Yeah it was originally made for learning and but then they realized they could take advantages of the fact kids tested their strength on each other.
ah, i see. Well, we haven't really witnessed till now how much the bracers infuence a fight since everyone was pretty much looking out for one another during their fights (well, mostly...), restricting them from going all out. This gets me pumped up for all the other fights that won't have that restriction :D
