Beyond this it should be known that they are matriarchal, with the women tending to be the leading figures, though they do not discriminate against the men of their clan. The fact of the matter is simply that their kekkei genkai tends to arise in women more often than men.

Chakra Nature: Water, Wind, and Lightning.Standing at 5'9 and possessing a lean, subtly muscled build, Kikuë of distinctive features, generous curves, and an air about her that screams authority and self-assurance. Her movements are deliberate and strong, her decisions made with confidence, and she is a woman of grace and determination. Everything about her appearance simply reinforces these facts. While she is infrequently seen with her kage's robe, she is such a well known figure in her country—and especially in her village—that she doesn't need to.
History: Once, relative peace reigned, then the bijuu escaped and destruction on an unprecedented scale threatened Kirigakure. As all the villages did, they provided what aide they could to quell the fury of the tailed beasts, and in time they even succeeded. Then came the long recovery and so it was that the wounded land of lightning was brought under the mantle of Kirigakure and the waters they controlled. However, those whom lead it now, did not then for at the time it was Kikue's mother, Anzen-sei, Norikiri who lead the village through the latter half of those dark times. She led them so that they might emerge from the storm and once more into the light. Successful, Norikiri's health—having fought alongside Kikue's grandmother, Hidaiko—had long since begun to decline. So it was that she barely survived Kikue's birth. Though Norikiri did live for another decade or so, her daughter, Kikue did not have long to learn from her gracious and wise mother. Still, the girl cherished every moment and when her mother passed, she cried for only a day—even at the tender age of 10—and the very next day she was as steel, hardened against the world and ready to take it on like the two women before her. For another five years, Kirigakure went without a kage, but the girl knew that this could not last. So, like many children during the chaos of almost two decades ago, Kikue was forced to grow up very quickly by the pressures of the world.
Her family, without a proper clan head, had trained her hard, and in secret she had trained herself harder. When she did not know something she did not just attempt to learn it, but instead found the experts on the topic and had them teach her. When she found her limits, she bore down on them, and waited till they were whittled away, like the ocean against stone. So she learned quickly and she learned well and when those five years had passed, she took up the mantle of clan head, and then promptly walked through the village, into the kage's office suite, sat in the chair and dared the world to wrest her from it.
For the next 6 years the powers that be, in the form of many factions, attempted to remove Kikue from her position. However, by virtue of their very nature they were each defeated and then either exiled or made to swear their fealty to her name so that they might be bound to her will in kind. Had they perhaps been capable of trusting one another they may have been able to band against her, but that was simply not how things played out. Instead, she turned what might have been one united front, upon itself. She used every tool available to her, leveraging their friends, family, and assets against them until each of her detractors were laid low before her so that she might deal the decisive blow to their operations. With each adversary she defeated, a new problem arose, but she persisted, almost as if undaunted by the magnitude of the task she'd taken upon herself. The truth however was different, as behind closed doors she would sometimes cry, and on many nights she would lose sleep, and her health may have declined if she had not taken care of her body's needs and kept up with her training more by necessity than anything else.
As the assassination attempts and rebellions began to diminish in frequency—certainly because she had personally dealt with the former, and quelled the latter with considerably effort—she finally began to get to the huge problems that plagued her village and, indeed, her country. It was at this point that everyone in her country had either come to respect or fear her as she had proven to them all that, no, they indeed could not wrest the mantle of kage from her shoulders. With this proven and the internal conflicts of her country largely quelled, Kikue began her work.
Over the next decade, Kikue would proceed to turn what was a weakened village, and the country it ruled, into a powerful, and fully functioning, empire. With the Land of Lightning already subsumed, she began to organize their resources even as she reestablished trade more strongly with other nations, made allies, and used what remained of the resources in the Land of Lightning in tangent with the resources of her own Land of Water, to revitalize that part of what her mother had christened the Land of Storms.
So it was that Kikue re-established the defenses of what had been the land of lightning, helping the Antare clan rebuild their seal network outposts, known as Bastions. Once they were re-established she bid the Antare to make more, and grateful for her assistance, they agreed, formally making a pact with Kirigakure as they had once done with Kumogakure so many years ago. Thus, on every landmass, in—or near—every village, civilian or otherwise, in the Land of Storms, at least one or more Bastions were established and the seal network was drastically broadened. All the while, Kikue had fostered her relationships with other clans as well, bringing in the Kanagata soon after she had the Antare, and then employing their talents in tangent with those of the Antare to create a great electromagnetic grid around both the reforming Kumogakure and of course Kirigakure as well.
With her rule already cemented over both nations, she decided that she would elevate herself to a position greater than just the kage of a village, and so came into being the first Rankage(Storm-shadow) who presided over the entirety of the country's territory. Once this was done, the Land of Storms was divvied into what amounted to three territories, with Kirigakure and the islands to the north, northeast, and east of it being the central territory, the former Land of Lightning being the Northern most territory, and all the islands within their territory to the south being the third territory. Each territory had its capital and within each capital—Kirigakure aside—would be a Senku(Herald) who would take care of their territory and report back to Kikue and her constituents back in Kirigakure.
So the leader to a revitalized Kumogakure lost the title of kage, and instead became the Raisenku(Lightning herald) while the islands to the south had Namigakure and its leader, the Umisenku(Ocean herald), both of which Kikue outranked by design. Still, with time egos were healed and pride restored and so the Land of Storms thrived and along with it so did Kikue. All the while, despite the bulk of her time having been spent leading her people, Kikue had risen to new heights of power, going from a somewhat capable B rank at the age of 15—though her official title had been Chuunin—to a rather terrifying S rank kage as the years swept by.
As things calmed down in her country and her village she finally began to find time to relax and think, and it was around this time—age 27—that a certain blacksmith visited her village. The two had a blossoming friendship and as they grew closer, Kasumi eventually—about 6 months ago—found her inspiration and so created a weapon that Kikue would use for probably the remainder of her life, a weapon known as Kessaku: Shushi Kara Saku Hana. With this masterwork given unto her, Kikue knew that Kasumi was likely to soon leave her life—at least for some time—to wander in search of her inspiration once more.
Kikue on the other hand, has no intention of leaving any time soon and given her track record, who knows what she might tackle next. Surely we will soon find out.

Name of Weapon or Item: Kessaku: Shushi Kara Saku Hana(傑作 - 種子から咲く花 'Masterwork: From Seeds Bloom Flowers').
Description: An elegant and slender staff comprised of two halves forged by Masazane, Kasumi. The staff is made from spiritually-aspected metal infused heavily with Kikue’s chakra. The metal is organized in such a fashion that its core is crystalline and its outer layer leans more towards the spiritual – this results in the outer sheath of the weapon being able to move through purely chakratic constructs unhindered while still interacting with physical objects, and the crystalline core of the weapon acts as a seeding point for the crystallisation of chakra, allowing the rapid formation of crystals where such would not ordinarily be possible. This is particularly effective for solid materials that contain chakra, rather than pure chakra which is inherently impressionable. As a spiritually-aspected material, the weapon is also capable of interacting with Kikue’s familiar, Kujira, essentially turning the whale into a conduit for all of Kikue’s crystallization techniques for the duration that the masterwork is touching Kujira and Kujira is touching whatever it is that Kikue wishes to affect.

Name of Weapon or Item: Fūma Shuriken(風魔手裏剣 'Wind Demon Shuriken').
Description: She has eight of these kept in two groups of four, each within a single crystal, all of which contain four additional crystals, thus allowing her to summon all of them at once, or any number individually. As to the nature of these weapons, read it and weep. Beyond this it should be known that all eight of the shuriken are already infused with her chakra. Both small, marble-sized crystals are embedded into their own metal bracelet, each of which adorns one of her wrists. These bracelets are additionally attuned to her chakra, allowing her to bind them back together—as well as naturally holding them together—so that if they should incur damage she can repair them with relative ease. They also have a very very small fuinjutsu on them that allows her to summon them back to her should she lose them so long as the fuinjutsu remain undamaged.

Name of Weapon or Item: Treated Holders.
Description: Rather than a simple item, this refers to all of the various pouches that a shinobi might use to store their various weapons and tools. Essentially, the outside has heat and fluid resistant coatings in addition to being marked with seals, protecting the user's explosive tags or other incendiaries from being easily detonated. Should the pouch containing her explosive tags be breached, they will be shifted into a seal or crystallized so as to be protected from anything that might cause them to detonate without Kikue wishing them to.

Name of Weapon or Item: The Survival Guide to Living in Kirigakure.
Description: An item typically kept in Kikue's office, though it may be summoned to her the Survival Guide to Living in Kirigakure, or the Survival Guide for short, is an item that Kikue—or anyone introducing a foreign shinobi into Kirigakure, not including ambassadors—must give to their foreign guests, particularly those who are shinobi that intend to work for and live in the village. The Guide is, in actuality, infused with a fuinjutsu that is activated upon opening it to its third page—which is where the actual reading begins. Once opened to its third page, the book will have drawn the smallest amount of chakra possible from the reader, which will then be used to activate the jutsu. Once activated, the fuinjutsu will pull the reader into what appears a random stretch of ocean that just so happens to be infested with...mmm, about one-hundred or so sharks. These sharks are those that Kikue may summon and are collectively known as Jissai no same. This item is both a metaphor for the somewhat cut throat nature of Kirigakure nin, and also a way to scare the absolute shit out of people purely for Kikue's own amusement.
With very few exceptions, the fuinjutsu will pull its reader(s) back to their prior location before they are actually harmed by the sharks—aside from being jostled, wet, and otherwise affected by being abruptly teleported underwater. There have been cases where Kikue has used the Survival Guide as capital punishment.Kujira(鯨 'Whale').
Description:
Kujira, a giant spiritual whale, has been one of several spiritual familiars to members of the Anzen-sei clan for generations. For the last there generations in particular, Kujira has been handed from Grandmother, to mother, and then finally to Kikue, who is its current companion. Due to being bound to one another on an exceptionally deep level, Kujira is capable of telepathically and empathically communicating with her companion nigh instantaneously.
Additionally, due to their bond, Kikue is capable of channeling jutsu through Kujira's form, using her as a catalyst and origin point for her techniques, thus expanding her range monumentally. Beyond this it should be noted that Kujira is effectively autonomous and sentient on a level at least equal to an intelligent human making her capable of decision making, advice, and conversation should she wish to provide it. The great spirit also has a unique property of sorts that becomes apparent only when a living creature moves through its form—particularly a human. When the aforementioned occurs, the whale generates physical energy, which it can then store for later. Kujira may use this physical energy to solidify its form and influence the physical world if bade to by Kikue, or if it should wish to do so. It should be assumed that Kujira has a measure of physical energy stored at any given time unless it is stated to have exhausted its stores.
====================Jissai no same(実際のサメ 'Actual Sharks').
Description:
Stored in a set of fuinjutsu that have been crystallized by her kekkei genkai, Jissai no same refers to a frenzy of sharks with an exact number that varies. To release them, Kikue simply sends a pulse of chakra through the crystal formation—which she wears on a bracelet on her left wrist—while it is placed in any body of water with sufficient volume to hold the sharks. As mentioned, the exact amount of sharks varies, but this seems to be either because Kikue will find actual frenzies of sharks in the wild, using Kujira, and then seal them, or because she has a static amount of the same sharks sealed separately, but all encapsulated in the small chakra crystal. The reality is it is the latter of the two and she can choose how many sharks exactly she releases at once, while she may also seal them once more in the same manner that one would disperse a summon.
These sharks, while not trained per se, do seem to be attracted to chakra signatures, but will totally ignore Kikue, effectively not recognizing her as prey. As such, Kikue can guide these sharks with jutsu or by simply letting them loose in an area where her opponent's are trapped.Special Traits

Name of Kekkei Genkai: Tengoku no Tehai(天国の手配 'Heavenly Arrangement').
Clan: Anzen-sei.
Description: An ability passed down to one in three members of the Anzen-sei clan, the Tengoku no Tehai is a kekkei genkai that one might say is similar to crystal release—but they would be wrong in all of the most meaningful ways. While the Anzen-sei's kekkei genkai does focus on crystallization, it is not of a mineral sort, but instead of an energetic variety allowing an inheritor to literally crystallize chakra or energy itself, arranging it into specifically ordered formations for a variety of purposes. This allows an inheritor to simply give chakra a solid form when it otherwise not have one, which can allow the storage of jutsu, effects, and even the creation of specialized tools purely out of crystallized chakra. As such, the Anzen-sei kekkei genkai may either preserve the programming of chakra—typically known as jutsu—or it may destroy it in favor of a different sort of ordered formation. As a result, the Tengoku no Tehai has made the Anzen-sei clan members well known for their ninjutsu, and in particular their inventiveness, not to mention typically exceptional chakra control, which is a side effect of their kekkei genkai, as without such they would be incapable of properly utilizing it. Beyond this there is little else to know, though it is notable that the Anzen-sei's Tengoku no Tehai does not have any traditional or necessarily inherent affinity weaknesses due to its nature.
**It should be noted that while inheritors of the Tengoku no Tehai may have more than one elemental affinity, that their kekkei genkai will only be naturally attuned to their dominant affinity. This essentially means that their kekkei genkai will be far more inefficient when used with any other element.

Description: A technique that allows an inheritor of the Tengoku no Tehai kekkei genkai to manipulate the nature and various intricacies of the crystallization process, Junsei Hairetsu facilitates much of the kekkei genkai's use. It is with this technique that an inheritor may dictate the structure of their chakra crystals, thus allowing them to choose if the crystallization will store a jutsu, the properties of a chakra, or will return it to a blank state such as in Junshin Muku. This also allows them to alter the crystalline structure of already crystallized chakra, or to make chakra crystallize into particular formations—it is possible for this to be done without the chakra becoming physical.

Description: A shape manipulation ninjutsu that capitalizes on a Tengoku no Tehai inheritor's ability to crystallize chakra. This technique is achieved by exuding 'chains' of invisible and incorporeal chakra, which are arranged in crystalline patterns, locking the 'threads' or 'chains' of chakra into one another to create branching pathways of chakra that spread out from the user. These branching crystalline pathways of chakra may be bound to anything in the inheritor's surroundings provided it is either non-elemental, attuned to the user's chakra, or an element which they have an affinity for. This binding is largely irrevocable and will not be revoked unless the user wills it or it is forcibly severed but such is no easy feat as even severing the user's direct connection to the chakra bound to an object, material, or element under their control will not unbind said severed chakra from the material, object, or element in question.
This first aspect of the technique allows an inheritor to control the position and movement of anything bound to these chains of chakra, but the truly notable application of this technique is not this, but rather that it allows the user to crystallize attached materials and substances rapidly and with incredible ease, as well as to have incredibly precise control of all that is bound through the rapid and skillful alteration of the crystalline structure of the 'chains'. However, due to the intricate chakra-control one must possess and the incredible amount of alterations in structure that this technique requires to make it truly viable, it is one that few can use and even fewer may ever master and in addition to this it can make prolonged use of the technique mentally draining. Beyond this it should be known that due to the structure of the technique's chakra pathways and the fact that they bind to physical—and potentially some energetic—substances, any chakra involved in the technique becomes nigh impossible to easily seal or absorb via traditional methods.

Description: This sensory technique ties directly into Tsukekomu Meirei – Tengoku Kaizen, allowing an inheritor to expand their perception through the same pathways that they likely use for jutsu. Not only does this afford them a greater awareness of their environment, but it also expands an inheritor's understanding of the techniques they utilize by way of the aforementioned technique. Unlike its parent technique, Ten meisatsu is not particularly taxing on an inheritor's mind. The depth of the user's awareness of their surroundings can be increased by depriving the user of their conventional senses—instead allowing them to perceive sound, light, sensation, and even smell through the extended pathways of chakra rather than with their sensory organs. Ten Meisatsu's base state however acts more like a sixth sense, allowing the user to sense the movement, expansion, state, and other properties of the chakra pathways through which their awareness is born. It should be noted that almost any material, energy, or object connected to the pathways of chakra through which this technique flows may be analyzed with exacting precision.

Description: Imparting a measure of physical energy and/or chakra to Kujira, Kikue bids her familiar to become as a barrier, solidifying a small portion of its vast body. The affected portion of Kujira's body, during the use of this technique, behaves as if it were flesh—albeit very durable flesh. If Kujira takes damage during the use of this technique, that damage is 'healed' upon Kujira's return to its natural incorporeal state.
Weakness: The technique typically only last for a rather short duration, making it useful to briefly block someone's path, block an attack, or perhaps to crush something beneath Kujira's tremendous simulated weight. Additionally, while damage taken during this technique is healed when it ends, Kujira may be somewhat weakened while the damage remains.

While the technique can be utilized to “copy” almost any technique, the copied techniques may not be functional if she herself lacks the necessary elemental affinit(y/ies) necessary to preform it. Nonetheless, this may allow her to study and properly ascertain the nature of potentially any jutsu she has encountered within a 12 hour period.

This does not necessarily allow the user to utilize the chakra that once composed the reduced technique. The speed that a given technique depends on two factors, the first being how much chakra is utilized in the technique, and the second behind how much chakra the inheritor uses to attempt Junshin Muku. If the inheritor uses an equal or greater amount of chakra than the affected jutsu, then the crystallization will be faster, the inverse is also true.

Description: Using Tsukekomu Meirei – Tengoku Kaizen, the user will gather a fair amount of water into the rough shape of an overly thick spindle, the outer layer of which will then crystallize after which point it will condense, the water being highly pressurized therein, and the construct becoming a much smaller, more dangerous spindle or spike. The user may then launch this construct as a projectile through several possible means, these being raw kinetic energy, a small focused blast of wind chakra, or even a small amount of the spindle exploding backwards.
Additionally, the user may choose to make more than one of these constructs and can also alter the structure of them freely, allowing them to be more or less dense so that they might be used as weapons rather than projectiles. Last, but not least, it should be noted that the user may cause a single construct to split into multiple smaller constructs, all of which remain pressurized. On contact with a target, they will pierced and then the outer casing will shatter, causing the water to rapidly depressurize, resulting in an explosion in which the crystalline fragments of chakra will spread over the various droplets of water, forming blades, essentially creating shrapnel.

Description: Providing Kujira with chakra, typically while she is at an altitude high enough to support clouds, Kikue will bid her companion to extend her crystalline chakra through the surrounding atmosphere, drawing—or creating—moisture from the air to form clouds, which will gather and then continue to spread out from Kujira's form at varying rates depending on the amount of clouds already present, the humidity, the location, and of course the amount of chakra provided. This technique, due to its properties, may be utilized to wrest control of existing clouds from nature or to create clouds outright.
Weakness: Kujira acts as the anchoring point for Kikue's control of said clouds, and without her the technique is at the very least significantly more difficult to achieve if not outright impossible.

Description: A relatively simple technique builds from Kami no maku, Nageki no namida causes even more moisture to accumulate in clouds under the influence of Kami no maku, increasing the weight of the cloud to its breaking point until raindrops are released. Kikue and/or Kujira may control the force of the falling rain, making it a drizzle or a deluge. If allowed to takes it natural course, Nageki no namida will start as a drizzle and gradually become a more and more powerful deluge so long as there is moisture or chakra to sustain the effect. As the rain comes from clouds uncer the control of Kami no maku, they all contain Kikue's chakra.
Weakness: Kujira acts as an anchoring point to allow Kikue control of the clouds and the rain they produce. The technique is significantly more difficult to achieve without the great spirit to aid her.

Description: Typically utilized after the use of Kami no Maku—usually with the assistance of Kujira as an origin point—Kikue will channel chakra through the chakra pathways in the clouds, effectively guiding the natural process of lightning formation and then directing it via chakra. As such this allows her to cause and guide the path of naturally potent lightning bolts by first catalyzing their creation. While this does reduce the amount of fine control that she possesses over the path of the natural lightning, it delivers an exceptionally powerful attack with a destination in mind revealing that while she cannot alter the trajectory of these lightning bolts, she can decide where they hit.

These currents are typically not at all visible above water and are difficult to discern even with most sensory techniques due to the complexity of Kikue's shape-manipulation technique.

Description: Essentially bringing to bear the full extent of her power Kikue utilizes all of the tools available to her to create what amounts to the perfect storm. The resultant destruction caused by this technique—especially with prolonged use—is such that she cannot risk using it within 3 miles of civilization, at least not at full power that is. However, due to the sheer power of the technique, Ikari no Suijin requires a certain measure of preparation to execute in addition to a hefty chakra price, even for her. As a direct result of this she is only capable of fully controlling the resulting storm for approximately 15 minutes before it becomes beyond her control. This gives her an operative time of about 10 minutes to fully utilize this technique before she must begin “winding down,” so as to contain the destructive forces involved.

Description: Typically a non-combat technique, Tengoku e no Hashi is an advanced use of an inheritor's shape manipulation, allowing them to create a crystal formation that can be effectively attuned to any chakra signature. Once attuned this crystal will be capable of detecting the signature, or acting as a conduit to the attuned individual's will—though the latter is typically only applicable to inheritors. In essence this allows an inheritor to create one or more of these crystals and then place the elsewhere after which point they may then use them as transmitters, beacons, detection apparatus, or points of origin for their chakra. However, these crystals take roughly five minutes to create and require that an inheritor devote 85% of their total focus on the task lest it fail and their chakra—not to mention effort—will go to waste.
Weakness: Due to the focus and time required to create these apparatus it is generally not utilized in combat. Additionally, while these crystals are at least as durable as steel, they can be destroyed with some measure of effort.

This technique also seals her nose so that water or other substances do not enter through that avenue.

Description: Utilized one of two ways, Tsumi no Meiwaku is a technique that requires an inheritor's chakra become affixed to some measure of their target's body. When utilized intentionally, the technique is typically achieved by sending chakra through the ground at an opponent and, on contact, causing it to crystallize rapidly over the surface of their body until they are totally encased. This can be achieved in other ways as well though, and typically is in Kikue's case. It should be noted that Tsumi no Meiwaku may also be utilized to entrap portions of the body rather than the entirety of it. Additionally, once an individual is entirely encased, any attempt to externalizing chakra, will result in the strengthening of their bonds as the chakra will simply crystallize and add to the net density of their prison. This technique may be utilized—at any time—on the user as a last minute defense, and will crystallize far faster than it would when used on another.
Weakness: The technique can be broken out of by way of purely physical means, or may be avoided outright at times depending on its source. There are additional ways that one could break free, but they will be left up to the imagination.
