Glider and performing risky heists with her partner, a man called Chillblaine. But Lisa was later killed by her own partner during a heist gone wrong. When news reached Len, he teamed up with his former partner Heat Wave, and the duo hunted down and eventually killed Chillblaine to avenge Lisa's death. It was the first and only time Leonard had ever gone against his self-imposed code to never kill anyone. And it was enough that he hung up the mantle for a time, attempting to go straight. But with no one willing to hire him due to a criminal past, the next best thing Leonard could do was take up the mantle again, but this time he would do it in the name of justice. He had hard time convincing anyone from the Justice League that he was serious about going straight. In fact, most of them still don't trust him. He happened to be in Metropolis on the day Doomsday attacked, and while Cold was smart enough not to pick a fight with him, he helped a few people wherever he could. That was apparently enough to convince Batman of all people that Snart really was trying to turn over a new leaf. Batman let him join the League, but made it clear that Snart would be on some kind of probation until he "proved himself" to the rest of the League. But old habits tend to die hard, and is not helped by the fact that his old friend and partner Heat Wave is still at large, along with plenty of other former Rogues that might not be too happy with Leonard switching sides.

Supporting Characters:
Lisa Snart (Golden Glider) - Deceased
Mick Rory (Heat Wave)
Digger Harkness (Captain Boomerang)
Owen Mercer (Captain Boomerang II)

Secondary Character:
Heat Wave

Additional Notes:
The basic idea is that Snart is trying to go legit. This could end either with him fully joining the League or with him being unable to gain their trust and possibly end up back with the Rogues.
@Mr Rage That looks cool. I'm gearing up to expand Super Symbiote and Iron Bat with CS' so you'll be able to get an idea of Bruce Anthonies' kill policy.

@Double Spider-Bolt/Static-Spider sounds pretty cool, I could see the character being bitten by a spider that had been exposed to Quantum Vapor or something where he develops spider powers but also electromagnetic ones that allow him to have an electrical "sting" and an electromagnetic sixth sense that acts as his spider sense, as well as other powers that would be partly negated by water.

I will admit I'm leaning a bit more toward Spider-Bolt than Speed Demon. I like speedsters but with how often they get used in the CW shows (Really Flash? 3 seasons in a row?) I think I'm in more of a mood veer away from that. Plus it's been forever since I've seen Static be used for much of anything so it would be nice to explore that mythos again. The Big Bang, Quantum Vapor, and even Static's rogues such as Hotstreak and Ebon. Sounds like a fun time.

So here's my idea for an Origin Story. Spider-Bolt, we'll call him Miles for now until I give him a better name, got his powers the way you suggested. Bitten by a spider that was previously exposed to Quantum Vapor. As for where the Vapor came from, maybe it came from GreenCorp? Oscorp was always the source of the enhanced spider in the original story so maybe Quantum Vapor was some kind of GreenCorp Experiment? Probably a bit of animal testing (again, similar to the original Oscorp) that led to the spider that bit Miles. Drawing inspiration from the actual character, I'm gonna say Miles had an uncle (probably an Amalgamized Aaron Davis) that possibly used to work for GreenCorp but became disgruntled after he was fired. To get revenge, and perhaps to pay off some debts to this unverse's version of Kingpin, he managed to steal a shipment of Quantum Vapor from Oscorp. Miles has already become Spider-Bolt by this point, but has only dealt with mundane muggins and gang violence. This is his first major crime to stop, and he hesitates because it's his uncle. Well during the struggle, the tanks explode producing the famous "Big Bang" that then leads to Bang Babies popping up for Miles to fight. This version of the story takes cues from Spider-Man and has Miles be partially responsible for the Big Bang itself, and by extension the various villains that come about from it (because it wouldn't be Spider-Man if he wasn't at least partially responsible for creating his own enemies).
I've got two ideas, and I probably need help ironing them out and deciding which one to go with:

1. Speed Demon: The Flash/Ghost Rider. The idea here is to have a Speedster-esque Antihero who got his speed because of a deal with the Devil. He'd have Flash's speed (though probably nerfed a bit, and I don't really think the Speed Force will ever come up either due to the more demonic origins of the powers) and some of Ghost Rider's stuff (Flaming skull for instance, leaving fire trails in his wake instead of a lightning aura, the Penance Stare, etc). I think where I'm stuck is Villains. I know the Flash's rogues fairly well, but not Ghost Rider's. Plus I'd have no idea how or who to fuse them with.

2. Spider-Bolt: Spider-Man/Static Shock. Having the Spider-side of him be based on Miles Morales makes the most sense to me (though truth be told I'm far more familiar with Peter Parker). I think Miles even had an electric web thing too, even. I know both characters decently well, including a lot of their Rogues Galleries. The only issue I see with this is Static. I know he's technically part of DC but I don't know if that's enough to justify him being in the Amalgam Universe.

It worked! Well, sort of. He couldn't understand everything, but this was definitely a good start. It sounded like they wanted to study the area, or maybe the planet as a whole? Well, Astral had no authority to speak for the whole of Equestria. But he knew enough about how the Princesses operated to make an educated guess. And so that was what he did, "Our rulers decide." he said, his statement likely sounding like a combination of words and whinnies, "But very kind. Value friendship greatly." that was when he decided to introduce himself... or at least try to, "Name Astral Gleam, wish no harm. Astronomer, study stars." along with that last bit he projected a basic image of his Observatory home in the Crystal Empire. Perhaps that and the few words that were getting through was enough to convey his profession and field of expertise to the visitor.

"Saw crash through telescope." he used his magic to hold up his handheld telescope to indicate how he spotted the falling ship, "Thought meteorite, came investigate-" suddenly there were tremors in the ground that interrupted him. Astral looked back behind him in the direction of the Castle. His eyes widened as he saw a number of things that were abnormal even for his world. First of all, the sun looked to be rising sooner than it was supposed to be, either that or Princess Luna was for some reason late to lower the moon. Either explanation was a bad sign. The last time anything like this had happened was a thousand years ago when Luna became Nightmare Moon. But surely neither of the Princesses would allow that to happen, wouldn't they? Secondly a shadowy dome erupted from and then encapsulated the Castle of the Two Sisters. Some old magical defense mechanism, perhaps? The crash of the nearby ship did damage the Castle a bit.

"Not good possible danger!" Astral suddenly said, putting away his belongings and taking a step forward. He stopped however and offered a look at the nearby visitor, "...Investigate?" he wasn't normally so keen on working with others. In fact, had they been ponies he would have just taken off without a word. But he was still curious about the visitors. He wanted to know what they were capable of, and a potentially dangerous situation might be the way to learn such a thing. Was it manipulative? Yes, a little bit. But Astral Gleam had never once claimed to be totally benevolent either.
I'll concede your point about Sekai. But at least he didn't constantly rob Fumina and Yuuma of having any character arcs. Divers is over half way through its run and it still hasn't given Yukki or Mono anything whatsoever. Koichi's entire arc was started and finished with his intro and he's done nothing since then. Ayame and Riku hogged all of the focus through the first half, and now the second half is promising to finally explain what Sarah's deal is. That means her and probably Riku will get all the spotlight once again leaving Yukki and Mono with nothing. Why even have larger teams if they're just going to ignore everyone in favor of yet another power trio (Ayame, Sarah, and Riku)?
So is anyone else getting increasingly bored with the Build Divers anime? I'm starting to. I still enjoy the concept, but the characters just kill it for me. I think my biggest gripe that I can boil it down to is that Riku and his entire team are basically just a bunch of Mary Sues. Well, that's not entirely accurate, but it's hard not to think of that when the Build Divers win literally every battle and event they compete in without ever really having to try. And them constantly cutting to the "veteran" players watching in awe and commenting about how awesome this ragtag Force is? Ugh, just gag me with a spoon already. I'm already seeing people comment that Divers blows Try Fighters out of the water and I'm like, "lolwut" because at least in that series, Team Try Fighters actually had to (pun totally not intended except it totally is) TRY. In fact, they, like Sei and Iori of the original show, actually lost a few times and got their shit wrecked along the way while they were building up their Gunpla's power. I'm not seeing any of that with Divers. Riku is the only character who's bothered to update his Gunpla in any meaningful way. Yukki, Momo, the rest are all using the exact same low tier machines they started with.

Okay, rant over. When are we moving forward in the IC?
