@LokiLeo789 Because he's an Admiral, where the next strongest character other than the one Yonko is Captain level, which may or may not be quite a small fraction of an Admiral's full power depending on circumstance.

You're not wrong. Though, I don't foresee the Admiral having much impact on the story at this stage. That just seems unfair.
Our CP9 dudes are gimping themselves by pretending to be mid-tier officers, but I don't see an Admiral being able to do the same.
