Problem is, my character (if I even finish him) isn't likely to be very easy to find due to the fact that he is being pursued by a rather large variety of people, and because of the fact that he uses Force Stealth and Alter Image to help him avoid any of the force sensitives that are after him. Of course the Republic has far greater resources than either of these groups, whom of which I will keep ambiguous, but he would still be rather difficult to find. And even then, I don't know if the Republic would even want to recruit him, due to the fact that he has purposely obscured his past from the authorities and by the fact that he has gotten into a bit of trouble with the law.

very uncommon.
In most the Old Republic Games they just go
lolcloak for shits and giggles. But they are very uncommon things to find, due to crystals needed and the power needed to generate an active cloaking field. Also if you're unsure if the Republic would recruit them... then it's unlikely they would and thus probably wouldn't end up in the Task Force. So that brings it down to helping someone out who then brings you into the Task Force.
In terms of Recruitment I wouldn't imagine it's public. Due to the extensive background checks and such required. More likely they pull from active army/navy/commando ranks and then look at it and go "Right, what do we need?" And find mercenaries with trusted reputations i.e. for not spilling secrets on payroll and use them to fill the gaps. Though that just to me seems the more logical way to do it, Eisen could have another idea.
